Police officers nabbed for stealing subsidy coupons

Malawi Police in Dowa have arrested two fellow Police Officers for allegedly stealing 57 subsidized fertilizer coupons worth K855,00.00.

The incident occurred on 23rd of November at Dowa Turn-Off.
Confirming the development, Dowa Police Public Relations Officer Richard Kaponda identified the two as Sergeant Chipiliro Nazonse (39), who hails from Nsamala Village, T/A Nsamala in Balaka and Sergeant Zakeyo Kadzakumanja (34) who hails from Lukala Village in Kasungu District.
According to sources, the two stole the coupons from Joel Chrispin Hara who is an employee of World Wide Wholesalers based in Mitundu Depot.

Hara travelled to Lilongwe where his company’s Head Office are located inorder to submit reports and coupons, unfortunately he found the office closed. He therefore decided to go and see his ill wife in Nchtisi and drop reports and coupons on his way back.
On his way, he received a call from one of his friends only identified as Killion, whom he agreed to meet at Dowa Turn-Off.
Upon arriving at the agreed meeting spot Hara was surprised to see his friend coming with two men who identified themselves as Police Officers. The two took the coupons from Hara under bogus means.
But the onlookers identified them as Police Officers from Mponela Police Station.
This prompted Hara to report the matter. where upon being questioned, the two officers admitted to have collected the coupons but claimed they were snatched away by the crowd.
Meanwhile, investigations are still underway and no recovery has so far been made according to Sergeant Kaponda.

Winrock’s ARISE Malawi coaxes donors on eleminating child labor

LILONGWE-(MaraviPost)- Child labour that is perpetuated for economic empowerment in most rural areas of the country, remains a challenge as far as promotion of quality education is concerned.

Most communities consider their children as contributors to the family’s economic needs, which subjects the children to physical and mental torture.

Through Achieving Reduction in Child Labour In Support of Education (ARISE), which Winrock International is advocating, the Malawi’s children are still in the rearm of child labour in homes, street vending, tobacco, and tea estates, among others.

Implementing the initiative in three districts including Ntcheu, Lilongwe, and Dowa and targeting 28 communities, it has uncovered unfavourable conditions, under which children cannot sufficiently attain their education.

Among other key challenges in the education sector, include the mindset of turning children into sources of family income, large pupil-teacher ratio, insufficient supply of teachers houses, and teaching materials.

This is the reason, the initiative’s officials organized the recent donors’ fair, whose aim was to tackle head-on the challenges children face.

In an interview with The Maravi Post on Thursday, in the capital Lilongwe, after hosting the first donor forum, ARISE Malawi Country Director, Dalitso Baloyi said that it was time for external support could take some of the challenges.

Baloyi observed that Government alone could not sort out all challenges the education sector is facing.

“We want to completely to eliminate child labour in some parts of Malawi. But this can’t work without external support.

“This is the reason we held this donors’ fair to show them what’s happening on the ground, so that they can pick up on the challenge and work on it for the better,” said Baloyi.

Saying on the same, Dr. Abraham Sinet.a, Central Education Division Manager lauded ARISE Malawi to bring critical issue affecting the education sector to partners to respond.

Dr. Sineta added that Government alot could not take all the responsibility but rather sharing with other concerns individuals, companies and organisation for a bail out.

Among key donors attracted the gathering including World Bank, JTI among others.

Launched in 2010, Winrock is implementing ARISE in Zambia, Tanzania, Brazil and Malawi.

LILONGWE-(MaraviPost) – The National Registration Bureau (NRB) on Wednesday disclosed that it has registered 3.8 million people in the first two phases of the national registration exercise.

Eight Lilongwe men jailed six years for conspiracy to kill person with albinism

LILONGWE-(MaraviPost)- The Lilongwe Magistrate Court on Tuesday convicted and sentence eight men to six years in prison, after they pleaded guilty to conspiracy to kill a 21-year old living with albinism.

According to section 404 of the Penal Code, the offense of conspiracy to commit a felony, attracts a maximum sentence of 7 years.

The victim identified as Enelesi Nkhata met the fate in April 2016, at Madisi in the central district of Dowa.

The eight convicts are Lilongwe residents namely Jezmond Baluwa 40, Stevie Ching’ombe, Isaac Msambalume, Kaluzi Kamangeni, Damison Manyoni 56, Damiano Phiri 38 and McDonald Kanyerere 36.

According to Mponela Police publicist Kondwani Kandiado the Court heard that that it was Gerald Phiri (victim’s uncle) who was already slapped with a 17-year jail term by the Mponela Magistrates Court, who agreed with his friend, Medison Madzialenga to engage in selling bones of a person with albinism; upon hearing rumors that the bones fetched a lot of money.

Kandiado said the discussion prompted Phiri to go to Dedza to collect his niece Enelesi (the victim), who lived with her grandmother, since her parents were divorced.

The police publicist added that after coming from Dedza, Phiri, the girl’s uncle, agreed with the eight suspects from Lilongwe-Area 49 to come to Madisi in Dowa, where they killed the girl in cold blood.

In their mitigation, all the eight suspects blamed Satan for their evil act; they said they wanted to make money to venture into business, because they were all tired living in the dungeons of poverty.

They all pleaded with the Court for a lenient sentence; they said they had already over-stayed in prison, after being remanded in April, 2016.

Mponela Police Prosecutor, Isaac Kadawayula asked the Court to mete out a stiff sentence to the eight men. He said the murderous act was very evil and unwelcome in society. Therefore in his determination, Principal Resident Magistrate Patrick Chirwa, concurred with the State and described the suspects’ behavior as inhumane and against the prevailing norms of the society.

Magistrate Chirwa observed that people with albinism have a right to life, just like any other Malawian. Consequently, the Judge slapped the eight men with six years in prison with hard about, so as to deter would be offenders.

DOWA-(MaraviPost)-The Malawi Police in the central district of Dowa are keeping in custody Mercedes Benz driver Clement Wyton, for allegedly killing Police officer and injuring two others with the vehicle, while under the influence of alcohol.

Dowa Police publicist Richard Kaponda, identified the deceased as 35-year old Brown Selemani, and the other injured officers as Trace Longwe, 25 and Lawrence Mtethwa, 45.

The suspect Wyton, on Monday was driving from Mponera towards Lumbadzi, and upon arrival at the Dowa Turn-off roadblock, he failed to control his vehicle due to over-speeding and his alleged state of drunkenness.

Eventually the driver hit three of the Police officers who were on duty at the roadblock;. Due to the impact, Selemani sustained fatal head injuries.

Kaponda added that the late Selemani was referred to Mtengowanthenga Mission Hospital in the district, where he was pronounced dead up on arrival.

Longwe who sustained fractures on both legs, was transferred to Kamuzu Central Hospital (KCH), while Mtethwa sustained minor injuries at received all treatment at the Mission Hospital.

“The dead body of the late Selemani will be taken from Mtengowanthenga Mortuary to Kacheta village, Traditional Authority (T.A.) in Kasungu district, tomorrow for burial.

“The driver remains in Police custody, pending thorough investigations on the matter. He will be taken to court soon,” said Kaponda.

Suspected-Congolese serial killer arrested for terrorizing Dzaleka refugees camp

DOWA-(MaraviPost)-The Malawi police in Dowa, have finally arrested a 22-yearold Congolese national Patrick Byigaza, who is suspected of being one of the serial killers that have been terrorizing Dzaleka refugee camp in recent months.

The arrest comes barely a week after a Rwandan national, 47-year old Bavumiragira Deogratias, escaped death and was admitted to Francisco Palau Community Hospital (Mtengo wa Nthenga Mission Hospital) in the district. Deogratias was attacked while sleeping in his hut at the camp, and reported to police that the alleged killers broke into his dwelling place around midnight wherein they tied and strangled him.

Dowa Police Station spokesperson Richard Kaponda told The Maravi Post on Friday said during the attack Byigaza also removed part of Deogratias’s ear. The police publicist added that Deogratia, has since been discharged from the hospital current recovering at the camp.

The police publicist said the suspect went into hiding at area 23 in Lilongwe, where he took refuge with his relatives.

“The suspect has been charged with the offence of grievous harm contrary to section 238 of the Penal Code, and he will appear in court soon after the completion of the investigations”, Kaponda said.

The suspect who was a resident at Dzaleka Refugee camp, hails from South Kivu province in Democratic Republic of Congo.

 

Karonga chiefs disappointed with Dzaleka outlook

Chiefs from karonga district, who visited Dzaleka refugee camp in Dowa on Sunday, said they vehemently refuse to allow the government to relocate the camp to their district. The Chiefs said the project is not a good one.

The chiefs who were led by Group Village Headman Mwangolera, described Dzaleka refugee camp as a deserted area.
They wondered why the camp is still in a dilapidated state while it has been there for over 20 years.
According to them, if the camp will make Karonga developed why does the Govetnment not start with the Dowa-based Dzaleka refugee camp.
The chiefs also accused a team that visited the Dzaleka refugee camp from Karonga earlier, that it deceived the camp residents by saying that the camp has numerous development projects.
“They told us that Dzaleka refugee camp has good and modern structures, but what we have seen here, is beyond our expectations. We shall not allow this to be in our district,” the chiefs said.
In his remarks, MP for Karonga central constituency Frank Tum’pale Mwenifumbo, who supported the chiefs with money from his pocket said “I believe that the residents will know the truth.”
He said some people thought that he had his own agenda when he voiced opposition to the relocation of the refugee camp.
“Remember that I promised to take some community representatives to Dzaleka refugee camp during the consultation, and I will continue doing this until the truth is known,” Mwenifumbo said.
Mwenifumbo also took the chiefs to tour the new Parliament building and other development projects in Lilongwe.
Chairperson for Karonga-Chitipa heritage, Alfred Mwambira disclosed that his organization is still in the process to get a court injunction against the relocation of the refugee camp to Karonga.
