MEC up with public hearings on constituency, ward boundaries

By Thandie Chadzandiyani

LILONGWE-(MaraviPost)-Malawi Electoral Commission (MEC) says will hold public hearings across the country to discuss and get final feedback from stakeholders regarding the preliminary maps on the review of constituency and ward boundaries.

MEC Commissioner Olivia Mchaju Liwewe told the news conference on Saturday, April 9, 2022 in the capital Lilongwe that the exercise meant to equalize number of constituents against lawmaker.

MEC commissioner Liwewe addressing the news conference

“Let me at this juncture state that the review of boundaries was not intended to increase constituencies, but it was an effort made to equalize the numbers of voters for each Member of Parliament (MPs) so that legislators represent almost equal numbers of voters as prescribed by Law,” said Liwewe.

The Commission is preparing towards holding by-elections hence the time the public hearings are concluded, the Commission will have released a calendar for holding the by-elections.

She added, “Once the report has been confirmed by the National Assembly, the Commission will proceed to print the new constituency and ward maps, publish them in the Gazette and distribute to all relevant stakeholders by 2023 so that people familiarise themselves with the boundaries in time for the 2025 elections preparations”.

Emphasizing the matter, the Commission appealed to electoral stakeholders to take the public hearings seriously and not fail to attend.

“The public hearings are the last public activity on the calendar for boundary review.

After this activity, the public will not have any chance to provide views and ideas to the Commission on the matter,” added Liwewe.

Algeria’s homegrown startup Yassir seeks to conquer world

Algeria’s homegrown startup Yassir is seeking to conquer the world of ride hailing. and home delivery service.

The start up has already made good despite the country’s notoriously complex business climate. As a taxi and home-delivery firm Yassir has millions of users and is expanding across Africa.

After earning a Ph.D. at Stanford and spending most of his professional life in Silicon Valley working at various companies, CEO Noureddine Tayebi returned to Algeria to get involved in the country’s nascent tech scene to start a company and build technical talent in the Maghreb region (Algeria, Morocco and Tunisia).

“The first objective is to enable local, technical talent because generally this talent doesn’t have many opportunities in the region where we’re operating. So most of the time, they head abroad, especially to Europe, to find other job opportunities.” Tayebi says.

“The second goal, leading off from there, is to have what’s called a local champion. So it’s a success — or a model of local success, if I can say so, to allow the creation of a certain dynamic and an ecosystem that could move forward.” “We’re very ambitious. We would like to create the biggest tech company in Africa which would be, I hope, one of the world’s largest.”

Yassir generates revenues by taking a commission on the services it offers. The startup provides on-demand services such as ride-hailing and last-mile delivery. It raised a $30 million Series A round capital in Nov 2021.

“When I came, we were only based in Algiers, Constantine and Oran but now we’re also present in Béjaïa, Oran, Constantine, Setif, Tizi-Ouzou, Blida, everywhere really.”

Since launching four years ago, Yassir has seen exponential growth. In terms of traction, over 3 million people and 40,000 partners in all its markets now use the platform.

Guinea: Alpha Conde returns to Conakry after treatment abroad

Deposed Guinean president Alpha Conde “returned to Conakry on Friday afternoon after medical treatment in the United Arab Emirates,” according to a statement by the transitional government read on state television.

“The former president will remain in Guinea as long as his health allows. His integrity and dignity will always be respected in accordance with his rank and status” the statement read.

A Guinean foreign affairs document indicates that it was the authorities in Conakry who asked for his return following the broadcast in March of a recording attributed to the former head of state from the Emirates. The recording spoke of the need for Mr. Conde’s party to get into battle in anticipation of a serious deterioration in Guinea.

For the Ministry of Foreign Affairs, these actions constitute “a threat to the peace and stability” of Guinea and violate the terms of a commitment by ECOWAS to guarantee the former president.

Meanwhile, a coalition that has fought Conde for months has now urged the ruling junta to immediately open the trial of the former head of state after his return from abroad.

This collective has orchestrated months of mobilization in 2019-2020 against a third term of Alpha Conde. The protest, which was brutally repressed several times, left dozens of civilians dead, but did not prevent the re-inauguration of Alpha Conde in December 2020.

The 84-year-old Alpha Conde left the country in mid-January for medical examinations. His party, the Rassemblement du Peuple de Guinée (RPG), said in a statement that it would continue “to work for his complete release” and would submit a request for a visit in the coming days.

At the head of the country for nearly 11 years, he was overthrown on September 5, 2021, by Colonel Doumbouya, who has since become President of the Republic.

First Person: From taking lives to saving lives, in DR Congo

Mr. Mwingwa was 17 when a rebel group – RCD Goma – convinced him to join its ranks, and fight against the then government of President Laurent Kabila, with promises of a life of prosperity.

He was recruited in Goma, the capital of North Kivu province, and started military training in the bush. After fighting for seven years, Mr. Mwingwa, surrendered and is now an employee of the UN peacekeeping mission in DRC, (MONUSCO) as a Fire Safety Assistant.

“When I joined RCD Goma, A gloomy future was in store for me. The government was trying to impose one tribe, to rule over the entire country, and the rebel leaders promised that once we had liberated the country, we would prosper.

After recruitment, we stayed in Goma for a month and then we were sent to Rwampara military camp, located in Bunia, Ituri province. The rebel leaders realized that our parents were looking for us, and it could have been easier for them to spot us in Goma.

In 1999 the training was moved to Kisangani, before we were sent to the battlefield in Manono, Tanganyika province. The fighting was intense. We used heavy weaponry like Rocket-Propelled Grenades (RPGs). We were very young, and some of those who survived later, had mental breakdowns.

I suffered a lot. The conditions were filthy and stinking, and we were infested with lice.

‘Please return home’

I was picked to escort our leader back to Goma, along with other fighters, and when my mother found out that I was back, she pleaded with me to stay home, as family members were saddened by what they heard I went through in the bush.

But I stayed with the group, and it wasn’t until 2004 that I decided to leave. I realized that life with armed groups did not bring the prosperity they had promised: whatever money we got, we had to give to the leadership, who did not even provide us with shelter.

The following year, I heard about the Disarmament, Demobilization and Reintegration (DDR) programme, run by the UN peacekeeping mission. I surrendered my weapons and uniforms, and followed all procedures, including visiting an office that verified whether or not I had indeed taken military training, or committed any crimes in the community.

I got a job as a security guard, where I received training in engineering and fire safety. When my contract ended, I secured several further short-term contracts until I was employed by MONUSCO as a Fire Safety Assistant in 2015.

I am grateful that MONUSCO has been with me since my surrender. I make a decent salary and I own a house. I am married, and am able to provide my children with a good education.

My message to young people is that they should not go fighting in the bush, as there are no benefits. I suffered, I wasted time. And to combatants, I say, please come home and learn various skills. You could be hired like me, and life is good”.
