Chakwera opens 2024 tobacco marketing season for better prices

KASUNGU-(MaraviPost)-President Lazarus Chakwera has opened this year’s Tobacco marketing season at Chinkhoma selling floors in Kasungu.

The opening of the market brings hope to the country as expectations are high that the market will help ease out the shortage of foreign exchange currency in our economy thereby assuring the availability of strategic commodities such as fuel and medicines.

Farmers are expected to enjoy good prices as Tobacco industry regulator, Tobacco Commission says ten Tobacco buying companies are set to compete to purchase an estimated output of 140 million kilograms.

Lilongwe, Limbe and Mzuzu floors open on 16th April 2024 and 7th May 2024 respectively.

Earlier in the day, President Chakwera opened state of the art Tobacco Commission office complex and also inspected progress of the construction of 110 officers houses at Engineering Battalion of the Malawi Defence Force (MDF).

Tobacco Commission extends farmers’ registration, licensing to October 30


LILONGWE-(MaraviPost)-The Tobacco Commission (TC) has announced the extension of tobacco farmers’ registration and licencing exercise to October 31, 2023.

This comes as the exercise was expected to close on September 30, 2031.

TC Chief Executive Officer Joseph Chidanti Malunga told the Media Network on Tobacco (MNT) interface in the capital Lilongwe on Friday, September 29, that various stakeholders and growers have requested an extension to give them more time to register and licence for the crop.

“We have decided to extend the exercise by one month giving enough period to them without charging any fee or penalty to them,” he said.

Malunga said the commission wants to produce as much crop as possible because there are many traditional and international buyers who want more volumes of tobacco.

He added that TC expects the extension to enable more farmers to produce tobacco legally as it is illegal for anyone in Malawi to grow the leaf without a license.

Malawi also said that with more farmers getting licenced to grow this year, saying they are assured of great progress towards attaining an annual production of 200 million kilograms by 2028.

MNT Chairperson, Alfred Chauwa, commended TC for engaging journalists on current trends in the tobacco industry.

“We need more of such interface meetings so that there are more stories coming out from the industry,” he said.

Chauwa therefore urged Journalists in the network to accurately report on tobacco issues.

Tobacco is the country’s major forex earner and a strategic crop for Malawi.

However, the industry is dwindling amid global anti-smoking campaigns.

Tobacco Commission caught in MK500 million fraud: Chidanti Malunga suspended

LILONGWE-(MaraviPost)-About half a billion kwacha has been mismanaged in one year at the government-run Tobacco Commission, an internal audit report covering a period from April 1, 2022, to March 31, 2023 has found.

According to the audit report we have seen, the money was mismanaged through different activities.

For example, the budget for enforcement of liaison, monitoring, and evaluation was overspent by MK22.1 million.

The initial budget was MK6.2 million.

Under this, the biggest share of over expenditure was on purchase billboards which contributed 89 percent where the commission purchased nine billboards at a price of MK25.4 million.

The budget for international travel market promotion was bloated by MK187.3 million by incorporating money amounting to MK126.3 million for a trip to China which was not budgeted for during the commission’s 2022-23 financial year.

The biggest share of this part was air tickets which cost MK115.3 million which contributed 47 percent among others officials flew in business class against the government’s direction that those traveling within the African region should be using economy class.

The commission also overspent MK5.9 million on international travel conventions as it exceeded the three international trips per year government directive and flew business class with the African region against the budget direct of flying economy class.

The tobacco industry regulator also overspent MK30.3 million on tobacco media publicity and signed a contract with Malawi Broadcasting Corporation amounting to MK163 million which was not budgeted for during the financial year and allowances for media personnel MK1.1 million were not properly reconciled.

The Commission also overspent MK51 million on tobacco consultative meetings to sensitize the public to the new bill (Tobacco Industry Act).

On motor vehicle running cost maintenance, the commission overspent K22.8 million through servicing of motor vehicles at a private garage instead of authorized dealers, servicing cars that were marked for disposal contrary to Procurement and Disposal of Asset Policy of the Commission and purchase of car tracking system at K5.1 million which was not budgeted for.

It also overspent on fuel for motor vehicles by K13.4 million and running gen-sets, an exercise which was not budgeted for, and also overused K14.3 million on internet and VPN where MK10 million was not budgeted for.

On afforestation, the audit report indicates that out of the K173.3 million afforestation levy which the commission collected on behalf of the government, K105 million was committed to planting trees but only K4.4 million was used to purchase seedlings.

The Commission also overspent K6.6 million on functional review activity which was not budgeted for and there was no evaluation made on various procurements of goods and services and procuring goods that are over MK80 million to suppliers that are registered by PPDA contrary to the dictates of procurement.

The audit report adds that 40 of the 72 total votes cast by the commission were spent in excess of 56 percent in violation of Treasury regulations and the Public Finance Management Act.

Asked about allegations that some officials have been suspended on account of the findings of the audit, Board Chairperson Godfrey Chapola refuted the news.

“It is an internal matter and we do not have to tell you what is going to be done and if you want to find out if there were over expenditures, go and read the report,” Chapola told the Daily Times.

Malunga has been suspended together with TC Director of Finance Andrew Mfune.

The two are accused of tampering with the TC dollar account.

The decision was made during the Tobacco Commission’s extraordinary meeting held this week, according to inside sources.

The Tobacco Commission was established by an act of parliament to regulate the growing and sale of tobacco, Malawi’s made cash crop.

The cash crop is dwindling due to anti-smoking campaign globally.

Malawi’s 2023 Tobacco marketing season to open April

LILONGWE-(MaraviPost)-This year’s tobacco marketing season may open in the second week of April but the tobacco industry awaits approval from the Ministry of Agriculture.

Chief Executive Officer for Tobacco Commission (TC), Dr Joseph Chidanti Malunga, told journalists on Tuesday in Lilongwe that the tobacco industry presented the proposal to the Ministry of Agriculture.

Malunga added that he expects a successful marketing season this year because some farmers who stopped growing tobacco have come back into the trade and so have some buyers although Cyclone Freddy has affected some tobacco fields, especially in the southern region.

“We are happy that this year promises a successful tobacco marketing season. We are hopeful that there will be competition among buyers. This is so because we may have new buyers this year,” Malunga said.

Agricultural expert Ronald Chilumpha said he hopes for better prices on the market this year.

“When there are more buyers, the competition is high and prices go up. There is quality leaf in the fields this year,” observed Chilumpha.

Last year, Malawi earned US$182 million after selling 85 million Kilograms of tobacco.

Tobacco is Malawi’s largest foreign exchange earner.

Former Tobacco Commission boss Kayisi Sadala spends two nights in cooler

LILONGWE-(MaraviPost)-The Lilongwe,Chief Resident Magistrate Court on Thursday, May 19, 2022 reserved its ruling on bail application by former Tobacco Commission (TC) Chief Executive Officer Kayisi Sadala.

The bail application followed arrest of Sadala on Tuesday, May 17 2022 on allegation that he had a hand in illegal sale of institutional houses.

In court, the state asked the court to remand the accused for further 14 days as police are yet to complete the investigations on the matter.

But defense lawyer Khwima Mchizi objected the application arguing when the police arrested the suspect meant they had conducted thorough investigations.

In 2020, the TC cancelled the sale of the house on Plot Number CG88 (Title Number Chigumula 22) and another on plot Number 10/470 (Title Number Alimaunde 10/292) on allegations that the houses were sold at a price below valuation and at an amount lower than that of other bidders and Settlement Proposal on Disposal of Plot and TC reported the matter to police for investigations.

A report by the Office of the Ombudsman released in May 2020 faulted TC over the sale of the two institutional houses, saying the properties were sold against a ban on sale of institutional houses

Chakwera opens 2022 tobacco marketing season with calls for better prices

BLANTYRE-(MaraviPost)-President Lazarus Chakwera on Thursday, March 31, 2022 officially opened the 2022 tobacco marketing at Kanengo Auction Floors in Lilongwe with calls to buying companies to offer good prices.

Chakwera said, “I am encouraged but not completely happy because of our farmers are still complaining of prices attached to their leaf.

“As a quick remedy, I have asked tobacco buying companies to be fair and consistent with their pricing structure. They must offer good prices for the leaf to help farmers to realize enough income from their sweat “.

The Malawi leader has also asked the farmers to adhere to acceptable farming standards by taking good care of the crop in the field and afterwards at grading stage before transporting it to the auction floors.

He then assured the farmers that he will frequently monitor the prices at the Auction so as to maintain the good prices for the crop.

Tobacco Commission ( TC) Acting Board Chairperson Lowry Mbulo said this year’s tobacco market is expected to have good prices because of the addition of one buying company called Protrade Group Limited.

“We have one tobacco company Protrade Group Limited that had joined our market. We should expect good prices for the crop this year since the market base has now been extended,” he said.

Mbulo said, the Tobacco Commission is continuously searching for new buyers to increase competition in the market to benefit farmers.

On the auction market, the highest price being displayed was US$1.75 with the minimum price of US$0.95 while on the contract market, the highest price being displayed was US$2.30 with the minimum price of US$0.95.

According to first round of crop estimates survey, the projected volume for 2022 is 103 million kilogram (Kgs) against the demand of 140 million kgs.

TC disclosed that nine companies have been licensed to buy the green gold at the auction floors.

Malawi’s 2022 tobacco marketing season opens March 31

LILONGWE-(MaraviPost)-The country’s green gold tobacco marketing season for 2022 opens on Thursday, March 31 in Lilongwe and Limbe floors.

In a press statement made available to The Maravi Post, Tobacco Commission (TC) Chief Executive Officer Dr. Chidanti Malunga says tobacco deliveries in two floors will commence on Monday, 21 March 2022.

Malunga, says that the commission will announce the dates for opening of Chinkhoma and Mzuzu Floors during the second week of April, 2022.

The 2022 tobacco marketing season will open on 31st March, starting with Lilongwe Floors followed by the opening of Limbe Floors on 5th April. Dates for the opening of Chinkhoma and Mzuzu Floors will be announced in the second week of April.

“Tobacco deliveries at Lilongwe and Limbe Floors will start on 21st March, 2022. In February, TC said this year’s sales would start earlier than in previous years for the economic benefit of growers,” reads part of TC statement.

Malawi’s 2021 tobacco marketing season closes August 18

LILONGWE-(MaraviPost)-This year’s green gold marketing season is set to be closed on August 18, 2021, according to Tobacco Commission (TC).

In a press statement made available to The Maravi Post , the commission says closing day for tobacco deliveries is on Monday, August 16, 2021.

This means that the market will close after 18 weeks of sales this year.

The news comes a week after the commission said it would keep the Lilongwe and Mzuzu auction floors open indefinitely as it kept tabs on tobacco volumes still reaching the markets.

Limbe and Chinkhoma markets closed earlier last month.

“The Tobacco Commission wishes to inform all tobacco growers, growers associations, commercial graders, transporters, tobacco buying companies and the general public that the 2021 tobacco sales operations for Lilongwe and Mzuzu floors will close for deliveries and sales on August 16 and August 18, 2021 respectively.

“The commission is therefore advising all stakeholders to take note and adhere to the dates in order to effectively wind up the operations. The commission is grateful to all stakeholders for the successful tobacco marketing season,” reads TC statement signed by its Chief Executive Director, Dr Chidanti Malunga.

Meanwhile, figures from AHL Group show that, after 16 weeks of sales, the country has realised US$188.6 million from the sale of 116.2 million kilogrammes (kg) of all types tobacco at an average price of US$1.62 per kg.

The earnings represent a 17.7 percent increase when compared to US$160.2 million realised during the same period last year after selling 104.9 million kg at an average price of US$1.53 per kg.

It further represents a nine percent rise in earnings when compared to the $173 million dollars realised at the end of the 2020 tobacco selling season.

Tobacco Association of Malawi (Tama) Trust Chief Executive Officer Nixon Lita rated the market as mixed.

Lita told The Daily Times that with output lower than demand this season, expectations of a good selling season were high, only to meet a high rejection rate especially on the auction side.

“Although prices were relatively higher than in 2020, the low production was expected to bring much better returns than recorded; especially knowing it is a second year running with below-demand production,” he said.

On outlook into the next production season, Lita said farmers were registering for production.

Tobacco remains Malawi’s major export crop but there have been headway made on the market for some legumes and pulses in recent years.

LILONGWE-(MaraviPost)-Newly recruited Tobacco Commission (TC) Executive Director, Dr Chidanti Malunga has emphasized the need for stakeholders embrace new rules that are governing in the green gold industry that it continues to generate maximum revenues.

According to Dr Malunga this will be possible with media positive reporting on how Malawi is complying with international guidelines on tobacco.

He therefore assured the nation that tobacco will remain the country main forex earner arguing that the industry is not dying.

TC Chief was speaking on Saturday, July 17, 2021 during the sidelines interface with Media Network on Tobacco (MNT) in the capital Lilongwe.

“Tobacco remains main source of forex earner to Malawi as such the nation needs to protect the industry from negative reporting. The nation is making strides on international guidelines compliance including the end of child labour in tobacco farms.

“Tobacco industry is not dying only that rules of the game have change which commands countries to comply with new regulations. Malawi has done better compared to our neighbors but due to negative media reporting on tobacco keeps scaring buyers,” worries Malunga.

He added, “Tobacco industry will will remain Malawi’s life time forex earner as long as we keep complying to international laws that govern the industry. So, Malawi media must always give the public strides the country is making to attract bankable investors and buyers to maximize forex base”.

Malunga therefore disclosed that the commission is towards rebranding that the tobacco industry be wearing new face to buyers.

Media Network on Tobacco meeting with TC boss

MNT President Alfred Chauwa lauded the commission for embracing the network saying its the main hub of information sharing on tobacco.

Chauwa therefore assured the commission of media positive reporting while educating and informing the general public on new rules governing tobacco industry.

Currently, Europe and America are main buyers of Malawi’s tobacco with emphasis of complying with Environment and social governance rules that are again child labour, pollution, poor tenancy and among others.
