My Take On It;  Chilima succinct three-point agenda set to become Malawi’s game-changer – Part II

In its 55 years of independent rule, Malawi has “never experienced civil war or other debilitating national conflict. Yet, the country is engulfed in a dire socio– economic status quo,” laments Saulos Chilima in the UTM Manifesto that was launched on March 23, 2019 in Dowa district.

The status quo is increasing poverty, closing of business enterprises, job losses and unemployment. This is accentuated by “poor management of the economy, low economic growth that lead to sub–standard social service delivery to Malawians in such areas as health and education, among others.” Amid this backdrop of Malawi’s ills is a culture of corruption, nepotism, and outright theft of public resources.

In unveiling its Manifesto, the UTM introduced numerous strategies for steering Malawi on a path toward propelling the country to a better future.

This discussion has chosen seven sections of the Manifesto  that propels UTM ahead of the pack; and without minimizing the worth of others before or after, and without diminishing the import of other sections of the Manifesto, the seven are merely chosen on personal zeal and passion. They are agriculture, social policy (health, education, women, youth, sports, vulnerable groups), industrialization, the Presidency, Media, School of Government (diplomats), and Security.

  1. INDUSTRIALIZATION

The UTM Manifesto in this section starts with a bit of history (credit to the Party for giving the country a foundation; in other words, Malawi did not start to live in 1994 as other would have you think: it has a past, with a story to tell, especially in this section).

However as was pointed out in Part I of this analysis, the years 1969 to 1979 were the years when Malawi had both government-driven and private sector-driven massive number of industries. Among these were, Brown and Clapperton, Leyland, Blantyre Netting, David Whitehead and Sons, Ethanol, SUCOMA, Tambala Food Processing, Dulux Paints, Valmore Paints, Blantyre Print and Packaging, Airport Handlers Ltd., Cheeseboro Ponds, Lever Brothers, Bata Shoe Company, Viply, Pulp Wood Company, Mulanje Canning, Press Farming, Press Agriculture, Napolo Ukana, Southern Bottlers, Carlsberg Malawi Ltd., Grain and Milling, Press Furniture, Press Steel and Wire, WICO, and many more. Malawi enjoyed an uphill rise in factories, manufacturing companies, and massive employment opportunities for skilled, semi-skilled, and unskilled workforce.

The de-industrial downhill was after internal and external forces and shocks. There was the fall of the Berlin Wall in 1989, followed quickly by the crumbling of the Soviet Union. This led to western countries flocking with their moneybags to Eastern Europe to prop-up rising independent nations.

Internally, when we became a democratic nation in 1994, government was encouraged to remove its majority shares in numerous national corporations, manufacturing companies and other business ventures. This moving of government from business enterprise was under the guise of privatization. Through it, the Malawi government sold its shares to the highest bidders, and few Malawians participated in buying shares.

In the long run, many foreigners bought the factories that were started with government buy-in; while some closed, downsized, other simply exported the manufacturing and labor-intensive units to other parts of the continent.

It is highly commendable and worth noting that the UTM is eager to revive Malawi’s manufacturing sector, create new industrial zones. It is highly anticipated that it might be necessary to re-introduce the Malawi Development Corporation, with the caveat that the organization is to serve the interests of Malawian citizens or legal residents of Malawi.

Assuredly, government will need to take a leading role in this new look in our national push for establishing industrial enterprises. These should be for all Malawians, not only those belonging to the ruling party. Additionally, as a nation we should get tired of being providers of our precious raw materials, in exchange for expensive and highly unaffordable merchandize (made with our raw material).

  1. THE PRESIDENCY AND GOVERNANCE

Malawi became a self-governing country in 1963, independent in 1964, and a Republic in 1964. We were a one-party, dictatorial country, ruled by Dr. Hastings Kamuzu Banda under the Malawi Congress Party. In all the years up to 1993, Malawi had one leader. All others, answered to Dr. Banda, and were deposed off effortlessly by him.

There was no Number Two, until 1993 when Gwanda Chakuamba became Malawi’s first Vice President. Ironically, he is also the only Vice President who served with Banda amicably to the end of their terms in 1994.

The role of vice president has been a dicey one: chosen by the president but protected by the Constitution. In the four administrations operating in post-1994 Malawi, the vice presidents have fallen victims of falling out of favor with the president.

It is admirable that the UTM Manifesto will allot an entire ministry (with the highest budgetary allocation) that will keep the vice president occupied with government business 24/7 and 365 days a year; he will not just be sitting idle, twiddling his thumbs, waiting to be given a task from the president.

Another great leap the UTM proposes in its Manifesto is the designation of the Vice President as Deputy Commander-In-
Chief.

In this section, the UTM, also proposes that Section 91(2) of the Constitution will be removed. This section deals with the immunity of the president from criminal prosecution while in office. This is a bold proposal and one that aims to give a constitutional accountability of the First Citizen while in office.

  1. MEDIA

The media, known in Malawi, which is also as the Fourth Estate (fourth arm of) Government, has played an important role since the dawn of independence. However, journalists in the country have suffered political persecution both in dictatorial and democratic Malawi. The independent media is 27 years old, but struggles to make ends meet, its journalists are often their professionalism is compromised by political heavyweights that give under the table hand-outs.

The move by UTM to free the Malawi Broadcasting Corporation (MBC) of political interference is to be lauded. It should also be greatly noted that the UTM Manifesto has plans to hold weekly media briefings. We trust this is at Presidential and or Vice-Presidential levels. This is a good indication of the over-the-top transparency the UTM envisages to create when it takes power in the May 21 Tripartite Elections.

We wish to add that the UTM, once elected to the office President, should introduce a Bill that would designate one percent of the National budget to the operational costs of Malawi-owned media houses that have been operating in Malawi for two years. This will ensure the vibrant and sustainable existence of a truly free, independent, and pluralistic press in Malawi; a press that will be buoyant and excel to great professional standing, comparable to international media outlets.

  1. FOREIGN AFFAIRS SCHOOL

Having grown up in a diplomat’s home, and later work as a diplomat, I heartily welcome the UTM’s desire to “establish a School of Government that would offer degree programmes and other tailored training courses for a clear, merit-based path in career national and diplomatic service.”

This bullet point is lauded most of all because our more developed nations from the international community never send a diplomat, no one is ever on the President’s entourage, if they have not received proper foreign service training. Malawi’s first five ambassadors (Gondwe, Katenga, Rubadri, Mangwazu, and Mbekeani) received training before they were sent to their posts Kenya, Ethiopia, UN and USA, Ghana, and UK respectively.

Because of the peculiar sensitive nature of their service, any person that leaves Malawi, or works at the Foreign Affairs Ministry, requires the specialist training.

The great marvel of such a programme is that Malawi is overstocked with former diplomats at ambassadorial and expert levels. These could be easily deployed to such a grand School of Government.

  1. SECURITY

The story of security matters in Malawi, is a desolate one. With the exception of the Malawi Defense Force, the Malawi Police Service, the MRA, the Immigration and Citizenship Services, and the Financial Intelligence Authority need to be completely overhauled and depoliticized. Despite the low capacity of such institutions as the Police Service, the professionalism is lacking. The UTM Manifesto does not give much on this sector, except that the Party shall “ensure that these institutions execute their mandate, professionally, under the Constitution, especially the respect of human rights and the rule of law: under the Laws of Malawi without political or other illegal interference, or corruption.”

The irony of the security sector in Malawi (again this is minus the MDF), in the 25 years since Malawi became a democracy, this sector has not changed from the way it used to operate during the one-party rule. Part of the challenge is the upper-hand dealings of political party heavyweights, the other is the stiff-necked nature of the officials that have taken the pre-democratic ways of their forefathers and brought the drama into democratic Malawi. This is the right time to permanently separate the state apparatuses from party politics.

In closing, it is a welcomed position that Malawians are encouraged to “loathe politics of empty promises, an economy of deficits, a work culture of delays, inefficiency, and laziness, and an asset base of deficiency,

Indeed, Malawi deserves a robust economy based on the energy and industry of all its people!

Malawi has had five Administrations since 1994. Despite the potential the country has, “at best, stagnated and, at worst, regressed, with a high maternal death rate; a high infant mortality rate, a low life expectancy, a high illiteracy rate, and low productivity,” Chilima points out in the four-page UTM Presidential preface.

UTM Manifesto “is premised on three main pillars, namely Anti–Corruption Drive, Economic Transformation, and Governance Transformation.” Each of the three pillars is complimented with a ‘mindset change’ philosophy known as “Tsogolo Lathu’ (Our Future)Culture.”

UTM Manifesto Beliefs

  • We believe in the supremacy of and are committed to upholding the Malawi Constitution.
  • We believe that no one is above the law of this country.
  • We believe in an open, accountable, and transparent government.
  • We believe the constitutional principle that authority to govern is derived from the people of Malawi.
  • We detest the attitude that some podium political class behave as if they are doing the people of Malawi a favour.

It is time for a paradigm shift in the administration and management of Malawi, using the UTM Manifesto as a blueprint for the progress of our country, “where every Malawian shall eventually be a winner.” The Manifesto goes farther by acknowledging that while the 1964 independence struggle was characterized by a “united participation of the masses,” that it was pivotal for the success of attaining that independence. The Manifesto, however bemoans that “the post-1994 has been compromised by the narrow, self-serving politics of patronage.”

The Manifesto makes observations and outlines the roadmap to high-jumping the 11 griefs and woes besetting the country, among them being religious intolerance, poor time keeping, corruption, abuse of the youth by politicians whereby the youth are tools of violence, and abuse of women whereby women participate in politics as mere dancers and nothing more. This analysis will feature seven of the UTM Manifesto that highlights the ways that make the UTM the game changer in Malawi.

There are some quarters of Malawi that do not have faith in the Party, particularly its leadership, whom they jeered as a “baby,” citing that he too young to lead Malawi out of its current predicament of low development and wide-spread. Some critics are also faulting some aspects of the Manifesto’s claim that in “over 40 years, Malawi has suffered from de-industrialization, which has resulted in the closure of many manufacturing and factories and this has reduced industrial zones into ghost towns.”

While the critics argue that Chilima is too young and green behind the ears and cannot lead Malawi, they also categorically refute that Malawi’s de-industrialization started that far back. This would put the process of de-industrialization as having started in 1979. The heaviest onslaught blows to Malawi’s quest for becoming an industrial nation was with the privatization drive in post-1994 democratic era. In fact, there has not been any labor-intensive manufacturing company established in this era.

Looking back to Malawi’s development path, 1979 was the height of development. The years 1969 to 1979 were the years when Malawi had both government-driven and private sector-driven massive number of industries. The UTM Manifesto is to be heartily welcomed however, for its vision of a new and refreshing leadership style that squashes the “Mabwana syndrome.,” or as the Manifesto details under the “Imperative for the Tsogolo Lathu (Our Future Culture; a culture that states that “No one has a monopoly over progressive thinking. There must be no Master. There must be no Servant. There must be equal Partners expanding our efforts to take our country further ahead.” Seven sections of the Manifesto  that propels UTM ahead of the pack, without minimizing the worth of others before or after, and without diminishing the import of other sections of the Manifesto, the seven are merely chosen on personal zeal and passion.

  1. AGRICULTURE

Wedged in the UTM Manifesto Economic Transformation is agriculture, which the Party acknowledges as an important sector that suffers from natural and man-made challenges such as climate challenges coupled with poor political leadership. UTM states that previous administrations placed emphasis on food security rather than commercialization in the sector. It cites the error of placing both financial and human capital into the farm input subsidies without regard to the commercial aspect of the sector.

The Manifesto proposes that it will ensure that small and large-scale farmers have access to cheaper fertilizers, which is especially ideal for the country’s national priority crops such as maize.

UTM also proposes to establish Mega or Anchor farms in each district, encouraging local farmers to organize themselves into cooperatives that would engage in producing a specific crop that would then be sold to a factory that is linked to the Mega farm, within the district. This would have the spill-over effect of creating jobs and generate economic activity at the district and smallholder levels.

In this sector, UTM has etched proposals for enhancing activities in other sectors of agriculture such as livestock production, aquaculture, fisheries. It aims to revamp institutional structures such as ADMARC by releasing the heavy-handed political pressure it has endured over the years, eliminate corruption and inefficiency, and make it truly a private company.

The Manifesto also make ample mention of massive roadwork and greater use of our water system. Absent in the Manifesto, however is our national white elephant; namely the Nsanje Inland Port that to this day remains a massive heap of wasted resources and energy and missed opportunities for economic transformation. (Yet a topic for another article). Suffice it to report that the massive roadwork and fisheries proposals will generate intensive labor requirements and a great reduction to the unemployment level.

  1. WOMEN, YOUTH, & OTHER SOCIAL ISSUES

With the current status of the social policy being relegated a residual role, the UNT Manifesto ascertains that “social policy is not only a contributor to production through human capital but can also be a source of savings through pension schemes.” An improved social policy network everywhere has been the boon for economic advancement. UTM is to be commended for giving the topic 12 pages on its focus on social development issues.

Health –in any development work, policy or strategy, a critical need is a healthy populace. The proposed strategies in the UTM Manifesto are welcome. The bullet point that stands out and deserves mention is the construction of mental health hospitals that will be attached to Mzuzu, Kamuzu and Queen Elizabeth Central Hospitals.

Education – Among the proposed goals for UTM in this sector is the completion in its first year in office, of “a minimum of ten secondary schools into state-of-the-art centers of learning…” On the issue of fees, UTM males a promissory note that it will “ensure that no deserving child fails to go to school because of lack of school fees at primary level, secondary level or in public universities.” A standing ovation is for the plan to re-introduce physical education and competitive sports at all primary and secondary schools in Malawi.

Physical education is a crucial element of child development; it probably was given the boot out the window in post-1994 era, because physical education was provided by trained Malawi Young Pioneer instructors. The new UTM proposal will require training in physical education, thereby creating another job-creation avenue.

Women – Malawi’s poverty status is closely linked to women’s economic, social, cultural and political statuses. The UTM Manifesto espouses more words on vindicating the challenges women face in their advancement. Among these is the proposal “surpass the ratios of 40-60 under the Gender Equality act in all appointments to positions of decision making in public service.” It also proposes that UTM will “ensure that women are at the center of benefitting from the provision of 60 percent business allocation of all government procurement under the Public Procurement and Disposal of Assets Act.”

Despite making the point the first highlight, strategies to eliminate gender-based violence is not addressed in the Manifesto.

Youth – Among the proposals in this sector are provision of tailor-made training sessions to shape a progressive mindset, link semi-skilled youth with large scale industries (nationally and internationally), and synchronize the curriculum of tertiary and technical education in Malawi with the needs of the market.

Sports – in this sector, UTM promises to rehabilitate dilapidated sports infrastructure in all districts in the country. On youth talent acquisition, the Party promises to create an effective National Sports Talent Search System so that extraordinary young sportsmen and young sportswomen are identified at a young age; the ideal will be to streamline these in special training.

Vulnerable persons – Among the list of vulnerable persons in Malawi, UTM highlights women, children, the elderly, persons with disability, and persons living with albinism. To protect this population, UTM proposes 10 develop and implement a national foster home system to provide a safe environment for the development and growth of children; b) “Decisively stamp out the unwarranted and callous brutality against persons with albinism, while fully implementing the Plan of Action on persons with albinism.

For elderlies like me, the bullet point about UTM’s plans to establish “The Elderly Pension Fund, where a monthly pay out of K15,000 for all persons aged 65 years or above. This has taken me back to a time Minister for persons with Disabilities Honorable Khembo came to a Commission for Social Development annual meeting at the UN; as the Malawi Mission expert, it was my task to steer the ministerial delegation around the meetings at the session. One day the honorable minister was introduced to some of my cooperating partners on social development Helen Hamlin and Jack Kupferman. This led to the Honorable Khembo to introduce to cabinet during the Bingu wa Mutharika administration, the non-contributary universal pension scheme for person 65 years and older.

Of it Kupferman (who is a member of the NGO Committee on Ageing at the United Nation, in congratulating UTM for the planned strategy said: “The pension scheme for seniors, ensures family stability; this is because assurance of a regular income allows older people security for themselves as well as contribute to their grandchildren’s education health needs, and food security.”

The Universal pensions scheme, introduced in several countries in Asia and Africa, has improved the livelihoods of elder persons and their families. It has also relieved governments of the need to give handouts to people that spiral into poverty due to lack of an income or other shocks.

 

Indeed, Malawi deserves a robust economy based on the energy and industry of all its people!
