Senegal’s fishing crisis: Overfishing, migration, survival

Overfishing by foreign vessels is decimating fish stocks in the West African country of Senegal, which is in turn fueling migration to Spain, according to a report released Tuesday. The Environmental Justice Foundation, a London-based group specializing in environmental and human rights issues, said illegal overfishing and destructive practices by foreign vessels are responsible for increased irregular migration to Spain. It based its conclusions on interviews with fishermen in Spain and Senegal and its prior research on foreign overfishing.

The group found that 57% of fish stocks in Senegal are in a “state of collapse,” with foreign vessels playing a significant role in declining numbers. Its analysis showed 43.7% of licensed vessels in Senegal are foreign-controlled, predominantly of Spanish and Chinese origin. As fish populations dwindle, local fishermen are facing income loss, and many have turned to migration as a last resort. Fishing is an important economic sector in Senegal that employs 3% of the workforce.

Irregular migration to the Canary Islands almost doubled in 2024, according to the Spanish Interior Ministry, reaching 46,843. While exact figures aren’t known due to a lack of information on departures from West Africa, Senegal is one of the top three nationalities of arrivals to the Spanish islands. The Atlantic route from West Africa to the Canary Islands is one of the deadliest in the world. The Spanish migrant rights group Walking Borders estimates the victims were in the thousands last year. Migrants and former fishermen in the Canary Islands told the Environmental Justice Foundation that the treacherous journey to Spain was a last resort, a way to provide for families when fishing in Senegal could no longer put food on the table. “If I was able to gain enough money in fishing, I would never have come to Europe,” said Memedou Racine Seck.

Local activists in Senegal have voiced their frustration with foreign overfishing and its contribution to the migration crisis. Karim Sall, President of AGIRE, a Senegalese organization operating in the Joal-Fadiouth marine protected area, condemned foreign nations for their role in the crisis. “I get so angry when (foreign nations) complain about immigration because they are the real pirates and what they did is worse than clandestine immigration. It’s theft, plundering our resources to feed their own inhabitants while we suffer,” said Sall. Industrial foreign fleets, many of which use bottom trawling techniques, are exacerbating the crisis. These vessels drag heavy nets across the seafloor, indiscriminately catching young fish and destroying marine ecosystems like seagrass and coral reefs, which are vital for fish reproduction. As a result, fish stocks are unable to recover, deepening the hardships of local fishing communities and eaters.

Fish plays an important role in food security in Senegal, especially for protein consumption. Due to declining fish stocks, consumption per capita in Senegal has fallen from 29 kilograms per year to 17.8 kilograms per person. The report also pointed to a lack of transparency in fishing licenses and inadequate government management of fisheries as contributing factors. Despite efforts by the Senegalese government to address the crisis, experts warn that without stricter regulations on industrial foreign fleets, the situation will worsen. Migrant and former fisherman Souleymane Sady, who arrived in the Canary Islands in 2020, summed up the situation fishermen in Senegal face: “Since the government cannot regulate the boats and we cannot work normally, we choose to run away from the country to come for stability,” he said.

Nigerian farmers struggle as climate change dries up water sources

Farmers in Nigeria are finding it increasingly difficult to get enough water for their crops. Riverbeds have started to run dry leading some to have no choice but to pump for groundwater. The finger is pointed firmly at climate change, with conservationists warning that food could become scarce if measures are not urgently put in place to help the farmers irrigate their land. These are the conditions for farmers in Nigeria and many believe climate change is to blame. After two decades of working his farm in north-western Nigeria, and struggling to find water for his crops, Nasiru Bello has no other option but to resort to pumping groundwater. A muddy puddle is all that remains of a river that had provided water for his over five-hectare farm and those of others in the Kwalkwalawa community in arid Sokoto state. “All these things are a result of climate change, because in the previous years we didn’t know the dryness of rivers like that but now due to climate change they are dry.

Surely, all the people around there, some of them counted the loss some years back when the rivers dried because they don’t have any means of irrigation apart from the river,” says Bello. He continues to plant his leeks in the dry earth. “I am facing a lot of difficulties because I’m not using the river,” he says. “It’s a well and sometimes you can dig a well but it dries up while you’re using it. You have to dig another one and to dig another is not easy because you have to spend money on any well that you are going to dig. And you don’t have the money to charge generators (to power the well) every year, you will be managing the ones you have until you get the money to buy another one. If you don’t, you will continue to manage it.”

The decisions of farmers in the north, which accounts for about 70 per cent of Nigeria’s agriculture, are already affecting food prices and availability in the booming coastal south that’s home to the city of Lagos (with an estimated population of over 21 million people). Farmers say once-reliable water bodies are drying up.

And they have few resources to draw on. More than 80% of Nigeria’s farmers are smallholder farmers, who account for 90% of the country’s annual agricultural production. Some work their fields with little more than a piece of roughly carved wood and their bare hands. Maize, Nigeria’s largest cereal crop, saw a decline in cultivated land from 6.2 million hectares in 2021 to 5.8 million hectares in 2022, according to AFEX, a licensed private commodities exchange.

For years, Nigerians and others have taken note of the dramatic example of Lake Chad in the country’s northeast. It has shrunk by about 90%. There is little data available on the drying-up of other, smaller water bodies across the north. But farmers say the trend has been worsening. Elsewhere in Sokoto state, Umoru Muazu is tilling his farm to cultivate various crops without the certainty of a meaningful harvest. He says: “The year we started, we had enough water but now there is no water. Therefore, we have to dig a well in order to get water to continue to irrigate, except in the rainy season.

In the rainy season, we get water, but not now since the water withdrew, and before it didn’t dry as early as this, but now it does. We must dig a well to complete our work.” Nigeria is forecast to become the world’s third most populous nation by 2050, alongside the United States and after India and China. Experts are warning about the impacts of decreasing crop yields.

Dr. Isa Yusuf-Sokoto is an environmentalist from Sokoto’s Umaru Ali Shinkafi Polytechnic, he says: “The drying of rivers, lakes, streams in recent decades is associated to climate change that has come to stay. This is coupled with the precarious nature of Sokoto State being semi-arid region whereby desertification and other related climatic problems have been bedeviling the area. So this is why we’re battling with drought, which is the farmers are now complaining.”

Dr Yusuf-Sokoto explains how studies have shown that two-thirds of the trees across Sokoto are now gone, which contributes to rising temperatures. “If there is no intervention to farmers and this intervention has to be an emergency one,” he says. “There will virtually be a crisis, food crisis will occur, water crisis will also come up, and even health crisis can come up because all these are sons and daughters that could be given birth by climate change crisis.”

The decreasing farm yields are being felt elsewhere in Nigeria, especially in the south. Data from the government-run statistics agency show that local agriculture contributed 22% of Nigeria’s GDP in the second quarter of 2024, down from 25% in the previous quarter, while food imports reached their highest in five years.

With Nigeria’s population expected to reach 400 million by 2050, the U.N. Food and Agriculture Organization has been encouraging climate-smart agriculture to help ensure food security. Nigeria’s government has directed agricultural research institutes to develop solutions. That couldn’t come soon enough – for now farmers like Bello and Muazu continue to try cultivating in dry earth.

Experts call for AI skills development in Africa’s education sector

Experts in emerging technologies have called for upskilling and reskilling in the use of artificial intelligence (AI) within academia in Africa. The call comes as the AI revolution is underway, with tremendous potential to transform digital economies, including those in the Global South.

Speaking at the Deep Tech Summit in the university town of Benguerir, Morocco, Khalid Badou, Chief of Staff and Director of Institutional Affairs at UM6P (Mohammed VI Polytechnic University), said that as AI becomes inevitable, it is important to adopt and adapt it to meet the needs of the education sector while establishing the necessary policies and regulations to ensure its ethical use.

According to Badou, UM6P has become the first university on the continent to adopt Openai’s ChatGPT and is already seeing the impact of using this transformative tool, once feared by many for its potential to disrupt academia and the education sector.

However, Badou believes that while UM6P is pioneering in this field, the African education sector as a whole has a significant opportunity to seize.

“Across the world, everyone is starting from the same point; everyone is discovering what AI can do, how to manage it, and trying to understand how it will impact our daily lives—in industry, in universities, and beyond.”

“Today, we’re all leapfrogging at the same time. This presents an opportunity not just for us, but for everyone,” he added.

AI innovation can be transformative for Africa

The summit, themed “Redefining Progress: How AI is Transforming Innovation in Deep Tech,” aimed to explore and encourage collaborative AI experiences through brainstorming sessions and the testing of new ideas.

Badou said that with the many benefits of deep tech, spanning health, fintech, and agriculture, AI can become a key driver of socio-economic development in Africa.

“Africa should not wait for others to draft a code of conduct on AI covering various aspects before embracing it; it must create its own,” he emphasised.

Many experts and analysts in the tech sector also pointed out that with the continent’s digitally savvy youth population, AI has the potential to be just as transformative for Africa as infrastructure investments, especially in areas like food security and healthcare.

Last year, the United Nations Development Programme (UNDP) estimated that AI is expected to contribute $15.7 trillion to the global economy by 2030. However, only 10% of that contribution is expected to be felt in the Global South.

Jalal Charaf, Chief Digital and AI Officer at UM6P, believes this figure could be much higher if structural infrastructure gaps were addressed.

Governments and responsible organisations need to provide greater access to infrastructure. If more people have internet access, they already have a large part of the tech infrastructure needed to test and use AI,” he said.

Internet access and connectivity

According to the latest 2024 data from GSMA on the state of mobile internet connectivity, only 30% of Africans used mobile internet in 2023, while a mobile broadband network covered 59% of the continent’s population.

This makes Africa the continent with the largest usage gap and the largest coverage gap globally—15%—which, according to experts, must be addressed to unlock AI’s potential and adopt its solutions.

“We also need another kind of infrastructure: intellectual infrastructure. If African leaders do not understand AI, it will show. They are responsible, and they must educate and upskill themselves to drive results,” said Charaf.

At the institutional level, the African Union (AU) says it is working to build on the momentum generated so far in the emerging sector and sets standards for data sovereignty.

The continental AI strategy calls for unified national approaches among AU member states to navigate the complexities of AI-driven change.

Lavina Ramkissoon, AU Ambassador for AI, Ethics, and Digital Transformation, says that despite the growing momentum, more commitment and bolder political will are needed at the in-country levels to ensure effective implementation of AI policies.

“Africa must unite and define what AI means for the continent, just as we have seen in China, the US, and EU regions,” she said.

As outlined in its AI Plan of July 2024, the AU aims to “create a regional fund for the responsible development of AI by mobilising regional and international development funds, along with private and philanthropic investments.”

In April, around 52 nations signed a declaration announcing the creation of a $60 billion AI fund at the Global Summit on Artificial Intelligence for Africa, held in Kigali, Rwanda.

However, details about its governance, spending, and deployment are yet to be disclosed.
