In continued pursuit to ensure efficiency and effectiveness of the Civil Service, His Excellency the State President Professor Arthur Peter Mutharika, has directed that the Office of the President and Cabinet be restructured by relocating some of its current functions to their relevant sectoral ministries in the first phase as follows :

1. The Department of HIV/AIDS and Nutrition and the Safe Motherhood Initiative to be relocated to the Ministry of Health.

2. The Presidential Initiative on Poverty and Hunger Reduction to be relocated to the Ministry of Agriculture, Irrigation and Water Development.

3. The National Registration Bureau, which is responsible for the National I.D. Project, to be relocated to the Ministry of Home Affairs.

4. The Government Contracting Unit to be relocated to the Office of the Director of Public Procurement.

Following this restructuring, the Office of the President and Cabinet shall revert to its core business of management of the public service and cabinet affairs.

Government has also decided to introduce the following measures with immediate effect :

1. Chief Executive Officers of Public institutions, Principal Secretaries and other senior public officers need to spend more time attending to their core functions. As a result of this, Chief Executive officers, Principal Secretaries and public officers will not be allowed to attend public or presidential functions except where the functions or events pertain to their organisations.

Government wishes to stress that Chief Executive Officers, Principal Secretaries and senior public officials will be recognised through their performance and NOT by the number of public events which they will attend.

2. Women civil servants will only be allowed to perform at public functions which directly relate to their profession or organisation or at an event to commemorate an anniversary or celebration of national or international significance. In such cases, Controlling Officers will be required to exercise strict discretion on the number of female civil servants to participate in such events.

Malawi: NRB says registration of birth is now compulsory

Malawians in Diaspora urged to register for national IDs

Mzuzu, July 25: National Registration Bureau (NRB) is advising Malawians living in Diaspora to take advantage of the current mass registration to come home and register in order to acquire national identity cards (IDs).

NRB Public Relations Officer (PRO), Norman Fulatira gave the advice Saturday in Mzuzu during an orientation workshop for journalist on the mass registration exercise currently underway in the country.

He said although the bureau recognizes the importance of having registration points in other countries for the sake of people  living in Diaspora, it has not opened offices  due to insufficient funds. Continue reading Malawians in Diaspora urged to register for national IDs

Malawi Govt rolls out mass ID registration; targets 9 million by end of December

LILONGWE-(MaraviPost)- The Malawi Government through the National Registration Bureau (NRB), which houses in the Ministry of Home Affairs and Internal Security, on Wednesday rolled out the national-wide mass registration exercise for national identity cards.

The program will run in five phases, targeting nine million people for the whole exercise, with expectation to be finalized by December 2017.

The exercise is being funded by United Nation Development Program (UNDP), and Irish Aid and is worth US$49,694,000 (MK36 billion).

The first phase covers districts including Kasungu, Dowa, Mchinji, Nkhotakota, Salima, and Ntchisi from 28th May – 15th July 2017.

The second phase takes on Likoma, Lilongwe, Dedza, and Ntcheu from 1st July – 18th Augusto. The 3rd phase covers Nsanje, Chikhwawa, Neno, Mulanje, Thyolo, Mwanza, Blantyre and Chiradzulo and runs from 4th August – 21st September.

The fourth phase takes on Mangochi, Machinga, Balaka , Zomba, and Phalombe and will be from 7th September – 25th October. Finally the fifth phase covers Chitipa, Karonga, Rumphi, Nkhata Bay and M’mbelwa (Mzimba) running from 11th  October -28th November.

In joint news conference, Malawi and its development partners on Tuesday in the capital Lilongwe, where Home Affairs Minister, Grace Chiumia called on all Malawians to patronize the exercise.

Chiumia pleaded with people to be patriotic, and refrain from aiding foreigners acquire the ID cards. She warned that the perpetrators will be jailed up to five years, and a fine of MK2 million if found guilty.

Speaking on behalf of the developmental partners, Irish Ambassador Aine Hearns said the exercise will contribute to government’s efforts to guarantee the fundamental right to identity, entitlement and enjoyment of the full citizenship in Malawi.

The projects targets individuals with the age of 16 years and older. Upon  registration, card holders will be issued birth certificates and national identity cards that can be  used at all centres, including the Malawi Electoral Commission (MEC) earmarked for General Elections.

Until 2016, Malawi was the only country within SADC and COMESA without national IDs issued to its citizens; this caused illegal migration of foreigners.

LILONGWE-(MaraviPost)—At least, 95, 000 Malawians are expected to have national identity cards (IDs) in the 2016/2017 financial year, The Maravi Post has established.

This is a welcome development consideration security lapses the country is going through where foreigners reside freely due to improper identification systems.

In a press statement made available to The Maravi Post, The National Registration Bureau (NRB) in the Ministry of Home Affairs and Internal Security has secured MK1.5 billion to carry out the exercise in this new fiscal year plan.

Malawi government has therefore signed a contract with SELP SAS of France as the service provider who will supply equipment at Production Centre for the printing of the national IDs.

This is the second phase of the exercise after NRB successfully issues ID’s to 5,000 Malawians in pilot phase.

NRB says those aged 16 and above will be eligible for ID issuance and that sectors of the population including civil servants are on target.

“It is envisaged that after the initial phase, the NRB will embark on the second phase of registering another 95,000 Malawians from other sectors of the population including the civil service. The rest of the adult population will be registered and issued national IDs in the mass registration phases where Malawi Government and Development Partners are expected to fund the process.

“In the initial phase of the issuance of national IDs, NRB has selected a few sites in 11 districts across the country including Lilongwe, Mchinji, Dowa, Salima, Blantyre, Chikwawa, Thyolo, Mangochi, Chitipa, Mzimba and Nkhatabay.

At each site, 200 Malawians are expected to be registered and issued IDs. In the registration process, applicants will be vetted to ensure that they are bonafide citizens of Malawi. This will continue throughout all the 3 phases of the registration and issuance of IDs.

“NRB is aware of the fact that Malawians have waited for a long time and are therefore eager to be issued with national IDs. Efforts are being put in place to roll out the mass registration exercise from July 2017 depending on availability of funding from both government and development partners”, says NRB statement issued by its Public Relations Officer, Norman Fulatira.
