BLANTYRE-(MaraviPost)-The Inspector General (IG) of Police, Merlyn Yolamu has interdicted Sub-Inspector Susan Kachinga over libel, contrary to Section 200 of the penal code pending an investigation.
Kachinga was arrested alongside two other women for allegedly circulating false news on social media, which linked Information Minister Moses Kunkuyu to the murder of a Coca-Cola beverage company manager Allan Witika.
In a wireless message sent to the police leadership and stations across the country, Yolamu says Kachinga will proceed with interdiction on full pay.
The circulated WhatApp Voice Note (VN), alleges that Information Minister Kunkuyu sent his Personal Assistant (PA) Lester Maganga to kill the late Witika for going out with his (Kunkuyu) lover (Second wife-MG2).
Maganga eventually executed the assignment by killing Witika on September 20, 2023, in Area 15 in the capital Lilongwe.
After a month of a manhunt, Malawi Police arrested Maganga after confessing to having killed the late Witika for the same reasons Kunkuyu is being linked to.
Following WhatsApp VN, the law enforcers disputed the allegations against Kunkuyu with a warning to arrest anyone behind the circulation.
Kachinga and the other two women were arrested for cyberbullying charges and were later released on bail.
Meanwhile, the case of the three women returns before Blantyre Chief Resident Magistrate Chisomo Msokera today, Wednesday, November 1.
However, the suspect in the Witika murder case, Maganga remains on police remand as the state pleaded with the court for three months of detention to conclude the investigation.
BLANTYRE-(MaraviPost)-The Centre for Democracy and Economic Development Initiatives (CDEDI) has written Parliamentary Committee on Public Appointments (PAC) to summon Police Inspector General over the current security lapses in the country.
In a letter made available to this publication which has been copied to Leader of Opposition, Kondwani Nankhumwa and Homeland security Minister Ken Zikhale Ng’oma, Executive Director for CDEDI Sylvester Namiwa says the calls are for Parliament to at least share the pain Malawians are enduring as they are living a life of uncertainty, day and night.
“Going by the situation on the ground, it is our humble appeal that this important matter should be given priority and prominence it deserves on Monday February 27, 2023 by being raised in the National Assembly as a matter of national concern when the House resumes its deliberations,” he said.
Currently Malawians are their own witnesses on how dangerous it has become to live in this country as it has degenerated into a crime scene and that almost each and every citizen has been affected either directly or indirectly with the security breakdown.
Namiwa has since appealed to PAC to invoke its constitutional powers to summon the IG to appear before the committee and explain herself to Malawians on why she deserves to continue drawing tax payers’ money from the public purse, when it is apparent that she does not have any clue whatsoever to curb the current security breakdown.
“It is against this background that CDEDI is reporting back to your committee that Malawians are living in fear of their own lives and property and therefore, do not see any reason why they should continue keeping Yolamu at Area 30,” he said.
In the interest of transparency and accountability, Namiwa has also challenged PAC Chairperson to tell the nation if at all the interview PAC held with Yolamu was rigorous enough, and whether or not Malawians were given a raw deal.
After President Lazarus Chakwera appointed Merlyn Yolamu as the Inspector General, PAC met on August 3, 2022 to interview the prospective IG.
According to media reports, Yolamu amassed 17 out the 18 votes from the 21-member committee.
“Satisfied with such a performance, your committee proceeded and recommend her before the August House that subsequently confirmed her on August 5, 2022. Therefore, we at CDEDI and indeed the general public would like to believe that the aforementioned process was a genuine one and not just a waste of time and public funds. In the same vein we would like to believe that there must be a good reason why such requirements were put in place in the first place,” says Namiwa.
PAC Chairperson Joyce Chitsulo has confirmed receipt of the letter from CDEDI.
LILONGWE-(MaraviPost)-Concerned Malawians citizens have planned demonstration on Wednesday, November 30, 2022 in the capital Lilongwe seeking justice on the suspicion death of Rwandan national Emmilie Halimana Noel.
Group leader Wells Khama told the news conference on Tuesday that the protest aimed at forcing Inspector General (IG) of Malawi Police Service (MPS) Merlyn Yolamu to effect the arrest of suspects connected to the mysterious death of Lilongwe-based-businessman.
Noel aged 31, a Malawian citizen of Rwandan origin was allegedly died in a road accident in Lilongwe along the M1 road around the Kanengo Northgate area on October 17, 2022.
The peaceful demonstrations will be held on Wednesday, from 09:30hrs, starting from the Kamuzu Central Hospital Roundabout passing through Bisnowatty, all the way to the Presidential Drive Roundabout up to the Parliament Building main entrance.
The petition will be delivered to the Chairperson of the Parliamentary Committee on Defense and Security.
“We the concerned citizens, would like to inform the Lilongwe business community and all well-meaning Malawians that all is set for the Chilungamo chioneke pa infa ya Emmilie demonstrations slated for Wednesday November 30, 2022 in Lilongwe.
“We have arrived at this decision after it became apparent that the MPS is not only reluctant to act, but has also crossed the line by shielding the suspects,” says Khama.
He added, “Now, as country the national security remains the only thing that we should all safeguard jealously. Today is Emmilie we are not sure who will be next! As a country we should not tolerate bad apples in the police service to dent our image because of their love for money in exchange for justice.
“It is important to point out that Malawians are living in fear not only due to the increase in crime rate but also due to the fact that the police have resorted to protect rich suspects from facing justice”.
“It is for this reason that we are appealing to the Defense and Security Committee of Parliament to summon the IG Yolamu to explain to the nation why the service is shielding suspects in a straight forward cases like this one.
“Last but not the least, We the Concerned Citizens, reiterate the vow to fight for justice to prevail on the death of Emmilie,” dares Khama.
LILONGWE-(MaraviPost)-Some of the country’s concerned citizens are planning demonstrations against Malawi Police Service (MPS) failure to arrest suspects involved in the murder of Burundian Emmillie Halimana Noel.
The demonstrations come barely a week after the grouping gave the service to act the matter with urgency.
Addressing the new conference on Monday, November 14, 2022 in the capital Lilongwe, the group leader Wells Khama said the demonstration targets MPS’ Inspector General (IG) to take the matter serious arguing life was lost.
Khama warned that if IG will not act upon petition presentation the grouping will physically arrest the murder suspects.
“We the concerned citizens, hereby remind the Malawi Police Service (MPS) that the seven days ultimatum issued on November 7, 2022 has expired with very little action on our demands for the MPs to arrest suspects connected to the mysterious death of Lilongwe-based businessman, a Malawian citizen of Rwandan origin, Emmilie Halimana Noel 36, who allegedly died in a road accident in Lilongwe along the M1 road around the Kanengo Northgate area on October 17, 2022.
“To say the least, we are not shocked, and neither are we amused by the conduct of the police on the matter. If anything we feel vindicated that those people connected to the incident are protected by the law enforcers for reasons we all can guess,” worried Khama.
He observes, “This came very clear in one of the reactions by the police that they have two autopsy reports when actually they know that initially the alleged fatal accident was never reported to the police, therefore those people parading the other report are the prime suspects on the mysterious death.
“It is clear that the police are now running out of excuses as to why they are not arresting the suspects when Malawians have a million cases where the police have denied suspects bail apparently to finish investigations and they are here in this case trying hard to finish investigations before making arrests in a serious case where a life was lost”.
Warned Khama, “It is for this reason that, we the Concerned Citizens, reiterate the vow to fight for justice to prevail on the death of Emmilie. We hereby, intend to take a second step which is holding peaceful demonstrations on November 23, 2022 in Lilongwe where a petition will be hand delivered to the Inspector General of Police (IG) Merlyn Yolamu at Area 30.
“In an event that the police will not act after presenting the petition to the IG, we will be forced to effect citizen arrest by picking the suspects named in the autopsy report which is in our possession”.
With a trace of sequence of events surrounding investigations and progress of mysterious deaths especially of foreign nationals, Centre for Democracy and Economic Development Initiatives (CDEDI) has as written Malawi Human Rights Commission (MHRC) to institute an enquiry.
In a letter addressed to MHRC Executive Secretary, Habiba Osman, CDEDI wants progress on how the Malawi Police Service (MPS) is handling matter of mysterious deaths involving refugees and asylum seekers, a case in point being the recent killing of Emmillie Halimana Noel, who at first was reportedly to have died of road accident but later on through postmortem discovered that it was strangulation.
