At last, Chigwenembe gets lawful promotion: Malawi Police Deputy IG

Demister Chigwenembe: now Deputy IG of Malawi Police

BLANTYRE-(MaraviPost)—After waiting for months to have his botched promotion legalized, Demister Chigwenembe can at this instant afford a smile as the Police Service Commission has promoted him to Deputy Inspector General responsible for operations.

The Commission has also promoted Merlene Yolamu to Deputy Inspector General in the Malawi Police Service responsible for administration.

The appointments are effective January 15th this year.

Police spokesperson James Kadadzera says seven other police officers have also been promoted to deputy commissioner while six others are now assistant superintendent following decisions of the judge Mkandawire led Commission.

In July last year, President Lazarus Chakwera appointed Chigwenembe to deputize George Kainja but the decision was reversed after legal commentators faulted the president for flouting the procedure.

Chakwera admitted to have made a legal error in appointing Chigwenembe and the Commissioner General and Deputy Commissioner General of the Malawi Revenue Authority during a swearing-in of Cabinet Ministers.

He immediately withdrew the appointment of Chigwenembe while ordering the two MRA bosses to work in acting capacity.

“It has been pointed out, correctly I might add, that the law does not give me power to appoint a Commissioner General and Deputy Commissioner General for Malawi Revenue Authority. What the press release on the appointments did not mention is that because such appointments are the domain of the Board of MRA, my appointments are only made to function in an acting capacity until the Board is reconstituted and in place to make permanent appointments.

“I have made these provisional appointments to stop the free-for-all pilferage of taxes and the destruction of evidence that have been taking place there in the last few weeks, crimes which need to be stopped as a matter of urgency.

“As for the appointment of the Deputy Inspector General, it has duly been withheld pending a regularization process, and I commend all of you who noted the anomaly,” clarified Chakwera.
