Inside Malawi Court order of former President Mutharika’s Security Aid Chisale’ seized properties list

LILONGWE-(MaraviPost)-It has been established that former Malawi President Peter Mutharika personal bodyguard Norman Chisale has various foreign properties which might be connected to the alleged multiple abuse of office.

Chisale is said to have two properties in Russia, three in South Africa, and a shopping mall in Zambia with about 84 cars locally.

This follows Malawi’s High Court order granting the Tonse government to seize Chisale’s assets worthy MK1.7 billion.

The order was issued on Friday, February 26, 2021 after the office of Director of Public Prosecutions (DPP) through the assets forfeiture unit, the Financial Intelligence Authority ( FIA), Anti-Corruption Bureau (ACB), and Malawi Police Service (MPS) Fiscal and Fraud Department, and other law enforcement agencies jointly applied for the court order.

Chisale is answering numerous charges including fraud, theft, murder and money laundering since his boss lost power June 23, 2020 Presidential Elections.

Chisale under siege

LILONGWE-(MaraviPost)-The High Court on Friday, February 26, 2021 granted the Tonse government an order to seize assets worthy MK1.7 billion belonging to Norman Chisale, former personal bodyguard to former President Peter Mutharika.

The office of Director of Public Prosecutions (DPP) through the assets forfeiture unit, the Financial Intelligence Authority ( FIA), Anti-Corruption Bureau (ACB), and Malawi Police Service (MPS) Fiscal and Fraud Department, and other law enforcement agencies jointly applied for the court order.

Justice Mike Tembo granted the court order, the Director of Public Prosecutions (DPP) Steven Kayuni has confirmed as quoted in Nation online.

Former Malawi President Mutharika’s security aid Norman Chisale arrested over MK5bn cement scam

LILONGWE-(MaraviPost)-Former Malawi president Peter Mutharika’s personal bodyguard Norman Chisale was on Tuesday morning, July 14, 2020 arrested in the capital Lilongwe.

Malawi Police Services (MPS) arrested Chisale in connection with cement worth MK5 billion which was imported duty-free.

Chisale was put under arrest when he presented himself to police Tuesday morning after learning that the law enforcers were going to nab him following their interrogation of  business person Mahmed Shafee Ahmed Chunara on Monday, July 13, 2020.

National Police spokesperson James Kadadzera confirmed Prestige Import and Export owner, Chunara,  was questioned by the law enforcers over his involvement in the importation of cement using former president’s name.

Police sources indicate that Chonara implicated Chisale to be behind the cement scandal after he  was named in public tax collectors documents indicanting that he was involved in the importantion of 1.2 million bags of cement worth K5 billion.

He also claimed that all border clearances were done by Chisale.

The police source added that Chunara claimed there is documented evidence that the cement was collected by a State House official during time Mutharika was President and that the documents have been surrendered to the authorities.

The Malawi Police Service, Fiscal and Fraud Section, already  arrested former Malawi Revenue Authority (MRA) deputy commissioner general Roza Mbilizi in connection to the the cement Mutharika imported between 2018 and 2019 duty-free from Zambia and Zimbabwe.

Before Mutharika was ousted from power in the June 23 fresh presidential election, State House and MRA on June 16 justified the transaction as “within the law”, as it was for personal use.

The Presidents (Salaries and Benefits) Act allows the President “duty free importation of items for personal use”.

But private practice lawyer John-Gift Mwakhwawa had said the volume involved raised doubts on the “personal use” provision in the Presidents (Salaries and Benefits) Act and had called for an investigation.

Chisale arrest comes barely hours after his wife Evalista Chisale on Monday, charged with murder alongside with 12 police officers in death of Buleya Lule.
