Chakwera bites again! fires Kambala, Chaima Banda over NOCMA fuel contract saga

MZUZU-(MaraviPost)-President Lazarus Chakwera has on 11 August, 2021 fired Energy Minister, Newton Kambala and chief adviser on strategy and manifesto implementation Chris Chaima Banda in connection with his alleged embroilment in fuel supply contracts at National Oil Company of Malawi (Nocma).

According to a press statement issued on August 11, 2021 and signed by the Secretary to President and Cabinet, Zanga-Zanga Chikhosi, the removal of Kambala from the ministerial position is with immediate effect.

While State House Director of Communication Sean Kampondeni confirmed also firing of Chaima Banda with immediate effect.

“In exercise of the powers conferred upon him by Section 95 (2) of the Constitution of the Republic of Malawi, His Excellency the President, Dr Lazarus McCarthy Chakwera, has removed Honourable Newton Kambala from the Cabinet, as a Cabinet member, with effect from today, 11th August, 2021,” reads the statement in part.

The statement further indicates that all responsibilities and duties of the ministry will be exercised by the Head of State, Lazarus Chakwera.

The country’s graft busting body, the Anti-Corruption Bureau – ACB, on Monday, arrested Kambala, Alliance for Democracy (Aford) President, Enock Chihana and Presidential Advisor on Strategies, Chris Chaima Banda, for being involved in the Nocma contracts saga.

The trio is accused of attempting to influence the awarding of the contracts to fuel suppliers.

BLANTYRE-(MaraviPost)—Minister of Energy, Newton Kambala, Aford President Enoch Chihana and Presidential aide Chris Chaima have spent another night in police custody in Lilongwe.

The three were in a second day running being questioned by the Anti-Corruption Bureau (ACB) over their alleged role in processes to do with the awarding of fuel supply contracts at National Oil Company of Malawi (Nocma).

The three are expected to appear in court today Wednesday, August 11, 2021.

Kambala is a senior member of UTM, a Tonse Alliance partner led by the Vice President Saulos Klaus Chilima.

On Tuesday, UTM and Aford supporters stormed the ACB offices to provide moral support to their senior officials, a development that startled some Malawians of well frame of mind as to how normal people would rally behind thieves.

However, Frank Mwenifumbo UTM Spokesperson appealed to UTM supporters to keep calm and not flock to ACB offices, saying the Bureau has to exercise its duties without Political interference.

The three were arrested on Monday for their alleged attempt to influence the awarding of fuel contracts at NOCMA.

BLANTYRE-(MaraviPost)—As Malawians are still debating shady deals happening at National Oil Company of Malawi (NOCMA), Minister of Energy Newton Kambala has blamed National institution for not being transparent in the fuel imports deals.

Kambala who said this in Parliament on Monday when presenting his ministerial response on the Natural resources committee fuel report, said the country is in this fuel import mess due to lack of transparency.

Kambala also faulted NOCMA for not responding to Malawi Energy Regulatory Authority – MERA that was recommending two new fuel import suppliers.

Kambala who further disagreed with the Natural resources committee on the recommendation that the President should fire the MERA Board said the Committee had no mandate as that mandate is with Public Appointments Committee – PAC upon conducting an inquiry into the competence of the Board.

But reacting, Werani Chilenga Chairperson of the Natural Resources Committee of Parliament said the minister was not supposed to comment on the issue, as it is being investigated by ACB.

He further said the minister is compromised as he has already taken a side on the matter.

Chilima unveil 2019 Presidential sworn in ceremony plan

Interim President of the newly registered party United Transformation Movement (UTM) who is also the country’s Veep Dr Saulos Chilima on Saturday unveiled his 2019 Presidential sworn in ceremony plan.

The Veep revealed the plan in Ntchisi district where his party hold its political rally.

While assuring the gathering that he [as the President] and UTM councillors as well as Members of Parliament (MPs) will carry out the flag coming 2019, Chilima said the sworn in process will start in January.

He said as the one worked with the ruling Democratic Progressive Party (DPP) officials before, he knows their weakness and strength hence his confidence.

“We are the winning team and don’t waste your vote to others, believe it. Pa chichewa palimwambi; amene wawona chiphyera pasana panzache ndiamene umasambanaye limodzi kumtsinje. I know DPP more than anyone especially because I was its member. Therefore when I say we are the winning team don’t doubt,” said Chilima.

Adding “We shall announce issues of transport in January next year before elections. I don’t want any delays. We shall book the buses in advance so that people who want to attend should be aware of. On 22 May, 2019 is where the sworn in ceremony will be held and soon after we shall start work, no more delays.”

He said his plan after the elections is to change the face of Malawi on the ground and not on paper as it is now.

UTM Secretary general Patricia Kaliati asked the residents to vote for Chilima if they want development and end hunger as well as corruption.

In his part Newton Kambala assured the business people in the district as well as Malawi that Chilima is the answer to their current problems.

Chilima Movement’s collapse on popularity rankings has been too fast. Obituaries have already begun to be crafted. The only piece of plank the movement is hanging its life on is the decision by the courts on whether they can register their group as a political party. If the courts rejects them as did the Registrar of Political Parties, the fall will be too shattering.

But even if the court ruling favours them, the movement will be hardly out of the political wilderness. That is because getting registered is not their only serious nightmare. Already battered by leadership crisis, the levels of frustration and bitter quarrels in the group keep mounting at every strategy meeting.

This came to the fore again at a meeting which 16 senior members of the group held in Blantyre last week.

At that meeting, according to the minutes, there was finger-pointing, bitter quarrels over positions and a state of worsening confusion, frustration and hopelessness. Looking at the details, this was a tragi-comedy, perfectly so from a cast that is trying to claim to be politicians who should run the country.

Michael Usi has no political worth. This is a well known truth. He himself knows this too. But he is popular as a comedian. And so he was told point blank by Richard Makondi that he keeps his comedy at the door.

Usi laid claim to running-mate on the grounds that he joined UTM with a constituency under his senselessly named group Wakudya Zake Alibe Mlandu. This group is a political nothing other than a gathering of actors in his comedy renditions.

In building his case on his group, Manganya, as Usi is popularly known in drama circles, sought to argue that he had brought people. To which Makondi rejoined that he should forget the running-mate on such grounds because his group was nothing but a drama group. And often a drama group does not have tens of people.
That even a man of as little political consequence as Usi should lay claim to as huge a role as runningmate underlines the critical shortage of quality in UTM. Just why they think they can run the complex business of a government is hard to fathom.

Nor has Newton Kambala any political advantage. The United Transformation Party (UTP) leader attended the meeting and he too made his bargain, the minutes show. His joker card is that he has a registered political party which UTM would use to ease past registration hurdles.

But Kambala is hardly likely to get his way. The founding members of UTM have told him before that they are the ones that deserve the running mate role and not a newcomer that he is. They told him the same thing at the Wednesday meeting.

In the end, UTM is a mad house. Rudderless, disagreeing on everything, their hearts sunk on their lack of substantial popular appeal, Chilima Movement has lived up to its expectation as an amorphous heap of confused and frustrated people.

Even worse is that instead of looking into their own deficiencies to find solutions to the crisis they are stuck in, they are devoting themselves to finding external scapegoats for their woes.

Patricia Kaliati blamed her nightmares in her constituency in Mulanje on business magnate Leston Mulli. She reported that Mulli has distributed motorcycles to people that have been pillars of her powers in the constituency where she is MP in Mulanje. She therefore told the meeting that she would launch a vengeance plan where she would spread a rumour that Mulli is a Satanic.

This has been Chilima style. He has been creating one plot after another against President Mutharika, hoping this would shed off the President’s popularity for them to gain it. So far these schemes have failed to damage Mutharika and the DPP. They have yielded UTM nothing but shame and pain.

As it is, riveted by internal wrangling, weighed down by critical deficiencies and without a proper agenda for the nation, UTM’s collapse is well and truly assured. It is a matter of time, probably a short while from now, that this tragi-comedy comes to an ignominous end.

Malawi opposition parties attack Banks and MRA

Malawi opposition political parties have attacked commercial banks in the country and Malawi Revenue Authority (MRA) for killing  small and medium enterprises (SMEs) in the nation with huge interests.

The parties are Malawi Congress Party (MCP), United Transformation Party (UTP), New Labour Party (NLP), People’s Progressive Movement (PPM), United Independent Party (UIP) and Malawi Forum for Unity and Development (Mafunde) disclosed this at Grace Bandawe Conference Centre in Blantyre during a press conference.

They further accused Malawi Revenue Authority for being biased towards “well connected” individuals.

In their statement, the parties say the country’s commercial banks and MRA are mostly favouring those in power at the expense of most of the SMEs which is a setback to the country’s development.

“Malawi SMEs are often fleeced by the MRA. They pay duties and taxes they do not owe. They are hounded for back taxes if they are seen to be political critics or supporters of opposition parties,” said Newton Kambala, president of UTP.

He further said there have been cases where MRA has been used to harass some SMEs whose owners were seen as government critics.

He added: “Recently, a town councilor defected to the ruling party after a tax audit by the MRA. It was the only way he could avoid paying taxes to MRA. Big businesses which are owned by non-Malawians get their container loads of goods in duty free or on minimal amounts (taxes) just because they financially support the ruling party.”

Taking his turn, Mafunde President George Nnesa, said the Reserve Bank of Malawi (RBM) has powers to regulate the conduct of financial institutions, a development that would benefit MSEs. However, he said that was not the case at the moment hence SMEs continue to suffer.

On his part, President for NLP Sam Mpasu wondered on how commercial banks come up with charges for the services they render.

“An SME which asks for a bank statement is charged K1900 per page. Can any business bureau charge for A4 paper (printing)at K1900 per page?”He queried.

MCP was represented at the briefing by its second vice president, Macdonald Lombola.

“Stand up against DPP’s impunity leadership,” opposition parties tell Malawians

LILONGWE-(MaraviPost)- Malawi’s opposition political parties, on Thursday stood up with one voice calling on Malawians to take serious actions against the governing Democratic Progressive Party (DPP) impunity leadership.

Addressing the news conference in the capital Lilongwe, the opposition parties including the Malawi Congress Party (MCP), Peoples Party (PP), United Transformation Party (UTP), National Rainbow Coalition (NRC), Malawi Forum for Unity and Development (MAFUNDE), Peoples Progressive Movement (PPM), United Party (UP) and New Labor Party (NLP), outlined 17 concerns that are affecting Malawians.

Among the key issues are political persecution of opposition leaders, the disputed Lilongwe City South East elections, parastatals misconduct of funding DPP functions, the flopping of the Farm Input Subsidy Program (FISP), unchecked public resources plundering, the unrealistic public reforms, corruption, and dubious government transactions among others.

The opposition political parties accused President Peter Mutharika of lack of leadership direction, compounded by nepotism, tribalism, and regionalistic tendencies of running the state affairs.

They said the concerns raised must be addressed for the best interest of Malawians, and affirmed that they are not looking for power.

The opposition parties therefore, called on Malawians to seriously  their leader to task when running the affairs of the nation.

“Ever since President Peter Mutharika assumed office two-and-half years ago, there has been a record number of scandals involving corruption, waste, fraud, outright theft, impunity, and embezzlement of public funds and properties.

“His detractors have called his government a government of shameless thieves who are plundering public resources. Instead, Mutharika responds by challenging them to bring evidence. Yet these are exactly what the public sector reforms were expected to put an end to this. Clearly, the public sector scandals reforms are treating the symptoms and leaving the disease untreated,” read the grand statement signed by MCP Chakwera, PP Ulandi Mussa, PPM Katsonga Phiri, NRC Lovenes Gondwe, MAFUNDE George Mnesa, NLP Sam Mpasu, UTP Newton Kambala and UP John Chisi.

When asked if the joint conference sends signals of standing as one block in the 2019 elections, Mpasu said their stand was to raise issues affecting Malawians but the time was not ripe for a coalition.

On what specific action will they take towards DPP failure, the opposition block asked Malawians to seriously demand quality leadership from Mutharika.

“We can’t ask Mutharika to resign but Malawians themselves who are feeling the pinch of this bad leadership, have the means to remove the leadership or to sustain it as they have the power to do so.

“We are here with these concerns as the way of dialoging with Malawians that we are with them, that is up to them to act before it’s too late,” NRC Gondwe said.

Government spokesperson Nicolas Dausi, is yet to react to the opposition accusation over its poor leadership.
