Niger: debate and vote for presence of foreign froces in the country

Niger’s deputies will debate and vote on Friday over the presence of foreign forces to fight jihadists in Niger, denounced by local NGOs, according to the parliamentary and government sources.

With an overwhelming majority in the National Assembly of the ruling party of President Mohamed Bazoum, the result of the vote will leave little room for doubt.

The document submitted to the deputies, consulted by AFP, stresses that Niger “is virtually surrounded by terrorist groups.” This is despite efforts to contain the threat around its borders, where the human and economic toll is high.

In a statement, the opposition parties said the government’s approach is “to circumvent the obligation to communicate to national deputies the texts relating to defense and security agreements, as part of the regularization of the redeployment of Barkhane and Takuba forces in Niger.”

The document added that “the evolution of the security situation requires a joint commitment of the government and other nations for an effective fight against terrorism, within the framework of existing or future bilateral or multilateral cooperation.”

The special forces of friendly countries will be deployed” and “installed on the territories in the member countries of ECOWAS (Economic Community of West African States) affected by the threat“, including “Benin, Ghana, Niger, and Côte d’Ivoire“, says the text.

The document further specifies that in Niger “which is already home to foreign force bases, new locations will be created closer to the theaters of operations” in Mali, and “the locations and modalities of operations” will be discussed “with the military hierarchy“.

Hassoumi Massoudou, Niger’s Minister of Foreign Affairs, recently maintained that his country wanted “an increase in the intervention of our partners”, because “with the departure of French forces from northern Mali, we expect greater pressure from terrorists on our country”.

In its fight against jihadist movements linked to al-Qaeda and the Islamic State group (EI), Niger enjoys the support of several Western countries, including France and the United States, which have military bases in Niamey and the Agadez region (north).

On their part, Nigerien NGOs denounce the presence of foreign troops as “occupying forces” and “a threat to the country’s sovereignty.”

African Development Bank holds spring edition of its virtual business opportunities seminar

The African Development Bank held its 2022 virtual business opportunities seminar Spring edition from 12-13 April to provide an overview of its policies, operations, procurement rules and country activities.

The business opportunities seminar (BOS) offers companies, civil contractors, manufacturers, consultants, and suppliers from the Bank Group’s regional and non-regional members a one-stop-shop of information on how to provide goods and services to Bank-funded projects, how to partner with the Bank Group and on financing opportunities available for private sector projects.

The event took place over two days to accommodate participants in different time zones. Day one was for participants in Africa, Europe and the Americas; while day two was for attendees from Asian countries.

Over 300 entities participated, representing countries in Asia, Europe, Africa, North America and Latin America. Participants represented the public and private sector, including individual consultants, contractors, manufacturers, and suppliers interested in providing goods and services for the Bank’s projects in Africa.

Departing slightly from its usual format, the webinar featured pre-recorded presentations on specific sectors as well as live sessions about the Bank’s strategy, procurement, and integrity and anti-corruption departments. On both days, the program closed with virtual roundtable meetings on energy and climate change, infrastructure, transport and urban development; small and medium enterprises, industries and trade, gender, agriculture, health, and education. These offered participants an opportunity to engage directly with Bank experts.

Participants commended the webinars for being informative and insightful sessions and expressed interest in doing business with the Bank.

Led by the Resource Mobilization and Partnerships Department (FIRM), Business opportunity seminars enable the Bank to grow a pool of high-quality suppliers and service providers to compete for its projects, boosting its own service delivery and achievement of its overall development initiatives.

Since 2017 and until the onset of Covid-19, the Bank held two in-person business opportunity seminars each year – in Abidjan (headquarters) and in a regional member country. Approximately 5500 delegates have attended the seminars, with an average of 75% of delegates coming from non-regional member countries, and 90% from the private sector, representing 55 countries.

In his closing remarks, Roderic Norman, FIRM’s acting manager said “we have enjoyed sharing opportunities for a range of firms and individuals to partner with the Bank. During the two days, we have also had the chance to learn, from the participants, ways that we can improve our outreach and partnership. We look forward to bringing more innovations in future BOS sessions.”

Cote d’Ivoire: African Development Bank-supported digital platform will support women farmers to gain access to markets

Women farmers in Cote d’Ivoire will more easily find markets for their crops, thanks to a digital platform recently launched by UN Women.

Blaatto, part of the UN agency’s Buy From Women initiative, is targeting women smallholder farmers and members of women-led agricultural cooperatives in the country’s central region where access to markets is relatively poor. The word ‘blaatto’ means ‘come and buy’ in the region’s Baule language.

Buy From Women is an open-source, cloud-based enterprise and e-commerce platform that can be customized to specific market products. It also offers women information and finance. In Cote d’Ivoire, UN Women is rolling out the initiative with African Development Bank support and with funding from the Bank-managed Korea Africa Economic Cooperation Trust Fund.

The platform is part of a UN Women project in Cote d’Ivoire to strengthen women’s agricultural resilience to climate change and quality of life by incorporating ICT into agricultural production.

Blaatto launched during a ceremony held on 25 March 2022 in Abidjan, attended by Mr. Felix Anoblé, Minister for the Promotion of Small and Medium Enterprises, Handcrafts and Informal Sector Transformation of Cote d’Ivoire.

Mrs. Antonia Ngabala Sodonon, UN Women’s country representative for Cote d’Ivoire and Ms Esther Dassanou, Coordinator of the African Development Bank’s Affirmative Finance Action for Women in Africa initiative also participated.

Before an audience of government representatives, development partners and women farmers, Anoblé and Sodonon signed an agreement for the management of Buy From Women.

Minister Anoblé said, “The Buy From Women platform will ensure long term results for beneficiaries.” He urged its adoption, saying, “Please take the opportunity to use it and uplift locally produced crops.”

Sodonon said, “The Buy From Women platform will connect women producers to all categories of buyers of agricultural products: wholesalers, retailers and consumers across Cote d’Ivoire. It is an opportunity for women farmers to sell their products to a large market of buyers.”

Esther Dassanou said: “We appreciate the support from the Government of Cote d’Ivoire in various interventions, especially in women’s economic empowerment. For the African Development Bank, UN Women is a strategic partner to implement the gender equality and women’s empowerment agenda.”

She added, “this platform will serve as a one-stop shop for producers, buyers, sellers and investors. Not only will it help women farmers gain access to markets but will also elevate their expertise and improve the quality of their farming products.”

UDF suspends governor Mphompho over Martha Chizuma’s leaked audio case

By Chisomo Phiri

BLANTYRE-(Maravi Post)-The opposition United Democratic Front (UDF) has moved to save face by suspending its Chikwawa District Governor Frighton Mphompho who initiated the case against Anti-Corruption Bureau (ACB) Director General Martha Chizuma for her infamous leaked audio.

Mphompho last month petitioned the Mzuzu Magistrate court to commence a criminal case against Chizuma for breaking her oath of secrecy as ACB boss under the Corrupt Practices Act.

Martha Chizuma hunted for leaked audio

A statement released by the party’s spokesperson Yusuf Mwawa on Thursday, April 21, 2022, states that the party is surprised to learn from social media outlets about the involvement of UDF member in the case hence the decision to suspend him.

“UDF is dismayed with his alleged involvement in this case as his alleged actions are serious and that bring the party into disrepute by virtue of his position as UDF District Governor.

“Mr. Mphompho is alleged to have acted in his personal capacity and his alleged actions do not represent the views of the party in this matter,” reads the statement in part.

In the case which Mphompho brought to the Mzuzu Magistrate Court, being presided over by Senior Resident Magistrate Godfrey Nyirenda, an order was given for the Malawi Police Service and the Director of Public Prosecution to ascertain if criminal charges can be initiated against Chizuma.

In his ruling, Nyirenda said the authority to investigate Chizuma on the leaked audio lies in the Director of Public Prosecution.

Chizuma is also facing defamation case which was lodged by Ashok Nair who sued her for alleging in the leaked audio that he bribed authorities to gain favorable decisions.

High placed sources with law enforcing agency on Wednesday, April 20, 2022 confided in this publication that Chizuma is expected to be arrested on leaked audio saga.

Chizuma who is currently abroad on private trip will be arrested upon arrival in the capital Lilongwe.

She left Malawi on Sunday, April 10, 2022 to meet and convince “her financiers about her allegiance on corruption fight in the country”, according to sources at ACB.

This following Office of Director of Public Prosecution (DPP) Steven Kayuni endorsing Chizuma’s arrest after studying a court order to decide the possibility of commencing criminal charges on a leaked audio that contravenes ACB office’ oath.

Why Periodic Elections Will Not Change Nigeria… By Agba Jalingo

If what we want as a country is development; if we desire to bring security and welfare to the people, then we must come to the conclusion that periodic elections in the manner we go about them in Nigeria today will not attain that goal.

The hope that democracy provides above other systems of governance is that, when an elected leader turns a villain, there is an opportunity to vote that leader out in the next election and replace that leader with another person of your choice. Once the opportunity to exercise that privilege is abridged whether directly or indirectly, the salt in the pudding is trampled upon.

Let’s us take our situation for instance. It is only through the instrumentality of a political party you can get to power in Nigeria today. The two major political parties that are currently sharing power between themselves, PDP/APC, (because there is no democracy where all existing parties are in power), are not interested in allowing the system to produce leaders that can bring development to the country. Rather, they are consciously and deliberately building bulwarks against the yearnings of the ordinary people to taste good leadership.

They are merely driven by a longing to grab power. They only need people who can help them grab power. Not people who can bring development to our communities. Their recruitment process for both those who work for the party bureaucracies and the candidates they present for elections, is anti-growth. There is no deliberate effort by the parties to shop for good quality to field for elections. They accept people for contests not necessarily because they passed them through any process to gauge their commitment and competence.

Regardless of how unprepared for leadership a person is, once an aspirant has the deep pocket and the political dark-side that befits the parties as capable of grabbing power for them, you are headed for office at the expense of development. The source or propriety of your deep pockets is not their business.

Elsewhere, political parties, deliberately shop for good leaders from among their communities, groom them and raise their campaign funds to push them into office to perform. Nigeria’s ruling parties and the ruling elites have looked us all in the face and made access to leadership position in Nigeria a millionaires club. If you are not a multi-millionaire, stop dreaming of becoming an elected leader in Nigeria. That’s what they have told us in clear terms with the cost of their election forms. Yet, the Nigeria Deposit Insurance Corporation NDIC, says more than 80 per cent of Nigerians do not have up to 500k in their savings. It doesn’t matter how good you are, they have weaponised money to take away our right to be voted for and they are fighting the introduction of Independent Candidacy, tooth and nail.

There is also the challenge of empty aspirations. Because of the lack of proper and challenging scrutiny in public interest, every shady character with some bucks is propping up to run for office because they know they are the only ones that will afford the requirements. They have all the requirements the system wants unless a clear agenda for where they want to go and occupy.

So you see people telling you, I am running for a legislative position for instance. Ask them what bills do you have in mind to pursue and what oversight functions that will improve our appropriation?

and you hear answers like, “We no need more laws for Nigeria. There are enough laws already.”

“No be that one dey win election. I want to go and help my people. I have a program on infrastructure, sports youth development and empowerment already.”

“Manifesto no dey win election for Nigeria. No be good program dey win election. Na to understand the system.”

“The people who vote don’t know what manifesto means. Make we just try win our party ticket for primaries.”

Usually, it ends up these unprepared rogues are the ones who pick the tickets and they are nudged on to power by a transactional electorate who want their dividends in advance. Once you say you are running for office, you immediately become a public meal voucher. The bills of everyone’s social events and medicals, plus family problems of everyone, are dumped on you, just because you are aspiring and once you cannot afford to service those bills, you are automatically not suited for office. Once you can service those bills, you ride to power and steal to recoup.

There are also the hatchet men and women who just want to whip ethnic and regional sentiments to complete the power grab scheme. Not because they want to bring development either, but because their own has not been able to get access to the till.

So we have continued in this circuitous rigmarolling, wasting resources every election cycle without attaining development. Rather the system only continues to produce sudden millionaires who are essentially just stealing from the renteer patronage and remitting pittances to their beneficiaries to sustain the cycle. But the system has reached it’s elastic limit and there are two options, #RevolutionNow or we put elections on hold and sit down to re-write our Constitution which will restructure Nigeria, then we can call for the next election. For now, those waiting on the queue to enter and continue to steal are more than those already inside.

Yours sincerely,

Citizen Agba Jalingo.

Greta Thunberg speaks for Africa when it comes to climate. Where are Africa’s voices?

CAIRO, Egypt, 21 April 2022 -/African Media Agency(AMA)/- Africa has become the face of the global climate crisis, yet Greta Thunberg has emerged as the continent’s leading voice of advocacy – even among African activists, according to the newly launched report, Climate Change in Africa: Are Africans sleepwalking to disaster?

The research was undertaken by Africa No Filter to understand storytelling about climate change in Africa and establish whether it feeds existing stereotypical narratives about the continent or shows Africans as active agents in global climate action. Insights were gathered using a literature review of academic writing on climate change in Africa, online media and mainstream African news sources, conversations on Twitter, and Google searches between October 2020 and September 2021.

The report shows that Africans are missing from climate news and analysis and that few of the individuals tweeting about climate change in Africa are African. Additionally, out of 41 well-known African climate change activists identified in the report, only 15 were on Twitter, and they seldom tweeted. Those who tweeted more regularly often retweeted Western stories, especially from Greta Thunberg.

Moky Makura, Executive Director at Africa No Filter, said: “There is a perception that Africa’s voice is missing when it comes to climate action discussions, and we wanted to understand why. The report shows that Africans are engaging, but it’s on local instead of global climate issues, and we need to be doing more of both. We need more African activists speaking out, and our leaders need to engage more. That’s the only way to change the dominant narrative about the lack of African action on climate change.”

In addition to Thunberg’s outsized influence on Africa’s climate narrative, the report also found that:

  • Top organizations tweeting about climate change in Africa are likely to be NGOs: Both African and international NGOs are tweeting about climate change and Africa, with Climate Story Lab Africa (@CSL_Africa), Future Climate for Africa (FCFA) (@future_climate), and Greenpeace Africa (@Greenpeaceafric) posting a combined 311 tweets.
  • Africans do not drive Twitter narratives about Africa and climate change: Top individual tweeters on climate change in Africa are unlikely to be African. Additionally, only three African online media outlets featured in the top 10 platforms that published climate stories. Most stories were being shared by the US-owned news aggregator site, allafrica.com.
  • Local climate change events are more dominant than international events in climate news in Africa: Although previous studies have shown that media coverage of climate change increases around big global climate change events, this study found that increased media coverage of climate change in Africa was associated more with local events, which indicates that African climate change events are garnering media attention.
  • Narratives about climate change vary from one country to another: Articles about climate change in Madagascar were highly stereotypical and perpetuated disaster narratives, while Ghana had more favorable coverage. The news was evenly split between disaster news and mitigation efforts in Kenya. Coverage of climate change in Nigeria was varied and included activism, government activities, international meetings, and high impact “disaster news”.
  • Five countries dominated tweets about African climate change: Kenya, South Africa, Nigeria, Ghana, Uganda, and Madagascar featured prominently in Twitter conversations and mainstream African news sources. This connection points to the ongoing role of mainstream media in defining the African narrative.
  • Geopolitical and racial tensions dominate tweets by individuals on climate change in Africa: Many of the tweets about climate change by individuals showed contestation between Africa and the West about who is responsible and who should take action – often with racial components to the tweets. This suggests that a “blame game” is more prevalent than action, and racism is strongly prevalent in the kinds of narratives perpetuated about Africa.
  • Disaster tweets dominate: Many of the tweets on climate change in Africa emphasized conflict and disaster – especially famine in Madagascar and fires in Tunisia and Algeria.

Climate Change in Africa: Are Africans sleepwalking to disaster? is the latest research project by narrative-change organization Africa No Filter. It forms part of their work to understand and shift harmful and stereotypical narratives about Africa. The report comes at a crucial time for the continent. Egypt will host COP27 in November, which offers African activists and the media the opportunity to drive narratives that show Africa taking climate action instead of being the continent hit hardest by climate change.

Distributed by African Media Agency on behalf of Africa No Filter.

Research Methodology

The report was compiled using five quantitative data collection methodologies, including Google Trends, Twitter conversations and mainstream African media, to understand climate change questions Africans were concerned about, Twitter conversations Africans were having about climate change and who was driving those conversations. The report also analyzed whether leading African activists had Twitter accounts and their messaging, and the common themes across all data, which investigated content published between 1 October 2020 to 30 September 2021.Inquiries: Lerato@africanofilter.org
