Malawi’s Accountant General Office arrest galore: Four more on the radar for fraud

BLANTYRE-(MaraviPost)-The Maravi Post has established that four more people at Accountant General’s office at Capital Hill in Lilongwe are in police custody for allegedly being involved in the fraud and embezzlement of millions of Kwacha at the office.

This has now led the number of those have been arrested in connection to the matter risen to 17 following 13 who have been arrested in the previous weeks.

Deputy National Police Spokesperson Harry Namwaza confirmed the arrest of four on Tuesday July 19,2022.

“Yes, it is true. The fiscal police have nabbed four in connection to the matter at Accountant General’s office. These are Francis Chinthiti, Akuzike Chaongola, Fletcher Mugula and Emmanuel Chimata.

“Following the arrest of these four, the number of those who have been arrested in connection to the matter has now gone up to 17,” confirmed Namwaza.

It is said that MK371 million swindled at the Accountant General’s office where 25 accountants from various government departments benefited.

Malawi Police snubs MISA’s claim on PIJ website hacking

LILONGWE-(MaraviPost)-The Malawi Police has snubbed MISA Malawi claims that the law enforcers behind the cyber hacking of Platform for Investigative Journalism (PIJ) website.

On Friday April 15, 2022, MISA through its Chaiperson Teresa Temweka Ndanga issued a statement accusing the security agency being behind the Cyber hacking of PIJ website.

Namwaza says no to PIJ site hacking

Ndanga argued that incident happened barely nine days after its officers detained the publication’s Managing Director Gregory Gondwe.

Gondwe’s computer and phone were confiscated from overnight before returning.

But reacting on the claim, Malawi Police Service (MPS)’s Deputy Public Relations Harry Namwaza argues that MISA Malawi’s claims do not provide evidence to substantiate the accusation.

The law enforcer says its mandate is to summon and interrogate any person who its officers believe is required in the course of any investigations.

“The MPS wishes to inform the public that it respects media freedom, right to access information and all human rights as guaranteed by the Constitution of the Republic of Malawi,” reads part of a statement he security body has issued.

Meanwhile, the MPS has called on independent bodies with capacity to join hands with it in ensuring that those behind the hacking of PIJ website are identified, arrested and prosecuted before the court of law.

Malawi Police accepts being most corrupt public agency

BLANTYRE-(MaraviPost)-The Malawi Police Service (MPS) has accepted Afrobarometer’s report which indicates that the institution is most corrupt public institution in the country.

According to the report, MPS is said to be on top of the eleven most corrupt institutions in Malawi with 42 percent, seconded by Malawi Revenue Authority (MRA) with 39 percent respectively.

Namwaza: We are to improve on corruption

MPS statement signed by its Public Relations Officer Harry Namwaza dated on April 14, 2022 accepts the research findings and applauds the research institution for the surveys saying give window on areas of improvement.

MPS recalls that in 2018, the Afrobarometer conducted the same research and that it also topped the list of the most corrupt institutions in Malawi with 83 percent.

The security body says hearing that it has topped the list with only 42 percent means now the institution is doing a tremendous work in fighting against corruption in the country.

The institution highlights that in a quest to fight corruption in the country, it developed and sincerely implemented on Anti-Corruption Policy, Strengthened Professional Standards Unit, an accountability mechanism and resuscitated institutional integrity committees.

“Further, the MPS works hand in hand with the Anti-Corruption Bureau to ensure that all those found to be involved in corrupt practices are brought to book. The MPS further informs the public that it always steps up its efforts to take action whenever there is a complaint of corruption against any individual police officers.

This can evidently be shown by arrests and prosecution of some errant police officers, reversion of some police officers from traffic branches and Criminal Investigation Department ( CID) to general duties,” reads a statement in part.

MPS has therefore called on the public to put a concerted effort by reporting corruption cases that may involve police officers to any independent body so that such cases can be dealt accordingly.

The institution has also assured the public that it will continue fighting cases of corruption involving errant police officers in its service so as to serve populace well in a fair and transparent manner.

MCP youths sent packing for jumping police school protocol enrollment

LILONGWE-(MaraviPost)-The Malawi Congress Party (MCP) youths in President Lazarus Chakwera’s Tonse administration have been sent back for illegality enrolling into police training school.

The MCP has however appealed to the general public not to implicate the party in criminal acts warning that anyone found using the name of the party to illegally obtain benefits in any form shall face the long arm of the law.

The party was reacting to news stories that about 70 youth believed to be from the MCP were allegedly sent back home for not following protocols to join the Malawi Police Service as new recruits.

According to Police National Deputy Public Relations Officer, Harry Namwaza, said those turned back were under-qualified and were found at the police training schools in Mtakataka (Dedza) and Kanjedza, Blantyre.

In a statement signed by the MCP’s Publicity Secretary, Reverend Maurice Munthali says the party is dismayed by unscrupulous individuals who are going around duping people and soliciting benefits using MCP.

The MCP says it is shocked to hear that Chipiliro Kaliopa of Nathenje in Lilongwe has been collecting money amounting to MK150,000 for each individual promising them that he would send them to police training colleges.

The party says Kaliopa has been telling unsuspected young Malawians that he was acting from orders of the above from the State House and Minister of Homeland Security.

“We strongly appeal to the Malawi Police Service to quickly apply the appropriate law on Mr. Kaliopa and his accomplices as suspects of criminal acts,” reads part of the statement.

MCP youth have made their way into police training schools in Mtakataka and Kanjedza since the Tonse Alliance was ushered into government in the court sanctioned Fresh Presidential Elections held in June, 2020.

Kasungu man jailed to ten years for defiling 4-year-old girl 

KASUNGU-(MaraviPost)-Kasungu First Grade Magistrate Court on Wednesday convicted and sentenced a 60-year old man to 10 years imprisonment with hard labor for defiling a four-year old girl.

Kasungu Police Station deputy spokesperson Harry Namwaza identified the convict as Pitolosi Jalijali Banda, who committed the crime on October 10, 2017 at the victim’s mother’s house.

According to Namwaza, the court heard that after the assailant discovered the girl was alone as her mother had gone to a nearby village to participate in a wedding preparation activity, Jalijali then grabbed the victim and took her into the shed where started defiling her.

The police publicist said as the convict was caught in the criminal act by another man who suspected something fishy was happening in the shed.

The matter was later reported to the victim’s parents who alerted the Kasungu Police Station leading to the convict’s arrest.

“Although Jalijali pleaded not guilty to the charge of defilement, four witness which the state presented, proved the beyond reasonable doubt; this led to Jalijali’s conviction.

Jalijali pleaded for a lenient sentence as he was the first offender and requesting the court to consider his old age as another mitigating factor when passing sentence.

“However, His Worship Damiano Banda noted with concern that such cases are on the increase in the district, arguing that Jalijali’s act was not acceptable in the society therefore with stiffer punishment, it could curb the vice. Consequently the Magistrate delivered a 10-year sentence in jail with hard labor,” Namwaza said.

 

Two Malawian men nabbed for possessing Indian hemp

KASUNGU-(MaraviPost)-Police in Kasungu have arrested two men for being found in possession of Indian hemp, locally known as Chamba.

Kasungu Police Station Deputy Public Relation Officer Harry Namwaza said the duo, William Onga, 42 and Esau Phiri, 20, were arrested on Monday, December 19.

Namwaza told The Maravi Post that on the stated date, police received a tip that a certain freightliner truck which had carried cement from Shayona had also carried Indian hemp.

Namwaza said following the tip, police managed to intercept the said truck, Horse registration number CK 4303, trailer registration number BJ 5673.

“After searching the truck in question, police found three bags of Cannabis sativa (Indian hemp) which was mixed with charcoal. After enquiries, the two suspects were arrested.

“The seized bags of Indian hemp will be taken to Chitedze Research Station for analysis before the two suspects appear before court to answer charges of Found in Possession of Cannabis Sativa without a licence”, said Namwaza.
