Minister of Justice and Constitutional Affairs, Titus Mvalo, has emphasized the importance of effective legislative drafting in promoting good governance and justice in Malawi.
He made the remarks during the official opening of a training series on Legislative Drafting at the Bingu International Convention Centre in Lilongwe.
The training aims to equip participants with the necessary skills and knowledge to draft high-quality legislation that aligns with international best practices.
Mvalo highlighted the critical role of legislative drafting in fostering national development, stating that “fair and effective regulatory enforcement is critical for industrialization and attracting investments”.
The training series is expected to enhance the capacity of Malawian lawmakers to draft legislation that promotes transparency, accountability, and the rule of law.
This is in line with the country’s Vision 2063 goals, which emphasize the importance of governance and justice in achieving sustainable development.
Mvalo’s ministry has been working to strengthen the country’s legislative framework, including the establishment of the Financial Crimes Division, which aims to deliver independent and impartial justice. The Minister has also been vocal about the need for institutional integrity and effective implementation of legal frameworks.
The training is also expected to promote access to justice for all Malawians, particularly in rural areas where access to legal services remains limited.
Mvalo has emphasized the importance of ensuring that legal frameworks are implemented effectively and fairly, and that economic and social opportunities are distributed equitably across the population.
The Minister’s efforts to promote good governance and justice have been recognized internationally, with Malawi ranking as the second-best performing country among low-income nations in terms of adherence to the rule of law.
