CSEC demands probe in Malawi public varsities’ sex-for academic grades reports

LILONGWE-(MaraviPost)-The country’s Civil Society Education Coalition (CSEC) is demanding depth and swift probe on reports that female students exchange sex with academic grade from lecturers in public high learning institutions.

In a press statement issued on Monday, April 8, 2024 and signed by CSEC Board Chairperson and Executive Director Limbani Nsapato and Benedicto Kondowe respectively vehemently condemns the egregious actions and stands in solidarity with the victims whose dignity and freedom have been callously violated.

“Recent revelations have brought to light alarming allegations that lecturers, abusing their power, engage in sexual activities with female students in exchange for academic grades. These despicable acts stain the sanctity of education with their insidious grasp. Reports spanning several years expose a distressing pattern of abuse and exploitation within Malawi’s educational institutions.

“Incidents such as a private university seeking counseling for a student coerced into sexual favors for grades, as reported by Malawi Voice in November 2022, and public university lecturers leaking exams to students with whom they had conjugal relationships, as documented by Nyasa Times in September 2020, underscore the pervasive nature of the problem,” reads CSEC statement in part.

CSEC adds, “Similar allegations highlighted by Face of Malawi and Nyasa Times in December 2019 reveal a troubling trend of female students being coerced into sexual acts in exchange for grades. These reports reflect a longstanding issue that demands urgent action.

“The reported cases, like chilling echoes from a troubled past, reverberate across various media platforms, each one a damning testament to the pervasiveness of this abhorrent practice. From private universities to esteemed public institutions, no corner of Malawi’s academic landscape seems immune to the corrupting influence of individuals who prey on the vulnerability of students, particularly women, trading academic advancement for sexual favors”.

The coalition says, “We refuse to accept this as the status quo. The pursuit of knowledge should never come at the cost of one’s integrity or autonomy. It is a fundamental right, enshrined in principles of dignity and equality that every student be afforded the opportunity to learn and grow without fear of coercion or exploitation.

“Moreover, it is imperative to highlight that the continued reported cases of sex-for-grades are not only a dent on the university authorities (Chancellor and management) but also the entire university and Malawian communities. These reprehensible acts not only undermine the credibility of our educational institutions but also erode the trust and confidence of the broader society in the integrity of our academic system”.

CSEC observes further, “Universities should be bastions of learning, promoting dignity and equality, yet these exploitative practices tarnish their reputation and make them unsafe environments for genuine scholarly pursuits. Therefore, we issue a clarion call for urgent action. The time for complacency has long passed. Mzuzu University, its administration, and the Ministry of Education must heed this rallying cry and embark on a relentless pursuit of justice.

“Immediate investigation and reform are imperative to cleanse our educational institutions of this blight and restore faith in the integrity of our academic pursuits. Transparency, accountability, and zero tolerance for misconduct must be the guiding principles in this endeavor. Perpetrators of such heinous acts must be swiftly identified and held accountable to the fullest extent of the law”.

CSEC explains, “Moreover, proactive measures must be implemented to prevent future occurrences, including robust reporting mechanisms, comprehensive training programs, and widespread awareness campaigns.

“In addition, we urgently call upon the Malawi Human Rights Commission (MHRC) to conduct a public hearing on this matter. Such a forum would provide a platform to unearth the perversity of the problem, allowing survivors to share their experiences, shedding light on the systemic issues at play, and facilitating the formulation of effective strategies to combat sex-for-grades exploitation”.

The coalitions appeals, “We call upon all stakeholders – administrators, faculty, students, government officials, and civil society organizations – to unite in this noble cause. Let us forge a path forward, where education is a beacon of enlightenment, untainted by the shadows of exploitation.

“Together, we can dismantle the structures of oppression and cultivate a culture of respect, equality, and
integrity within our universities. The time for action is now. Let us stand together, unwavering in our commitment to combat sex-for-grades exploitation and safeguard the sanctity of education for generations to come”.

Education Ministry Spokesperson Mphatso Nkoonera asked for more time to respond on the matter.

Malawi PSLCE selection sparks debate: No breather for northerners

Malawi PSLCE selection sparks debate: No breather for northerners

BLANTYRE-(MaraviPost)—It is undisputable fact thatQuota system, in all its sheds and manifestations, was evil and discriminatory and that is the more reason every presidential candidate in the run up to 2019 election promised to abolish it once given a chance to be on the country’s driving seat.

In February 2020, the Democratic Progressive Party (DPP) regime, through the then education minister Susuwele Banda, announced the abolishment of the system. Banda said with the construction of 250 secondary schools, selection of students would include those with disability and people with albinism without quota system.

However, the 2019/2020 form one selection that was released on Monday this week has left many Malawians with more questions than answers. A quick look at the selection indicates that neither quota system nor meritocracy was used. So what’s the system has the Tonse Alliance adopted?

Let’s have a quick look at the figures per region. In the Northern region 36 964 students passed out of 44 337 students who sat for the exams, representing 83 percent pass rate.

In the Central region 108 112 sat for the exams and 86 825 passed representing 80 percent pass rate while the Southern region has total of 101 598 successful students out of 124 568 students who sat for the exams, representing 82 percent pass rate.

From the information above, overall performance the Northern region is on first position with 83 percent seconded Southern region with 82 percent. Central region is trailing behind with 80 percent.

Surprisingly, Central region has performed better on national secondary schools selection, grabbing 50 percent of the available spaces seconded by South with 40 percent while the Northern region has a meager share of 10 percent.

Meanwhile, education experts and other human rights activists have asked the education ministry to give an explanation on the disparities.

Edukans Foundation Malawi country representative Limbani Nsapato, in an interview with the Nation, wondered why the Northern Region which got the highest passing rate of 83 percent followed by the Southern Region with 82 percent and Central Region with 80 percent, has ended up being allocated less spaces in national secondary schools.

“If it’s a question of quality versus quantity, this needs to be investigated,” said Nsapato.

He also observed that an analysis of the form one selection from 2016 to 2020 shows that this year is the first time the share for the Centre has moved from 41 percent to 50 percent while the South and North their shares have dropped from 45 percent to 40 percent and 14 percent to 10 percent respectively.

Nsapato further explained that compared to last year, it is only Central Region which has gained spaces for students selected to national schools with 147 spaces while the North and South have dropped by 85 and 95 spaces respectively.

Nevertheless, Nsapato said students in the Northern Region should pull up their socks if they are to find their way into national secondary schools, arguing that a 2018 research commissioned by the Malawi National Examinations Board (Maneb) and the Southern Africa Consortium for Monitoring Education Quality showed that students from the North scored lower grades in English, Mathematics, Chichewa and Science where they emerged the lowest in mean scores among the country’s six education divisions.

Another education expert Steve Sharra described the results as a perennial, divisive problem saying the solution remains in constructing enough secondary schools so that every student who passes the Primary School Leaving Certificate of Education (PSLCE) should proceed to secondary schools.

Malawi government during Kamuzu regime first introduced the quota system of education in the 80s. It is reported that Dr. Banda observed that many of his government critics were educated individuals, the majority of them were from the north.

Since he was power hungry he thought of suppressing people from the north by lowering their education standards. As such, Banda’s government introduced the quota system to ensure that few people from the north access tertiary education.

Attempts were also made to deny northerners access to university education by not constructing any constituent college of the University of Malawi in the region. Instead, all the five constituent colleges were constructed in the central and southern region respectively.

The system was abolished in 1993 after it was challenged in the court of law but late president Bingu wa Mutharika reintroduced it with the same argument that people from the North were monopolizing the public universities.

Taking this year’s form one selection into consideration, it appears the Central Region and Southern Region are competing for supremacy by giving more opportunities to their regions and the North is always a victim of the circumstances.

Under the leadership of Bakili Muluzi, Bingu wa Mutharika, Joyce Banda and Peter Mutharika, the Southern Region has been getting the Lion’s share of the national cake.

Now, with Lazarus Chakwera as the president, it is not surprising to hear that Central Region is a star performer. That is the politics we are used to; a region that produces a president also produces best students. It’s neither quota system nor meritocracy but favourtism at its best.

TNM plc connects Yamba CDSS in Chitipa

CHITIPA-(MaraviPost)-Malawi’s premier mobile network and ICT services provider, TNM plc on Tuesday delivered computers to Yamba Community Day Secondary School (CDSS) in Chitipa District.

The company donated 12 sets of computers replete with internet connectivity tools (Wi-Fi)as  part of the company’s ‘ICT for Schools’ initiative, which will see selected public education institutions benefitting from TNM’s digital literacy agenda.

Presenting the computers, TNM’s Brand and Communication Manager, Limbani Nsapato said the donation is a continuation of TNM’s quest of increasing access to information technology education in schools adding that the delivery of the computers underscores the company’s commitment towards improving education through exposure to information technology.

“TNM as a Malawian company understands various technological trends in the developed world, where education is being delivered through the use of technology. We acknowledge the gap in Malawi as most school do not have access to ICT facilities hence the donations in secondary schools to align them with the world trends,” said Nsapato.

TNM through the initiative is empowering schools to access ICT infrastructure which is in tandem with government’s efforts to enhance learning.

“Some years ago, government incorporated ICT/Computer Studies in the Malawi national education curriculum and it is examinable at Malawi School Certificate of Education (MSCE). As a Malawian ICT company, TNM plc is demonstrating its passion as a promoter of digital literacy in secondary schools through provision of ICT infrastructure,” he said.

Nsapato said TNM believes that the ICT infrastructure at Yamba CDSS will enable learners to do more in their education.

“Just as many community schools in Malawi, Yamba CDSS lacks ICT equipment to support the delivery of fully-fledged ICT education. This donation will equip students with requisite technological knowledge to support their education and skill development,” added Nsapato.

‘ICT for Schools’ is TNM’s brainchild initiative which seeks to equip community secondary schools with modern technology to adapt to the changes in the education sector.

Speaking on behalf of fellow students at Yamba CDSS, Anna Mazunda thanked TNM plc for the gesture but said the computers may not be enough for all the learners at the school.

Chitipa District Education Manager Votie Mboweni advised and cautioned teachers at the school to guide the students properly to avoid abusing the facilities by accessing harmful sites not related to their education like pornography.

“I am sure that with these computers teachers here will do more research and we should expect increase in pass rate at this school,” said Mboweni.

The Yamba CDSS donation was the third one under the initiative after its inception, first to benefit was Januwale CDSS in Thyolo followed by Chayamba CDSS in Kasungu.

Education expert Limbani Nsapato weighs in on teachers’ risk allowances: journalists must exercise freedom with responsibility

MISA Malawi Chapter and Media Council of Malawi have issued a joint statement in defense of Journalist George Kasakura and other reporters who went to town criticizing and ridiculing teachers for demanding protective gear and COVID 19 allowances when schools re-open.

While this is good and protective of their members I find the statement clearly biased against concerned teachers and TUM. Journalists have freedom, but they should also exercise the freedom with responsibility. Why should anyone or indeed government as an employer discriminate against teachers or other civil servants on issue of payment of risk allowances when such servants are also under threat of being exposed to the COVID 19 when schools reopen? Government has shown precedence by paying allowances to medical professionals, police and others whose Job puts them at risk of contracting COVID 19.

Teachers deserve equal treatment like the other civil servants. Most of them will be handling large classes when shoools reopen and so put themselves in danger of contracting the deadly virus. They need to be equipped with protective gear and be entitled to risk allowances.

With regard to the media, yes we should not condone direct attacks or violence against journalists. And any member of society including teachers who attack journalists and the media profession should be disciplined. On this front I stand with MISA and MCM.

However, journalists too should be disciplined and act within professional media ethics. And journalists are not immune to criticism or corrective action. Therefore, the joint statement was supposed to reprimand its members who expressed themselves on teachers unprofessionally. Both professions should act with discipline. We should not condone anyone ridiculing a teacher or a journalist.

The importance of teachers cannot be overemphasized. Journalists like other professionals are trained by teachers. Hence Journalists and other professionals are nothing without teachers. Everyone needs a teacher!! Even the President. If you can read this thank a teacher!
