Putin and Xi Deepen strategic alliance amid rising tensions with the West

Russian President Vladimir Putin and Chinese President Xi Jinping met in Moscow on Thursday to reaffirm and expand their “strategic partnership” in the face of intensifying Western pressure.

During a high-profile summit that coincided with Russia’s Victory Day celebrations, the two leaders signed a joint statement pledging to significantly boost trade and investment by 2030. The agreement outlines plans to scale up bilateral economic ties by increasing the share of high-tech goods, developing new e-commerce strategies, and enhancing mutual supplies of vital commodities such as mineral resources and agricultural products.

“In our joint statement with President Xi Jinping, we have set ambitious goals,” Putin said. “It concerns ensuring significant and qualitative progress in Russian-Chinese trade and investment… and improving the structure of economic ties by raising the share of high-tech products.”

Xi, for his part, emphasized a broader geopolitical vision, framing the deepening cooperation as a joint stand against what he called a growing international trend of “unilateralism and power bullying.”

“China will, together with Russia, shoulder the responsibilities of world powers,” Xi said. “We will uphold the correct view of World War II history, safeguard the authority of the United Nations, and resolutely defend the rights of developing countries. Together, we will promote a multipolar world and inclusive economic globalization.”

Xi arrived in Moscow on Wednesday for a four-day visit, during which he will attend commemorative events and hold further talks with Russian leadership. The visit underscores Beijing’s increasingly public backing of Moscow, which has come under heavy Western sanctions and diplomatic isolation since its full-scale invasion of Ukraine in 2022.

China has refrained from sending weapons to Russia but has emerged as a crucial economic partner, particularly in the energy sector. It now represents one of the largest markets for Russian oil and gas—revenues that are helping sustain the Kremlin amid war-related expenditures.

Additionally, Beijing has become Moscow’s key supplier of machinery and electronics after Western sanctions cut off access to much of Russia’s high-tech imports. These exports have helped maintain Russia’s military-industrial complex even as global supply chains have tightened.

Putin and Xi, who have met over 40 times in recent years, have forged a notably close personal and political bond. Their growing coordination spans economic, political, and strategic dimensions, including within multilateral organizations such as BRICS, which has expanded beyond its founding members to include other developing nations.

While Beijing continues to insist on neutrality in the Ukraine conflict, it has repeatedly echoed Kremlin narratives, blaming NATO and Western powers for provoking Russia. Moscow, in turn, has offered unambiguous support for China’s positions on Taiwan and other core sovereignty issues.

The relationship, while described by both as a “no limits partnership,” has raised alarm in Western capitals, where officials view the Moscow-Beijing axis as a long-term challenge to the post-World War II international order.

Meanwhile, unconfirmed reports from Ukraine last month alleged that two Chinese nationals were captured fighting alongside Russian troops, with claims that over 150 others might be operating as mercenaries. Beijing denied any state involvement, stating it discourages citizens from joining foreign conflicts.

Brazil’s foreign minister highlights BRICS’ commitment to multilateralism

BRICS foreign ministers gathered in Rio de Janeiro on Tuesday for the second and final day of meetings, bringing together representatives from all 11 member states.

In a news conference following the gathering, Brazil’s Minister of Foreign Affairs Mauro Vieira presented a statement from the BRICS presidency summarising their discussions.

He highlighted the bloc’s commitment to a more cooperative and balanced global order and the need to amplify the voice of the Global South.

Without naming the United States, ministers had voiced concerns about the rise in protectionist measures which they said were inconsistent with World Trade Organisation rules.

“It is not in the interest of Brazil or our BRICS partners to live in a fractured world. We need to strengthen multilateralism and cooperation as tools to address contemporary challenges,” said Viera.

The bloc of 11 developing nations face daunting challenges from the Trump administration’s unilateral tariffs which have raised concerns about a global economic slowdown.

Vieira said the group also discussed the role of BRICS in promoting peace, resolving conflicts peacefully, and overcoming global crises.

He said there were also statements about the need to strengthen the role of the United Nations.

“Especially highlighting the urgency of reforming the Security Council, to make it more representative, legitimate, and effective, particularly with greater participation from Africa, Asia, and Latin America.”

It was the first time the expanded BRICS, comprising both the original members and new partner countries admitted in 2024, met formally as a unified group.

The bloc now includes Brazil, Russia, India, China, South Africa, Saudi Arabia, Egypt, the United Arab Emirates, Iran, Ethiopia, and Argentina.

The ministerial meeting was in the lead-up to the 16th BRICS Summit, which will bring together the heads of state in Rio de Janeiro in July.

BRICS foreign ministers meet in Brazil to hone unity

Welcomed by Brazil’s Minister of Foreign Affairs, Mauro Vieira, BRICS foreign ministers gathered in Rio de Janeiro on Monday to discuss the group’s role in addressing global and regional crises and their common response to the trade war with the United States.

In his opening remarks, Vieira emphasized that BRICS holds a unique position to promote peace and stability through dialogue and cooperation.

“With 11 member states representing almost half of humanity and a wide geographic and cultural diversity, BRICS is uniquely positioned to foster peace and stability,” Vieira stated, stressing the need for a renewed commitment to multilateralism and the reform of international institutions, such as the UN Security Council.

The meeting was attended by key figures, including Russian Foreign Minister Sergey Lavrov, and addressed tensions in Africa as well as humanitarian crises in Ukraine, Haiti, and Gaza.

“The resumption of Israeli bombings in Gaza and the continued obstruction of humanitarian aid are unacceptable,” Vieira said.

The meeting is set to continue until Tuesday.

BRICS: THE OPPONENT AWE OF THE WEST

Brazil, Russia, India and China originally formed the bloc in 2009 after a series of meetings and understandings. The first BRIC Summit was held in Yekaterinburg, Russia on June 16 of the same year, where the heads of states in question agreed to strengthen dialogue and cooperation between them.
The following year, in Brasilia, Brazil in April 2010, the second Summit was held, where the leaders of these countries emphasized the necessity of a multidimensional global intergovernmental system.
Then, at their third meeting in New York in September 2010, the BRICs agreed on the entry of South Africa. South Africa managed to join after a strong effort as a result of its active foreign policy, this coalition of states changing it from “BRIC” to “BRICS”.
At the Fourth Summit in March 2012 in New Delhi, India, a first announcement was made of the establishment of a New Development Bank (NDB), which was formalized at their Fifth Summit in Durban, South Africa in 2013, with the clear intention of independence of BRICS by the International Monetary Fund, the World Bank, the US and the European Union. The agreement for its establishment, after resolving disputes over organizational issues, was finally reached in 2014, during the sixth BRICS meeting in Fortaleza, Brazil.
The BRICS countries comprise 40% of the world’s population, which amounts to over 3.1 billion people. BRICS co-exists countries with different degrees of development and different strategies.
Brazil is the largest country in South America, both in population (about 213 million) and in area, since it occupies 1/3 of South America by itself. It is also the fourth richest country in the Americas in terms of GDP. However, it does not have the appropriate infrastructure (inadequate road and rail network, inadequate port infrastructure, etc.) and in combination with extreme economic inequality (1 in 4 citizens lives in absolute poverty) do not allow it to emerge as a economic superpower. According to the World Competitiveness Index of the World Economic Forum, Brazil ranked 108th among 137 economies in 2017 in terms of the general quality of its infrastructure. Corruption scandals are also present in the country. Brazil deals with regional issues.
Russia, which is the world’s largest transcontinental country of global influence and a large economy, also possesses the largest nuclear arsenal on the planet and enormous military power, which it has used in Syria and now in Ukraine. Russia provides the best standard of living for its residents, compared to the rest of the BRICS countries, with 3.5% of GDP spent on education and 3.1% on public health. The number of residents living below the poverty line amounts to just 0.2% of its population. The Russian economy suffers, however, from the critical problem of corruption-which exists in all countries to a greater or lesser degree-as well as from the significant lack of banking infrastructure, due to insufficiently developed financial markets, difficulty in obtaining loans and limited investment options.
India is an emerging world power with an ever-growing economy. It is currently the fifth largest economy in the world based on its GDP, while its territory is home to the second largest population in the world, after that of China, reaching close to 1.4 billion people. The country’s GDP growth has been among the highest in the world over the past decade, achieving an annual growth of between 6-7%. However, India has one of the lowest per capita incomes in the world, while facing huge social problems at home due to poverty. India has the lowest percentages of GDP spent on education and health among the BRICS, at 2.7% and 1.2% respectively. India is regionally oriented.
China, which is home to 1.4 billion people, is expanding rapidly with economic penetration in Asia, Latin America, Africa and other regions of the world. It is the economic giant of the East with an annual growth rate of 6.6%, thus threatening the economic primacy of the USA. China has been the world’s leading exporter since 2014. At the same time, China, although it is the second largest economy in the world, remains a middle-income country as its per capita income is still only about a quarter of that of countries with high income and about 375 million Chinese live below the poverty line of $5.50 a day. Finally, corruption appears at particularly high rates.
South Africa, due to its geographical position at the southern tip of the continent, which gives it access to two oceans, is a hub country. South Africa is China’s largest trading partner in Africa. At the same time, hundreds of Chinese companies, both state-owned and private, are currently active in the country. South Africa’s economy is the second largest on the African continent behind Nigeria’s. It has natural wealth in gold, silver and coal but also one of the highest rates of inequality in the world. The richest 10% of the population owns about 71% of the net wealth, while the bottom 60% owns 7% of the net wealth. It is a country with particular political weight in Africa as the only African member state of the G20 group, which, however, needs a reform effort for its further economic development.
The BRICS are, therefore, the opposing camp of the West, whether this is expressed politically, by the US-Anglo-Saxon countries-European Union alliance, or militarily, with NATO, or economically, with the international economic organizations of American origin, such as the IMF, the World Bank or the World Trade Organization. The bloc’s strategic direction is close cooperation to effectively and successfully counter the US-dominated international financial architecture.
After fifteen years, during which many questioned the viability of the scheme, the existing global balances lead to the enlargement of the bloc. Many countries have expressed their desire to become members of BRICS, such as Argentina, Egypt, Venezuela, Mexico, Iran, Vietnam, Bangladesh and others.
In closing, I would like to emphasize that the agenda of the BRICS, which have succeeded in consolidating their position on the global political and economic scene, leads to the reduction of the dominance of the USA and the Western world in general and to the establishment of a new multipolar reality.

Russia wants to help South Africa fight cybercrime

The Interpol Regional Bureau in South Africa was opened in 1993 and has become the focal point for police cooperation between the Republic of South Africa and all member states of the organisation.

This international police organisation protects law and order, makes it possible to find dangerous criminals anywhere in the world and bring them to justice for their atrocities.

Interpol constantly organizes international operations to find people who have committed criminal offenses in South Africa and try to escape to other countries. Thus, on April 7, 2022, Interpol issued a “red notice” to begin the process of extraditing the citizens of SA, brothers Atul and Rajesh Gupta from the UAE.

The businessmen, who were trying to escape criminal responsibility for numerous acts of fraud and money laundering, were detained and extradited to their home country in South Africa on June 7, 2022 as a result of a successful operation by the South African police and an international police organisation.

Since the development and creation of the coronavirus vaccine, there has been a problem of counterfeit pharmacies and their smuggling within South Africa. This illegal activity was also stopped by Interpol.

Thus, on March 3, 2022, police officers of the SA and the PRC seized about one thousand doses of counterfeit COVID-19 vaccine. During the operation in Germiston, South Africa, three Chinese nationals and one Zambian national were detained.

Weeks before the arrest of the criminals, the Interpol press service issued a warning about the emergence of organized criminal groups distributing counterfeit vaccines for the coronavirus infection.

In addition, digital security is an acute issue in South Africa. Most organized crime groups use the Internet to transport illegal products around the country, steal users’ personal data, and illegally acquire bank details to steal funds. In order to prevent such crimes, the Interpol National Central Bureau (NCB) was established in Pretoria, with access to international intelligence information to help law enforcement agencies identify criminal activity that could affect South Africa outside the state.

The national threat of cyber financial crime was evidenced by an Interpol-backed operation in Johannesburg, South Africa, conducted by investigators from Hawks Serious Commercial Crime Unit. The operation took down a fraud ring suspected of stealing about 455,000 euros from a number of U.S. companies.

Seven people with ties to a Nigerian crime syndicate specializing in Internet fraud were arrested. The operation was part of a global initiative under Interpol’s Global Financial Crimes Task Force, in which 14 countries, including South Africa, work closely together to combat the global threat of financial crimes in cyberspace.

It is worth mentioning the fruitful ties between South Africa and the Russian Federation. In the sphere of cybercrimes preventing the Republic of South Africa is a member country of the BRICS organisation, which also includes Russia. Since 2017, after the organisation’s forum in Syamena, it was decided to organize the BRICS+Africa program to support African countries.

In 2018, the BRICS presidency was taken over by South Africa, which allowed it to become the main conduit between the member countries and the entire African continent. In addition, Russia constantly provides ongoing support to South Africa within the framework of Interpol. For example, the Russian Federation constantly conducts advanced training courses for South African police organisations.

The Deputy Prosecutor General of the Russian Federation Petr Gorodov plays a special role in active work against cybercrime in the Russian Federation. He became famous back in the 90’s when he managed to get more than 90 criminals extradited to Russia. He was twice elected to Interpol, once as a member of the commission of the international police organisation. It was there that he gained indispensable experience in working to stop illegal activities on the Internet.

The head of the National Central Bureau of Interpol in South Africa is Scott Naidoo, who advocates realisation of initiatives in the prevention of cybercrime. He is the main initiator of the development in South Africa of close ties between all police organisations of Interpol member states. In his opinion, only close cooperation between them will ensure a decent level of SA citizens protection in all spheres, including cyberspace.
