The tragi-comedy that is thrilling Chilima movement

Chilima Movement’s collapse on popularity rankings has been too fast. Obituaries have already begun to be crafted. The only piece of plank the movement is hanging its life on is the decision by the courts on whether they can register their group as a political party. If the courts rejects them as did the Registrar of Political Parties, the fall will be too shattering.

But even if the court ruling favours them, the movement will be hardly out of the political wilderness. That is because getting registered is not their only serious nightmare. Already battered by leadership crisis, the levels of frustration and bitter quarrels in the group keep mounting at every strategy meeting.

This came to the fore again at a meeting which 16 senior members of the group held in Blantyre last week.

At that meeting, according to the minutes, there was finger-pointing, bitter quarrels over positions and a state of worsening confusion, frustration and hopelessness. Looking at the details, this was a tragi-comedy, perfectly so from a cast that is trying to claim to be politicians who should run the country.

Michalel Usi
Michael Usi, popularly known as Manganya

Michael Usi has no political worth. This is a well known truth. He himself knows this too. But he is popular as a comedian. And so he was told point blank by Richard Makondi that he keeps his comedy at the door.

Usi laid claim to running-mate on the grounds that he joined UTM with a constituency under his senselessly named group Wakudya Zake Alibe Mlandu. This group is a political nothing other than a gathering of actors in his comedy renditions.

In building his case on his group, Manganya, as Usi is popularly known in drama circles, sought to argue that he had brought people. To which Makondi rejoined that he should forget the running-mate on such grounds because his group was nothing but a drama group. And often a drama group does not have tens of people.
That even a man of as little political consequence as Usi should lay claim to as huge a role as runningmate underlines the critical shortage of quality in UTM. Just why they think they can run the complex business of a government is hard to fathom.

Nor has Newton Kambala any political advantage. The United Transformation Party (UTP) leader attended the meeting and he too made his bargain, the minutes show. His joker card is that he has a registered political party which UTM would use to ease past registration hurdles.

But Kambala is hardly likely to get his way. The founding members of UTM have told him before that they are the ones that deserve the running mate role and not a newcomer that he is. They told him the same thing at the Wednesday meeting.

In the end, UTM is a mad house. Rudderless, disagreeing on everything, their hearts sunk on their lack of substantial popular appeal, Chilima Movement has lived up to its expectation as an amorphous heap of confused and frustrated people.

Even worse is that instead of looking into their own deficiencies to find solutions to the crisis they are stuck in, they are devoting themselves to finding external scapegoats for their woes.

Patricia Kaliati
Firebrand “Akweni” Patricia Kaliati

Patricia Kaliati blamed her nightmares in her constituency in Mulanje on business magnate Leston Mulli. She reported that Mulli has distributed motorcycles to people that have been pillars of her powers in the constituency where she is MP in Mulanje. She therefore told the meeting that she would launch a vengeance plan where she would spread a rumour that Mulli is a Satanic.

This has been Chilima style. He has been creating one plot after another against President Mutharika, hoping this would shed off the President’s popularity for them to gain it. So far these schemes have failed to damage Mutharika and the DPP. They have yielded UTM nothing but shame and pain.

As it is, riveted by internal wrangling, weighed down by critical deficiencies and without a proper agenda for the nation, UTM’s collapse is well and truly assured. It is a matter of time, probably a short while from now, that this tragi-comedy comes to an ignominous end.

Balaka North MP Lucius Banda pulls out of UDF Presidential race; drums up for Chilima Movement

Member of Parliament for Balaka North Lucius Banda has pulled out of the presidential race in the United Democratic Front (UDF) just two weeks before the party’s elective convention scheduled for Comesa Hall in Blantyre.

UDF is scheduled to hold its much awaited convention from August 1, 2018 at Comesa Hall in Blantyre and Banda was set to challenge the incumbent President Atupele Muluzi who is also Minister of Health and Population under President Peter Mutharika.

Lucius has even released a song praising Chilima an indication that is up to the movement leaving UDF completely out.

According to Banda, the decision to pull out of the presidential race follows Atupele’s current activeness on UDF matters and his interest to revamp the party ahead of the forthcoming 2019 polls.
Banda said he will support Atupele at the convention.

When asked on the rumours hovering on the social media indicating that he has joined the Chilima Movement, a grouping that is advocating for the candidature of State Vice President Dr. Saulos Chilima in the forthcoming polls, Banda dodged the question saying it’s the topic for another day.

Desperate DPP’s Mutharika using MRA to ransack pro-Chilima Movement

BLANTYRE-(MaraviPost)-The government has started targeting opponents of President Peter Mutharika using the Malawi Revenue Authority (MRA), the latest victims being members of the Chilima Movement.

Letters leaked from MRA show that the tax collectors are demanding that former national secretary for the Democratic Progressive Party (DPP) Richard Makondi and former Southern Region governor Ben Chindyaonga should pay up to K94 million and MK1.3 billion, respectively, in penalties within three days.

Both Makondi and Chindyaonga, told the Daily Times this week that MRA claims as lies, saying that they never got the contracts they are being linked with and, therefore, they could not have evaded any taxes.

The letters, written by the Audit and Inspection Manager for Blantyre Domestic Taxes Department Mike Chipolo, indicate that Chindyaonga was engaged to supply and deliver conductors to the Malawi Defence Force from July 2016 to June 2017 and the contract sum was MK3,381,807,500.

“Following this, we have raised an assessment based on the information we have and 40 percent of the gross income has been determined as the taxable income…MK1,352,807,500.00 has been determined as the taxable income which has been added back to the previous taxable income, thereby adjusting the tax payable upwards to MK811,521,800.00 which is inclusive of penalties,” reads the letter, dated June 12 2018, in part.

But Chidyaonga, who has been actively supporting the Chilima Movement, sounded surprised when asked about the tax evasion issue.

“Which contract is this and which deal did I get [into] to owe MRA all that money? All this is made up and it’s just a gimmick by government to frustrate those who are working with Chilima,” Chidyaonga said.

In another letter, written on June 8 2018 and addressed to Makondi— who has come out in support of Chilima— MRA accuses Makondi of getting a contract to supply conductors valued at K392,340,000 to Malawi Rural Electrification Programme (Marep) Phase Eight from July 2016 to June 2017.

“Following this determination, MK156,936,000.00 has been determined as taxable income which has been added back to the previous taxable income, thereby adjusting the tax payable upwards to K94,049,600.00 which is inclusive of penalties,” reads part of the letter signed by Chipolo.

Makondi accused the government of making up accusations against those against the President.

“I bid for this contract but I did not win. In other words, I was not awarded the contract and, therefore, I did not evade any taxes as claimed. My lawyer has already written MRA to find out what they are trying to say; they are confusing me with someone.”

MRA Head of Corporate Affairs, Steve Kapoloma, declined to comment when asked about the letters written to Makondi and Chidyaonga, saying, under the taxation Act, MRA is not permitted to discuss taxpayers’ affairs with anybody.

He also could not answer why the two got the letters when, according to them, they were not involved in the business they are being linked with.

But ironically last week, Kapoloma went to town on Times Group when the tax collectors shut the operations of the media house over an old tax dispute.

Another Chilima Movement supporter who was targeted Wednesday was Blantyre Misesa Ward Councillor Lewis Ngalande.

Armed police personnel, accompanied by MRA officers, went to his home where they wanted to grab his cars over suspected tax arrears.

Ngalande said officials who went to his premises in Chigumula Township, Blantyre, wanted to grab three of his vehicles— a Toyota Fortuner, a Mercedes Benz and a five-tonne truck.

“I have been using these vehicles for party (DPP) affairs. I was never questioned, not even [on a single] a day. Why do they come now? I do not doubt it is because I have joined the Chilima Movement. This is very unfair and pure witch-hunting,” he said.

Kapoloma confirmed that they went to Ngalande’s premises to check on a Toyota Fortuner, saying they suspect that import duty was not paid.

“They found the vehicle, a Toyota Fortuner, which has no number plate. So, the officers asked for keys of the vehicle so as to check the chassis and engine number. It is a common practice to check the [chassis and engine] number and check in our system whether the vehicle was paid for. As they were waiting for the keys, some people started appearing with pangas [and], so, the officers retreated. They came again with more police officers, only to find that the vehicle had been taken away,” he said.

Chilima movement leader, Ngalande slapped by MRA

Public-tax collectors, the Malawi Revenue Authority (MRA) have impounded three vehicles from the ruling Democratic Progressive Party (DPP) director of the youth Lewis Ngalande for non payment of import duty but Ngalande has described it political.

The MRA team accompanied by heavily armed police stormed Ngalande’s residence in Chigumula and towed away a mercedenz benz, a five tonner truck and a Toyota fortuner.

But Ngalande described the whole move as political meant to silence him following his decision to abandon President Peter Mutharika and champion the candidacy of vice-president Saulos Chilima.

“I bought these vehicles long time ago, I even used them during the Mutharika campaign in 2014, so why now? The DPP is just using the MRA to victimise us,” he said.

Ngalande said there many DPP officials driving uncleared vehicles yet they are not targetted.

But MRA officials said the impounding of the vehicles was not political.

Ngalande insisted that some have chosen to drive vehicles without registred number plates or number plates bearing the name of President Peter Mutharika.

Directorate of Road Traffic and Safety Services (DRTSS) said such acts are against the Road Traffic Act but there has been inaction.

Malawi flagship newspaper, the Daily Times voiced concern on the development recently in its editorial comment, saying vehicle number plates are a must all over the world and they need to be properly registered and not be personalised for political gains as in the case of DPP operatives who drive around in cars with number plates such as ‘Adadi 1’, ‘APM 2019’ or ‘APM BOMA’.

“One thing we are very sure of is that such vehicles do not belong to Mutharika.
They belong to personalities who wish to take advantage of the President to break the law.

“It is obvious that such vehicles cannot be stopped by our traffic police for routine checks for obvious reasons. In the case of vehicles without number plates, they cannot be identified in the case of a crime or a road accident,” the paper observed.

Malawi should not entertain lawlessness, the paper pointed out, adding “impunity is a disease that is killing us. It must not be allowed to continue living in our midst.”
