MRA delegation successfully concludes Digital Tax Stamps benchmarking in Uganda

KAMPALA-(MaraviPost)-A delegation from the Malawi Revenue Authority (MRA) recently concluded a five-days benchmarking visit to Uganda Revenue Authority (URA), focusing on the Digital Tax Stamps (DTS) also known as Kalondola

The eight MRA member team led by Commissioner General Daniel Daka learnt about the key components, processes, implementation strategies, monitoring mechanisms, and enforcement procedures.

The delegation also had the opportunity to learn firsthand from URA’s experiences, challenges, and successes in implementing the Kalondola tax system.

This exchange is expected to provide valuable lessons for Malawi’s efforts to implement a similar digital tax system.

Bichetero Emmanuel, the Assistant Commissioner of the URA Tax Academy, commended digital stamps as a critical system URA has utilized to close revenue gaps.

He expressed confidence that this knowledge-sharing initiative would be mutually beneficial, stating, “We believe our digital tracking solutions have been instrumental in improving tax compliance and revenue collection, and we are eager to share our experiences with our counterparts in Malawi.”

Henry Ngutwa, the Deputy Commissioner General of MRA, expressed gratitude for the opportunity to learn from URA’s expertise.

“We appreciate the insights and knowledge shared by URA, and we look forward to implementing similar solutions in Malawi,” Ngutwa said.

On the sidelines of the visit, the URA Commissioner General John Musinguzi engaged with Daniel Dana on among other issues, strengthening cooperation in revenue administration.

“We reaffirmed our shared commitment to enhancing domestic revenue mobilization through strategic partnerships, knowledge exchange, and homegrown solutions that drive economic self-reliance for our nations,” Musinguzi said following the meeting with his Malawian counterpart.

It is worth noting that Uganda and Malawi share the same Digital Tax Stamp service provider, SICPA, which has played a key role in helping both countries enhance their tax tracking and compliance systems.

As part of their benchmarking visit, the MRA team toured SICPA’s operations in Uganda, including the Digital Tax Stamps warehouse and the SICPA Uganda head office in Kampala, as well as the Fuel Marking Site in Busia.

The site visits provided an in-depth view of the operations involved in managing and implementing the DTS and fuel marking programs, respectively.

The benchmarking visit is a significant step in Malawi’s efforts to implement the Kalondola system to improve tax compliance and revenue collection.
