Dear Madam Speaker,

WOULD YOU ISSUE A WARRANT OF ARREST AGAINST COLLEEN ZAMBA(SPC) AND ALL NOCMA DIRECTORS?

I am one of patriotic Malawians who, today, were eyes tight on their screens be it television or smart phones. We had spared time Following proceedings PAC inquired into the dramatic developments we have been hearing at NOCMA. Allow me to opine that with the public attention NOCMA issue has, so far, gained, it might be dull of me to think that you have not followed what transpired during today’s meeting between PAC and miss Buluma. The development left everyone shocked upon hearing revelations made against mama Colleen Zamba. While others rushed into convicting Mama Zamba, most of us were waiting to hear Mama’s side so that when making judgement, we be fair for it is against the rule of natural justice to judge someone before he or she is heard in her or his defense.

Madam Speaker, as if it is a dream, our waiting has ended into a deep shock to hear that the much awaited side of Mama Zamba has defied the committee’s summon without any legitimate excuse. She and her fellow board members have defied parliament. The executive has defied the parliament which you head hon. Speaker. The constitutional spirit of checks and balances has been tested. Your office has been tested Hon. Speaker.

It is against this backdrop that my mind has taken me through some legal authority which you may rely upon to defend and protect the Constitution of the republic of Malawi and to uphold the rule of law and to uphold the respect parliament deserves.

Hon. Speaker, allow me to present to you that it is an offence, to begin with, under section 19(b) of the National Assembly (powers and privileges) Act for “any person who refuses to be examined before, or to answer any lawful and relevant question put by the Assembly or a committee, unless such refusal be excused as hereinbefore provided. The offender shall be liable to a fine of £200 and to imprisonment for two years.”

Hon. Speaker the SPC has aborted an inquiry which would benefit Malawians through the parliament to understand what is happening in public functionaries which handle public resources for the benefit of Malawians. The action of SPC puts forward a very unwanted precedent that letting her free would be a great lacuna of justice.

Hon. Speaker, your office is one of highly authoritative offices deliberately so to protect democratic leadership of our society. Your office has a legal basis to issue a warrant of arrest which would be executed by police under section 11(2) of National Assembly powers and privileges Act to arrest Mama Colleen Zamba together with her fellow board members and be brought before the committee to be held accountable.

Section 11 of National Assembly (powers and privileges) Act empowers you to issue warrant which would compel attendance of those on run before the committee. The provision reads;

“If a person to whom a summons is directed does not attend before the Assembly or committee at the time and place mentioned therein, the Speaker may, direct the clerk to issue a warrant to apprehend him or her and bring her at a time and place to be stated in the warrant, before the Assembly or committee “

The action of the SPC has grave negative repurcations on the Democratic governance as well as rule of law of our society. If your office cannot be vigilant enough maybe due to political or other reasons, this country will be ungovernable. I, therefore, gather the audacity honorable speaker to advise you on what the law requires your office to do.

Hon. Speaker, I feel so strong to advise you because, as you might be aware, the attorney general who under ordinary circumstances was supposed to tender this kind of advice to you, is now conflicted as he already issued an advice to your office in breach of the law which in its implication, has aided the SPC to evade an inquiry.

Madam speaker, the attorney general has lost legal mandate to advise you on this matter and if anything, the attorney general has aided and abetted the obstruction of justice and he is also amenable to prosecution of which the office of the DPP has powers to effect an arrest of the AG.

SECTION 109(b) of the Penal code provides that; ” any person who inorder to obstruct the due course of justice, dissuades, hinders or prevents any person lawfully bound to appear and give evidence, or endeavours to do so, shall be guilty of an offence and shall be liable to imprisonment for five years””

In the matter at hand, it may be a great miscarriage of justice to imagine that the attorney general didn’t know the existence of this law the time he was dissuading your office or indeed that of SPC not to appear before PAC claiming that the action is or was illegal despite the absence of any legal authority. Even if that maybe the case, this being a criminal matter, section 7 of the penal code states that ignorance of the law is at no chance defense to any criminal charge. The attorney general risks being arrested on that basis and has lost legitimacy to tender you any legal advice relating to the matter at hand.

Madam Speaker,. the Democratic leadership of our society is established under the constitution of Malawi and any legal or political authority must be exercised in accordance to the spirit of rule of law. The gross violation of rule of law we have witnessed pauses a danger to the governance of our society and that can only be contained if democratic institutions like parliament can he vigilant to defend and protect the rule of law.

In the circumstances argued above, your office Madam speaker, stands out in defending our constitution by exercising your discretion to issue a warrant of arrest against SPC and accord the parliament respect it deserves.

BLANTYRE-(MaraviPost)-These are facts on how President Lazarus Chakwera and Secretary to President and Cabinet (SPC) Colleen Zamba are involved into US$170 million Auzano’s bogus fertilizer deal.

(a) The Fertilizer Company was introduced to Government by Colleen Zamba, current Secretary to President and Cabinet (SPC).

(b) The owner of the Company is Muviri Kupara

(c) SPC Zamba flew to Cape Town soon after her return from United Nations General Assembly (UNGA) to negotiate the fertilizer deal from Auzano.

(d) President Chakwera is said to have approved the trip without knowing full details of her assignment .

(e) On her return, Zamba had a huge fight with Sosten Gwengwe who was refusing to request cabinet for a Sovereign guarantee to Auzano; unfortunately the Minister of Finance gave in to her pressure.

Manipulation and Tactics

(a) Zamba forced Mr Maweru the then Principle Secretary (PS) Agriculture and Richard Chikunkhuzeni of SFRRFM to ensure deal is finalized without fail despite not following the procurement procedures as required by law.

(b) Zamba also tried to force the PPDA Director General to back date a no objection approval for Auzano and when he refused, she threaten to fire him.

(c) Zamba upon realizing that Dr. Chilapondwa of PPDA is not a walk over, she then appointed one of her very close Associate Innocentia Ottober to Chair the PPDA Board.

Sovereign Guarantee issues:

It does not mean Malawi Government paid a single tambala.

It only gives comfort that government owns the risk in case the project or deal fails for whatever reason.

What it does though, it limits government to issue other guarantees on important projects.

If the deal was properly negotiated, the guarantee could have been less than US$170 million

Sovereign guarantee is scrutinized by the department of justice. Attorney General (AG) checks the terms of transaction.

It never rains but it pours for Reverend Lazarus Chakwera’s Tonse Alliance government in as far as incidences of corruption are concerned.

A day does not pass without hearing about Chakwera’s appointees being implicated in corrupt deals. One wonders if it is the problem of the appointees or the one who appoints them.

We all know that Ms. Helen Buluma, the Acting Chief Executive Officer of National Oil Company of Malawi (NOCMA), decided to resign after immense pressure from the Secretary to the President and Cabinet, Ms. Colleen Zamba, the Principal Secretary responsible for Energy, Mr. Alfonso Chikuni, and others who colluded to bring new fuel suppliers through dubious means and in some cases expensive financers.

It appears that Ms Zamba later retaliated by firing Ms. Buluma, a move that sounded very unprofessional. We don’t care which came first, resignation or the firing.

What we are certain is that the NOCMA board acted unprofessional, inappropriate and unprocedural by defying the decision of the office of the ombudsman which directed that Ms Buluma be immediately relieved of her duties.

One wonders why the whole Secretary to the Office of the President and Cabinet did not seek legal opinion from the Attorney General before showing her open defiance to the office of ombudsman.
Recently, more information is coming out after Buluma appeared before the Parliamentary committee to explain her side of the story.

Contrary to the Attorney General’s view, Parliament has the mandate to interrogate any public officer suspected of being involved in corrupt deals.

For your information, the post of the Chief Executive Officer of the National Oil Company of Malawi is a public office not a private one. Acting on behalf of the government, Parliament can interrogate any public officer to unearth any corrupt dealings.

Did you know that the government has control even over the Private sector by forcing appropriate policies?
Now that Ms Buluma has spilled the beans, Buluma wabudula mphika wa nyama, we can reasonably conclude that Ms. Zamba and her accomplices were reluctant to fire Ms. Buluma as a cover up to perpetrate their dubious and diabolical activities.

For sure, this is the tip of an iceberg. As you are reading this, a network of government officials in various ministries, departments and agencies is conspiring to defraud government coffers further.

Have you wondered why some government officials have become millionaires all of a sudden? Others are constructing lodges in Salima, Blantyre, and Lilongwe.

Unfortunately, our sleeping and biased Director of Anti Corruption Bureau (ACB), Ms. Martha Chizuma, cannot invoke a clause in Corrupt Practices Act which empowers her to interrogate any individual suspected of amassing wealth dubiously.

Nonetheless, we implore Ms. Helen Buluma to work with ACB as a state witness to unearth the dirt that is being conspired in NOCMA. Let everyone be a whistleblower now.

CDEDI dares Chakwera to fire SPC Zamba over office abuse

BLANTYRE-(MaraviPost)-The Centre for Democracy and Economic Development Initiatives (CDEDI), is has urged President Lazarus Chakwera to exonerate himself from serious allegations levelled against the Secretary to the President and Cabinet (SPC), Colleen Zamba, by relieving her from her duties.

The former Acting Chief Executive Officer for the National Oil Company of Malawi (NOCMA) Hellen Buluma has accused Zamba of abuse of office by alleging that by virtue of being the Chairperson for the NOCMA Board of Directors, she influenced oil deals amid fuel crisis in the country.

This has been revealed when Buluma was summoned to appear before the Public Appointments Committee (PAC) of parliament, on Wednesday November 23, 2022.

“Having heard a one sided story, Malawians waited with baited breath to hear from Zamba, who was set to appear before the same committee but in a clear case of impunity and arrogance, she never showed up.

“The absence of the ruling Malawi Congress Party (MCP) Members of Parliament (MPs) during the hearing, and the gravity of the allegations levelled against the SPC gives the impression that we are dealing with a clear case of organized crime where Dr. Chakwera himself should explain to Malawians not by words but through deeds and actions, by firing the SPC with immediate effect,” reads a statement by CDEDI Executive Director Sylvester Namiwa.

Namiwa said if it were in a serious country, Zamba would have resigned before Buluma walked out of the PAC meeting.

“Similarly, if it were that President Chakwera was not involved in all these heinous acts, he would have fired Zamba by now,” says Namiwa who has assured Malawians that his organisation will keep on monitoring the events as they unfold, and will address Malawians at an appropriate time.

Buluma has told the committee that on September 26, Zamba sent her profiles of fuel suppliers Iconic Venture and Horizon.

She further claims that a few days later Zamba called her and introduced a man called Chief.

Buluma claims she doesn’t now his name but Zamba just called him chief.

She claims Chief later called and made inquires on the issues of fuel supply.

Buluma says Zamba told her to consider ‘Chief’, a Nigerian who presented letters of a company from South Africa.

Buluma says when the Badea fuel facility came through on November 10, Zamba sent her a message to the effect that “Kodi za Chief zili pati? Mpakana mumaliza ndalama zonsetu”.

She further claims that ‘Chief’ later called her and started shouting at her as to why she was delaying signing the deal.

LILONGWE-(MaraviPost)-Former National Oil Company of Malawi (NOCMA) Acting Chief Executive Officer Hellen Buluma on Wednesday, November 23, 2022 dressed down Secretary to the office of the President and Cabinet Colleen Zamba for interfering NOCMA in the awarding of fuel importation contracts

Buluma was appearing before Public Appointments Committee of Parliament (PAC)over the allegations she made in her letter of resignation over SPC Zamba’s conduct.

Conspicuously missing on the part of PAC were members from Tonse Alliance government side of the House.

Buluma has told the parliamentary committee that she was ready to go the day before the Ombudsman released her report and that she told Zamba that she was not ready to defend her position.

She said Zamba told her to stay.

On her resignation, the former NOCMA Acting CEO said she resigned on 14th September.

Buluma said she had made several attempts to meet Zamba to give her the resignation letter.

She said she then decided to send the letter by email and WhatsApp to Zamba, whom she says acknowledged receipt and requested a meeting.

Buluma added that she while she was about to meet Zamba, she saw that someone had leaked the letter, which she had sent to Zamba and Comptroller of Statutory Corporations Peter Simbani.

She said that she got the letter of her firing on the November 16, purporting that she was fired on the November 15.

Buluma described working at NOCMA as both a pleasure and pain because there has always been an assumption that at NOCMA there is money all the time.

She said the fuel crisis started on August 29 because Malawi had no forex.

Buluma said the International Monetary Fund (IMF) had put in measures to limit borrowing, a situation which compounded the matter.

She allegedly that the man called ‘Chief’ was supposed to get about US$20 million of the US$50 million from Badea Facility.

She said that could not have been possible because NOCMA had accumulated a lot of debts with traditional fuel suppliers.

She added that for the whole of October Nocma had obtained fuel from suppliers without paying a single penny.

Meanwhile, Thyolo Thava lawmaker, Mary Navicha proposed that PAC call for immediate suspension of Zamba and that the Anti-Corruption Bureau (ACB) should probe the matter.

Navicha has also proposed the enhancement of personal security for Buluma.

Zomba Central MP Bester Awali asked why Malawi Congress Party (MCP) members of the committee have opted to stay away from the meeting.

PAC Board Chairperson Joyce Chitsulo indicated that had not received any notice from MCP members of the committee that they would not attend the meeting.

Asked whether she tried to report Zamba’s interference to the Anti-Corruption Bureau, Buluma said she did not have enough time to do so but that at an appropriate time, she would do that.

She was however quick to note that the ACB could also pickup the issues and investigate them just like the graft-busting body has done with some other issues on which it has acted based on media reports.

Agony of Chakwera’s Tonse Govt workshop ban: Mponera businesses on deathbed

LILONGWE-(MaraviPost)-What used to be a haven for thriving businesses, both small, medium, and large scale, now remains a sorry-sight of hopeless traders, who are mostly wallowing in the abyss of retrenchments, massive business closures, huge loans and interest accumulations, let alone business stagnation.

The place is Mponela, described and ranked by many as probably the fastest-growing trading center from Nsanje to Chitipa, Nkhotakota to Mchinji.

Situated about 56 kilometers north of the Capital City, Lilongwe, Mponela is now a refuge of desperate and distraught bunch of businessmen and women who are panting and gasping for the last breath of their respective businesses ventures.

The unsuspecting business men and women are now victims of unpopular government decision to ban lake shore conferences earlier this year.

On June 8, 2022, President Lazarus Chakwera’s Tonse Alliance government through Secretary to President and Cabinet (SPC) Colleen Zamba announced at a meeting with Principal Secretaries from various government ministries and departments that the government has banned lakeshore meetings for all civil servants.

Zamba indicated that all meetings were to be held within duty stations and that board meetings for parastatals must be held in boardrooms.

Zamba said the measures were introduced to tame waste because people in the public sector largely use activities to benefit financially.

Linde Hotels not patronised

She said: “One of the important aspects in the civil service is the optimal use of human and financial resources. So, we have issued circulars on the new measures, explaining them to the PSs and as the President announced, more will be coming.”

However, exactly five months down the line, the business atmosphere at Mponela has turned from bad to worse as most businesses-ranging from restaurants to bars- are facing closure with others already downsizing staff.

Our visit today at the trading center revealed that most businesses have lost between 80 to 90 percent of their generated revenue due to the ban, and the situation has forced most accommodation and hospitality outlets operating at the trading center to lay-off their staff.

Maravi Post found out that even small-scale businesses like restaurants, Kabaza operators, second-hand clothes traders, barber shops, saloons and other small traders have faltered.

But to the contrary, we found out that while government officials continue to elude Mponela in as far as conducting meetings is concerned, on one hand, business is usual and normal in other areas such as Dedza, Liwonde, Mchinji and Kasungu where civil servants are notably seen conducting the barred workshops.

Distraught by discovering that business remains as usual in other parts of the country, Maravi Post has seen a letter co-signed by ten hotel representatives at Mponela, addressed to Ministry of Tourism, and copied to Member of Parliament (MP) for the Area Darlington Harawa.

In the said letter, the operators complain that the ban of meetings in Mponela has led to poor living standards of many as hotels have sent a lot of their employees on unpaid leave, adding that and there is a threat of terminating their services if the situation doesn’t change.

“This situation is negatively affecting our efforts of assisting government in job creation. You may wish to know that the ban has created far much negative impacts apart from hotels alone. It has affected small restaurants, small suppliers (including farmers) who used to supply various materials to hotels and many others,” they bitterly wail.

As a consequence, the operators also argue that they fear that the situation is likely going to indirectly affect loan servicing to National Economic Empowerment Fund Limited (NEEF) “as their reliable markets have almost closed.”

The ten operators that have jointly lodged a complaint to government include Linde Hotels, Cornerstone Motel, Chikho Hotel, Hillside Lodge, Vintage Lodge, Rams Lodge, Holiday Lodge, Kasangadzi Lodge, Discovery Lodge and Ambele Lodge.

Chairperson for Mponela Business Association Kondwani Kuwonga-Nkhoma has told us that business climate in the area has worsened as most businesses are now off-track, especially lodges, motels and other accommodation units.

Kuwonga-Nkhoma explained that ever-since, Mponela has been likened to a fastest growth center in Malawi and that its hotel industry has been a major element for the past development. But he lamented that such a story is now barren due to the ban.

Weighing in, Linde Hotels General Manager Blessings Kakwela said since the austerity measures were introduced, their business has so far lost an estimated revenue of between 80 to 90 percent.
He described the situation at the moment as “terrible.”

According to Kakwela, Linde Hotels, as it stands, is even struggling to pay overhead costs, adding that it is also finding it hard to meet its total wage bill as well as paying for basic utilities such as water and electricity.

“In fact, we are also struggling to meet all our bank obligations and in the next few months, I strongly that this situation, if not reversed, it will reach a crisis portion and would see us retrenching,” he said.

Linde Hotels, according to our information we have gathered, has a total workforce of about 362 people but it is indicated that the company is planning to fire over half of its work-force.

Kakwela added: “Whilst we were somehow recovering from COVID-19 pandemic, boom! Came this punitive ban and things are tough for us and we are even contemplating turning both Thope Lodge and Linde Hotel into academic institutions.”

Speaking separately, Lawrence Nyirongo, who operates Hillside Lodge, said business at Mponela has completely grounded to a complete halt as a result of government decision to institute a ban.

He stressed that local traders have over the past years been depending on the guests who visit Mponela to buy products after their respective meetings.

Nyirongo described government as a biggest employer and customer, adding that since the ban was effected, there has been no major infrastructure developments at Mponela.

On June 8 2022, Zamba announced at a meeting with Principal Secretaries from various government ministries and departments that the government has banned lakeshore meetings for all civil servants.
Tourism is one of the fastest growing sectors in the world and plays a significant role in Malawi’s economy.

According to World Travel and Tourism Council, the sector directly contributes about MK158 billion annually, representing 3.5 percent of the gross domestic product.

The sector supports direct and indirect employment of 524 500 jobs, representing 6.7 percent of employment.

It also contributes about MK25 billion to foreign exchange earnings annually through visitor exports. This represents about two percent of total exports.

Malawi attracts about 800, 000 visitors annually.

Chakwera’s MCP zealots, Asian investor salivating for NOCMA Chipoka depot

LILONGWE-(MaraviPost)-Former deputy chief executive officer of National Oil Company of Malawi (NOCMA), Helen Buluma has revealed that she had faced numerous pressure to surrender NOCMA depot in Chipoka, Salima to a Malawi Congress Party (MCP) politician and his Asian investor.

Buluma made the revelation upon tendering her resignation on November 14, 2022.

She disclosed that “one big transporter brokerage company was working directly with politicians to take all of NOCMA’s transportation business and claim billions from Malawi Energy Regulatory Authority (MERA) under a particular incoterm whilst passing the cost to the consumers, among others”.

She indicated that President Lazarus Chakwera “has strongly been against this and advised me to always do everything according to the law and not bow down to any political pressure, otherwise or directly, in conflict to His Excellency’s direction on political meddling and influencing”.

“…I took on the new four month contract at NOCMA solely because the country was undergoing serious foreign exchange challenges which were undermining the fuel supply in the country.

“I felt the need to render my service over a short period of time to support efforts towards solving the fuel shortages without undermining continuity issues as you wanted to recruiting onto the position as chief executive officer,” said the letter addressed to NOCMA Board chairperson, Colleen Zamba, who is also Secretary to the President and Cabinet (SPC).

Buluma maintained that she and her team at NOCMA “have tirelessly worked hard against all odds to sustain fuel supply with very little and no forex at all since January 2022.

“In the month of October, we received no foreign exchange support but managed to supply the whole country through continuous negotiation with suppliers on an open credit just to avert a serious stock out.”

She also said the pressure from the politicians had and continues to put her life in danger but her core principles and commitment was “to do the right thing always on the job even if it means being vilified, bullied or even losing my job” while investing over the past two years to make the company a corruption-free institution.

She said she and her management team worked “against all odds to unlock additional financing that hopefully will sustain normalization of the fuel supply and it is painful to all — at the sidelines of all these efforts — to continuously fight attempts for senior government officials and politicians to dubiously benefit from such efforts”.

“I am left with no choice but to resign as it has become difficult for me to proceed on this job and more so now as some of the pressures are coming directly from you, who is my direct boss.

“I am grateful to you, the Board chairperson for NCOMA for granting me the opportunity to serve my country. Working with NOCMA provided me with a challenging environment and has been a great and unique learning experience for me.

“As I move on to search for new opportunities, I step out as a strong, resilient, resolute and focuse professional — proud that I served without compromising principles and integrity.”

A day later, November 15, Zamba issued her with a letter terminating her employment contract that was based on the determination made by the Ombudsman that ordered that the NOCMA Board should relieve her of duties.

Zamba said after the Board wrote to the Ombudsman on October 31 objecting to her determination to effect the decision, they obtained an alternative legal advice from the Attorney General, who advised them that they were “compelled to undertake the determination even if disagreed”.

“Any review rights are the domain of the Courts,” Zamba said in her letter. “Consequently, I regret to inform you that you have been relieved from your duties, effective immediately in compliance with the Ombudsman’s determination.”

Zamba’s letter was copied to herself as SPC, Secretary for Energy and Comptroller of Statutory Corporations.

Secretary to the President and Cabinet (SPC) Colleen Zamba has been caught sleeping on duty when she failed to act on Office of Ombudsman’s determination on Acting Chief Executive Officer (CEO) Helen Buluma at National Oil Company of Malawi (NOCMA).

Civil Society Organisation (CSOs) dared Chakwera to fire Buluma but failed to do so until on November 14, 2022 Buluma tendered her resignation citing numerous pressure from Chakwera’s Malawi Congress Party (MCP) zealots to take control of fuel supplies to NOCMA without following legal procurement procedures.

But in a letter, Buluma has cited undue pressure from her superiors and politicians in the government to bring new fuel suppliers on the list of suppliers in an effort to counter the existing fuel crisis in the country as the main reason for her resignation.

Barely a day after Buluma resigned, without shame, Zamba came up with a letter of terminating Buluma’s contract.

Surprisingly, the same Zamba gave Buluma four months contract till December 2022 praising her for a good job at NOCMA.

This speaks volumes on how Chakwera’s Tonse government is completely incompetent to run state affairs.

Currently, Chakwera is failing to fix self-made economic mess coupled with high cost of living, forex and fuel, drugs shortages and among others.

Instead, Chakwera opts for petty local and international trips that cost Malawians huge some of kwacha for no meaningful returns.

LILONGWE-(MaraviPost)-President Lazarus Chakwera is afraid of Hellen Buluma despite many recommendations of her illegal recruitment and abuse of office at National Oil Company of Malawi (NOCMA).

This comes as the Office of the Ombudsman confirmed receipt of a letter from Secretary to President and Cabinet (SPC), Colleen Zamba, responding to a determination on allegations of irregular and unlawful recruitment of Nocma’s deputy chief executive officer Hellen Buluma.

Zamba wrote the letter in her capacity as board chairperson for Nocma.

The determination by Ombudsman, Grace Malera, which was made on September 30, 2020, nullified Buluma’s recruitment.

Malera has also confirmed that her office has responded to Zamba’s letter.

“In our response we have advised the SPC/board chairperson that the law does not make provision for the position and approach that they have taken as Nocma directors to respond to a determination that has been delivered.

“Instead there are legal mechanisms that are at her disposal. It would help for her office to consult the Attorney General (AG) on the further conduct of this matter,” said Malera.

In her letter the SPC also indicated that the board was not given a right of reply before the determination.

But Malera said this is a misrepresentation of facts because the SPC/board chairperson was duly represented during an inquiry on July 21, 2022 by a senior officer from her office and her office also provided comprehensive written response and relevant documents submitted on July 27, 2022.

Meanwhile, the office of the Ombudsman has submitted a report of non-compliance to Parliament for action.

Inside OPC office told this publication that Zamba’s decision came from statehouse saying there is serious reasons why Chakwera is afraid to fire Buluma.

“Buluma has key information regarding to scandals Chakwera and his aids been involved at NOCMA. Despite Buluma being opposition Democratic Progressive Party (DPP) zealot, Chakwera is very afraid on this lady for personal reasons than that of public interests,” alleges the sources.

SPC Colleen Zamba chides PSs, agencies heads over substandard reports

BLANTYRE-(MaraviPost)-The new appointed Secretary to the President and Cabinet Colleen Zamba says her office has observed an increase in the submission of substandard papers by ministries in the country.

In a letter addressed to principal secretaries and heads of departments, Zamba observes that says substandard papers contain poor presentation designs, illegible fonts and grammatical errors.

The SPC has also noted lack of adherence to stipulated guidelines and submissions deadlines.

Zamba says there is a need for all principal secretaries and heads of departments to make sure that Cabinet submitions are of high quality and beyond reproach as they form basis for cabinet decisions, action minutes and consequently government decisions.

“I, therefore, remind you all to always work with the Cabinet office when developing cabinet papers and policy documents before they are formally submitted to the Cabinet and relevant cabinet committees for consideration,” says Zamba in a letter.

To ensure consistency and legibility, the SPC has further advised all principal secretaries and heads of departments to always use aerial font size 14 and single spacing in all cabinet documents.

She concludes, ” All Ministries are urged to cooperate as my office remains committed to ensure that Cabinet submissions are of high standard and quality.”
