
LILONGWE-(MaraviPost)-One of the country’s human rights defenders Billy Mayaya has written Anti-Corruption Bureau (ACB) to probe on attempted corruption by a Indian business man Chandra Shekhar More.
In letter seen, Mayaya wants ACB to investigate on how Mr More wanted to use him with MK60 million to convince Homeland Security Minister Richard Chimwendo Banda allow (Mr. More) to return back to Malawi after deported years ago.
Below is the full letter Mayaya has penned ACB on Mr More’s attempted corruption:
I, Dr Billy Abner Mayaya, a Bona Fide Human Rights Defender would like to report an attempt to corrupt Hon Richard Chimwendo Banda through me by Mr Chandra Shekhar More, a person of Indian origin who alleged invested in a company in Malawi in 2005 known to have been located at Njewa.
For unknown reasons, Mr More was deported from Malawi for allegedly using a racial slur against Malawian nationals.
Since his deportation, Mr More has attempted to use all means necessary to change his Prohibited Immigrant Status with the aim of returning back to Malawi.
It was around 22 December 2020, when I received a WhatsApp message from Mr Chandra Shekhar requesting me to assist him by calling the Minister of Homeland Security Hon Richard Chimwendo Banda, who is in charge of immigration matters, to issue an order to reverse Mr Chendra Shenkhar More.
For these efforts, he promised a total inducement of MK 60 million (sixty) Malawian Kwacha. The amount would be divided into equal amounts of MK 30 million kwacha with the first half being given to the Minister and MK 30million to myself.
Believing that such an inducement is a serious act of criminality as well as a clear contravention of the Corrupt Practices Act, I decided to record any further subsequent calls from Mr Chandra Shekhar More using my mobile phone.
I, therefore, have it on electronic record clear evidence of him making this offer to the Honourable Minister and myself.Having received the offer and since I had no option to record the call.
I called him again and acted as if I was with the minister and he says back what he was to offer. I have therefore recorded the offer on a second attempt and I hereby present it to your kind bureau.
It is, for this reason, that I am presenting this evidence to the Anti-Corruption Bureau to undertake a probe into the matter.
