Malawi rolls out mass National ID registration, renewal

BLANTYRE-(MaraviPost)-The National registration Bureau (NRB) will continue mass outreach program for national Identity Card registration, renewal and replacement.

In a statement signed by Moses Chiwoni Chief Director in the Ministry of Homeland Security says that citizens whose ID’s where lost, damaged, expired or those who have reached 16 years of age will be able to either replace there cards or register for a new one.

The statement further informs the general public that the exercise on Wednesday, May 26 2021 will start in four districts of Blantyre, Zomba, Mzimba and Lilongwe.

“Thereafter from June 1st, 2021 the exercise will be rolled out to all wards across the country. During the exercise NRB will place teams of registration officers at centres in every ward, Citizens who are replacing their ID’s will be required to pay a fee of MK2500 to a treasury cashier at the particular centre. In case of lost ID’s citizens will be required to bring a police statement as part of proof,” reads the statement.

NRB Spokesperson Norman Fulatira claps for the move saying it will reduce congestion in district registration offices.

“We want to assist people in rural and hard to reach areas to renew their cards,” he said.

The will need about MK5 billion for the exercise this year.

Registration and identification of the Malawian citizens followed the National Registration and Identification System Project which supported NRB to have a functional and sustainable registration and identification system that would support improvements in service delivery, governance, economic among others.

The new National ID expires in the next ten years.

NRB commences continuous registration of National IDs

LILONGWE-(MaraviPost)-National Registration Bureau (NRB) in the Ministry of Home Affairs and Internal Security has announced commencement of continuous registration of National Identity Cards effective January 2018.

In a press statement, NRB’S Public Relations Officer (PRO), Norman Fulatira has indicated that the bureau would continue to register Malawian citizens attaining the age of 16 and above and that registration in this continuous exercise would be done through the District Registration Office.

The statement says that the registration exercise would be done in all the 28 Districts of the country.

Fulatira stated that registration of foreign residents would begin in March 2018 only upon appointment of prescribed fee of MK50, 000.00.

“Residents will be required to bring with them necessary permits as granted by the Department of Immigration. All eligible foreign residents must report to NRB Headquarters for registration,” he said in the statement.

The PRO added that everyone who received National IDs with typo or any other errors during the mass registration to go to the District Registration Office for correction of their particulars.

NRB embarked on a mass registration exercise for the National Identity Cards in May 2017 and concluded the registration phase on November 24, 2017 where over 9,000,000 Malawian citizens aged 16 years and above were registered and distribution of NIDs for this phase is currently underway.

According to the National Registration Act of 2010, NRB is mandated to register births, deaths, marriages and adults of 16 years, registration of marriage certificates and National Identity Cards.

Police arrest four vendors for Mzuzu

Northern Region Police Sunday arrested four people in connection with violent incidents and fire that gutted Mzuzu City Council’s planning offices at Mzuzu Stadium in September.

Confirming the development in an interview Monday, Northern Region Police Public Relations Officer Superintendent, Peter Kalaya said three of the suspects are vendors who ply their trade at Zigwagwa Market while the fourth is a labourer.

On the night of September 15, 2017 Mzuzu City Council officials together with police demolished some structures at the market, saying they are illegal.

Hours later, in what was believed to have been a retaliation from the vendors, the council’s offices were on fire and some people vandalized the city Mayor’s house at Mchengautuwa.

As they were about to set the house on fire, community members came and chased the hooligans away.

The suspects are alleged to have assaulted National Registration Bureau (NRB) employees who were operating and lodging within the burnt offices on the night of the incident.

Kalaya said the suspects would appear in court of law by Wednesday to answer charges of arson, malicious damage and unlawful wounding.

“I can confirm as Northern Region Police that we have arrested four people connected to the arson that took place here in Mzuzu involving people whom we believe are vendors from Zigwagwa Market,” he told Mana.

Kalaya said more arrests would be made as investigations proceed and commended members of the public for giving the police a tip.

The suspects are Ambokile Malunga 48, from Mateyo Gondwe Village in the area of Traditional Authority (TA) Kilupula in Karonga but based in Chibanja Township, Patrick Bosili 38, based in Chiputula who hails from Ganeza Village in the area of TA Phambala in Ntcheu.

Others are Chivundano Gondwe 38, who stays in Mchengautuwa but hails from Mbale Village in Mzimba and Kondwani Munza, 19, from Mjingi Village in the same district.

NRB officials set free after spent 24 hours in custody

After spending a day in custody, police in Mzuzu on Monday set free 14 National Registration Bureau (NRB) officers, Maravi Post has learnt.

The 14 were arrested on Sunday by the law enforcers after being ordered by Minister of Home Affairs and Internal Security, Grace Chiumia.

Confirming the development on Tuesday, northern region police spokesperson, Peter Kalaya, said the 14 were granted police bail, after they were charged with unlawful assembly and conspiracy to commit a felony.

On why the police failed to take the suspects to court, Kalaya said it was difficult to do that since investigations are underway and that they cannot keep them in custody for so long.

He denied rumours that the release of the 14 was due to the pressure by a group of NRB officers who stormed the Mzuzu police office after boycotting their work.

“That is normal, police bail is also a constitutional right and the police granted it to the suspects in line with the Constitution,” said Kalaya.

Chiumia ordered the police to arrest the 14 NRB officials after noticing that they were planning to destroy government property.

However, NRB officers vehemently denied the allegation.

Mzimba CSOs fear apathy in registration exercise

Civil Society Organizations Network in Mzimba expressed fear that the registration for the national identification cards, might face apathy. The network said the exercise started abruptly without sensitizing the public.

Chairperson for the CSOs Network Joshua Hara said on Wednesday he was surprised to see registration staff being deployed in the fields, yet people in the communities were not aware of the exercise.

“We got information that in Mzimba, registration will ?start on 11th October? 2017; but we are surprised to see people being deployed. This will affect the number of people that are going to register.

“Such information of change of dates, was supposed to come through the District Executive Committee (DEC) or through full Council meeting so that all chiefs and councillors are available for easy communication to the public,” Hara said.

He said as a national exercise, it should be given priority for more sensitization before the activity starts.

District Civic Education Officer for Mzimba, Cosmas Longwe, said his office was also taken by surprise about the change of dates.

He said to ensure the information on the start of registration spreads in the district, the office he represents, National Initiative for Civic Education — NICE — is used as its volunteers fan out to send communication to churches to alert people about the start of the exercise. He said trust strategizes on sensitization.

In his response to claims of the abrupt start of registration in Mzimba, spokesperson for the National Registration Bureau (NRB) Norman Fulatira, downplayed the sentiments, saying what was good was that the exercise had started.

“It is actually good that the exercise has started. The office of NICE received sub-granted funds meant for sensitization across the district to ensure all people are alerted,” Fulatira said.

Lilongwe, July 22, 2017: The National Registration Bureau (NRB) and the United Nations Development Programme (UNDP) have improved access to registration forms by including website downloading as a liberalised mode of distribution.

NRB public relations officer Norman Fulatira told Malawi News Agency in interview on Saturday that they have adopted this approach to further strengthen control over the NR1 (Registration Form).
