MCP stumbles to achieve 50:50 as Lunguzi lost on primaries in Dedza East

Efforts of Non governmental organisations who are advocating for female candidates have proved futile in Dedza district mainly in the main opposition Malawi Congress Party (MCP) following the loss of Juliana Lunguzi as the party has only one female lawmaker candidate who will go on its ticket.

MCP Dedza East constituency members have decided to go to next year’s polls  without the incumbent legislature for the area Juliana Lunguzi on the ballot paper following her loss in Sunday’s primaries to Patrick Bandawe.

Lunguzi lost to Bandawe by 821 votes against hers 815. However the primary elections had some irregularities.

Youth Initiative For Community Development (YICD) is one of the organizations advocating for female candidates in Dedza.

Speaking on the development YICOD’ s executive director Andrew Bwanali expressed dismay over the matter saying women are still being left behind and this is difficult to achieve the 50:50 goals.

“I’m not pleased with the results for the fact that some candidates have the advantages of making it politics because of their party’s name . Out of eight constituencies in Dedza MCP has only one female candidate and this is representing a very low percentage just the same as what happened on 2014.It has been our wish to see many female candidates on the ballot paper,” said Bwanali.

Bwanali then called on party followers especially women to support their fellow females in the parties that primary elections are not yet been conducted.

So far Dedza district have two female candidates  who will represent their parties as  Members of Parliament in next years polls (Annie Kadzanja for DPP and Lydia Dzongwe for MCP).

The atmosphere at Mankhamba ground seemed to go Lunguzi’s way as she had three queues against the eventual winner Bandawe who had two queue.

During the counting process another aspirant Mussa M’bwana decided to join forces with a development that was seen to be against the party’s constitution.

Announcing the results, presiding officer Peter Chalera said Patrick Bandawe had won.

“I therefore announce that Patrick Bandawe has won the primaries today,” said Bandawe.

However  there was no immediate comment from Lunguzi and Bandawe.

Other sources told Malawi Electro Commission that Lunguzi lost to Bandawe because Dedza East Constituency do not give a person a second chance on power.

Juliana Lunguzi presented motion for Government to amend Higher Education Student Loan Act

Lilongwe, February 23, 2018: Dedza East Member of Parliament (MP), Juliana Lunguzi, on Thursday presented the motion asking the Parliamentary Committee on Education to examine the Higher Education Student Loan Act of 2015 and come up with recommendation to the house.

In her statement, Lunguzi said the Student Loans Board should examine the act and ensure that the board is adequately financed, thereby ensuring that all needy students in the tertiary institutions access loans to finance their education.

In an interview with Malawi News Agency (MANA), Chairperson for the Committee on Education, Dr Elias Chakwera said he was happy with the motion and the mandate given to them as a committee on education.

He further said when the Bill was passed in the house, they (MPs) did not foresee that it (the Bill) was excluding those who are pursuing in Diplomas, the higher education diplomas and degrees are offered at that level.

“Students that are going through diplomas cannot access the loans because the diploma was not mentioned in the Higher Education Loans law which we passed. By bringing it back, it means that the amendment has got to be made” said Chakwera.

He added that they also noticed that mature entry students do not have access to the loans,  perhaps when it comes back to us we are going to see what exactly is wrong and what should be done to improve loan access for all Malawian students.

Chakwera said as a committee, they are going to make sure that the loans board brings back the law to the parliament for their work as a committee is to push for this to be done. However, it is eventually the executive that is going to bring the law back to Parliament.

“We shall make sure that the loans board initiates changes that are relevant to the needs that we want the law to meet, therefore, the Minister of Education should be expected that at one time shall present the law.

LILONGWE-(MaraviPost)– Ever active Member of Parliament (MP) for Dedza East Constituency Juliana Lunguzi has once again asked the DPP led Government to introduce user fees in public hospitals in a bid to ease economic shortfall the sector has historically faced.

The mechanism ensures that Malawians start to provide financial contributions that will assist in easing some of the challenges the country is experiencing in the health sector.

Members of Parliament (MPs) on Tuesday asked the Minister of Finance, Economic and Planning Dr Goodall Gondwe to raise their Constituency Development Fund (CDF) from K18 million to K30 Million.

The MPs said this in Parliament when the Finance Minister was addressing the House that Government has set aside some funds through the district councils, to use for the drilling of boreholes in every constituency.

Malawi’s health crisis: hospitals blow 87% drug budgets, govt has no money-Gondwe 

No medicine in Malawi’s public hospitals

LILONGWE-(MaraviPost)- The country’s public hospitals have used already 87 percent of their annual drug finance allocation with four months remaining before the 2016/2017 national budget session startingJuly 1, 2017, The Maravi Post has established.

This development is raising fears to already stricken patients who have been subjected to insufficient access to medication in the public health facilities.

According to the Government’s Central Medical Stores Trust (CMST), revelations to our sister newspaper, The Nation, at February 2017, the total cost of drugs supplied to all District Hospital Offices (DHOs) was MK8.7 billion, out of which MK1.9 billion was expected to be paid from the fourth quarter-April-June-disbursement.

This means that the district hospitals have about MK475 million to spend on drugs each month, a decrease from MK833 million.

In the 2016/2017 national budget, government set aside MK15.8 billion for essential medicines and medical supplies, which was to be managed by CMST.

Out of the K15.8 billion budget, MK9.8 billion was for DHOs, MK6 billion was for central hospitals, and an amount of MK1.6 billion was for blood, blood products,and medical gas for public hospitals.

But at the beginning of the financial year, CMST quantified “Must Have List (MHL)” items valued at MK24 billion, which surpassed the total health budget.

“It is important to note that this isn’t CMST budget, but an estimate of requirements for MHL items based on past consumption by hospitals. Ministry of Health conducts a quantification exercise to determine annual requirements for drugs for public hospitals and data among other factors, informs the annual budgeting process.

“Currently, the drugs supplied to all heath facilities,are within the approved budget. All hospitals are being supplied based on authorization from the Ministry of Health and National Local Government Finance Committee, who are the budget holders”, CMST Spokesperson Herbert Chandilanga said.

Surprisingly, Finance Minister Goodall Gondwe, disclosed the coffers are dry for government increase the budget now to meet the MHL requirements, and said there is nowhere else the funds could come.

The drug shortfall reports, has not surprised the Parliamentary Committee on Health Chairperson Juliana Lunguzi, who said that her committee raised the same issue during debates on the national budget that funds for Malawi drug requirements were on the lower side.

Lunguzi expressed worry over the situation despite calls for the Finance Minister to do something before things got out of hand.

Out of 23 district hospitals, about 21 have exhausted their drug budgets, and they are now taking drugs from CMST hoping to pay in future.

CADH opens counseling centre in Lilongwe, scales up diabetes & hypertension services

LILONGWE-(MaraviPost) – A local organization in Malawi, Community against Diabetes & Hypertension (CADH) this week opened the much awaited counseling centre in the capital Lilongwe, with the central quest to upscale awareness campaigns on diabetes.

Located at Biwi Township in the capital, the centre is the first of its kind to daily provide counseling, examination and testing of hypertension and diabetes patients.

The opening of the facility comes amid negative reports that most Malawians do not know about diabetes, the disease which is claiming many lives hence. There has also been the unmet need for curriculum integration in Malawi’s primary schools.

A CADH recent study revealed that 90 percent of men do not patronize peer groups on diabetes educator. This prompted the organization to revise and introduce its new Supporting Peer initiatives and opening the counseling centre.

These two approaches are aimed at directly giving diabetes patients with vital health messages for Lilongwe urban and rural dwellers.

In an interview with The Maravi Post, CADH Founder Olive Kadzakumanja, who is a retired midwife nurse, said the facility has been her life dream to serve the community.

Kadzakumanja who has championed the establishment of 17 Diabetes clubs (whereby in each group has over 50 registered members across the central region), expressed sadness over the rate the disease was harshly affecting the communities.

She said that through the CADH mobile, community clinics aims to reach and help many diabetic patients in the central region; and through the counseling and testing services, the CADH would help reduce the disease’s escalation.

“The country is loosing many lives due to lack of proper messages through counseling.  The centre will provide such services closer to the community,” she said.

In her remarks, Julian Lunguzu, who is the Chairperson for the Parliamentary Committee on Health, commended the CADH for the initiative and said its opening is timely as it will save many lives.

Lunguzi who is also a Member of Parliament (MP) for Dedza East, then challenged the various authorities in the health sector to support the facility’s operations with the required resources.

She assured the public that her committee will lobby for more funding on Non Communicable Diseases (NCDs) which include diabetes, cancer and hypertension and that such funds should reach the community initiatives such as the CADH.

“The country’s fiscal year plan is usually not clear as to how much must be allocated to NCD sector where diabetes, cancer, High Blood Pressure among others, are not given enough resources for peoples’ proper medication and awareness,” Lunguzi said.

Lunguzi said that for screening alone, diabetes, requires US$75, while its management needs US$51 but reported that this was not allocated in the national budget.

“Such lack of commitment on provision of enough resources for this alarming and emerging chronic disease, continues posing threat to people in the country”, Lunguzi said.

CADH is a local organization that serves local communities in awareness for the prevention and treatment of diabetes and hypertension whose main objective is to improve the lives of people affected by diabetes in its prevention, management and cure targeting communities, religious groups, primary secondary, and tertiary education.
