Mutharika’s cabinet ratings in five months: Who needs firing, and be maintained?

LILONGWE—(MaraviPost)-Five months after President Peter Mutharika was sworn in for his second stint in office following his victory in the September 16, 2025, elections, the initial political honeymoon is well and truly over.

In what was described as a “war-time cabinet” needed to rescue a struggling economy, expectations were sky-high.

Now, as the government settles, a clear picture of who is delivering and who is struggling has emerged.

In an exclusive assessment, we evaluate the performance of the cabinet ministers rating them from 0 (lowest) to 10 (highest) based on visibility, policy impact, and delivery on their portfolio mandates.

Who needs firing?

The Top Brass: A Struggle for Relevance

At the apex of government, the performance of the two Vice Presidents tells a tale of contrasting challenges.

Dr. Jane Ansah (Vice President) is rated 4/10.

While highly qualified on paper, Dr. Ansah has struggled to carve out a political identity. Her tenure was immediately rocked by a public outcry over an expensive trip to the UK, which sources say was linked to her husband’s birthday.

Sources within Capital Hill indicate she has since been stripped of many key duties. “It is difficult to rate her when her office is largely directed by the State President,” one political analyst noted. It is becoming clear that the former jurist is yet to master the inner politics of the DPP.

Enoch Kamzingeni Chihana (Second Vice President) is rated 5/10.

Chihana’s position remains a political anomaly. Appointed as a thank you to the Alliance for Democracy (AFORD) for joining the Blue Alliance with the DPP, his role appears ill-defined . “Nobody knows what he is doing,” remarked a political commentator. While he attempts to stay relevant, his public addresses have been criticized for divisive rhetoric. In a struggling economy, many now view the office of a Second Vice President as an unnecessary drain on public resources, a sentiment echoed by analysts who previously questioned the need for the role .

The High Flyers (7/10 – 8/10)

While many are struggling, a handful of ministers have stood out for their competence and steady hands.

Leading the pack is;

Dr. Ben Malunga Phiri (Local Government and Rural Development) with a rating of 8/10.

Described as “always available and ready to work,” he appears to have a clear vision for decentralisation and grassroots development. This is despite past controversy surrounding his appointment, given his previous arrest on corruption charges in 2021 .

Dr. Jean Mathanga (Natural Resources, Energy and Mining) also scores an impressive 8/10.

She has been highly active since assuming the role. The government credits her with easing fuel problems, and she has been at the forefront of sorting out Malawi’s mining issues. However, the persistent electricity problems remain a major challenge that needs urgent work.

Joseph Mwanamvekha (Finance) and Honourable Roza Mbilizi Fachi (Agriculture) both secure a solid 7/10.

Tasked with the rescue of the Malawi economy, Mwanamvekha’s strategy looks promising so far, even if his focus on taxation is unpopular with the populace. He is experienced and has a vast network, though his reappointment raised eyebrows among donors due to past abuse of office charges.

Meanwhile, Fachi has settled into the Agriculture ministry extremely well. She “knows what she is doing” and is widely regarded as one of the best-performing ministers in a critical sector.

Bright Msaka (Education) and Honourable George Chaponda (Foreign Affairs) also rate 7/10.

Msaka is doing well, bringing his vast experience in running government to the education sector. Chaponda, a “seasoned diplomat,” knows the ins and outs of international cooperation. However, his return to the cabinet continues to stoke fears among international partners regarding impunity, following his dismissal during the “maizegate” scandal .

The Mediocre Majority (4/10 – 6/10)

The bulk of the cabinet falls into this category, showing glimpses of competence but hampered by controversies, lack of visibility, or political overreach.

Peter Mukhito (Homeland Security) gets a 5/10.

Expectations were high given his background as former Inspector General of Police. While he has sorted out the chaotic passport issues, high-profile cases—such as the killing of a medical doctor in Blantyre and the abduction of a businessperson—remain unresolved. Furthermore, political arrests of opposition figures have raised questions of political persecution, a charge also levelled against his deputy.

Norman Chisale (Deputy Minister, Homeland Security on Operations) also scores 5/10.

The President’s former bodyguard is accused of trying to juggle too many roles. While he has assisted in the passport crisis, his military background has not yet translated into visible security improvements. Critics accuse him of focusing on targeting opposition leaders rather than genuine criminals.

Shadrick Namalomba (Information) is rated 5/10.

Once a firebrand in opposition, he has lost some of his spark now that he is in government. While he is available to the media and responds to events on time, the promised reforms at the Malawi Broadcasting Corporation (MBC) are yet to materialize .

Madalitso Baloyi (Health) gets a 6/10.

A rare technocratic appointment, she has done well so far. However, she faces enormous headwinds, including a critical shortage of drugs in hospitals and the thorny issue of doctors who own private hospitals while working in public service.

Joel Chigona (Labour) gets a 6/10.

A known grafter, he is described as a man of action who talks less. However, he has been too quiet, failing to highlight his work in a ministry that carries heavy expectations. He is inevitably compared to his predecessors such as, Vitumbiko Mumba, who set a high bar for visibility and delivery in the Labour portfolio.

Alfred Ruwan Gangata (Sports) is rated 3/10.

A victim of constant reshuffling, he has moved from Minister of State, to Natural Resources, and now to Sports within five months. While vital for DPP dominance in the Central Region, he is a political novice who has a lot to learn before he self-destructs .

Feston Kaupa (Defence formely Transport) and Chimwemwe Chipungu (Lands) languish at the bottom with 4/10 and 3/10 respectively.

Kaupa is virtually unknown to the public, and crucial decisions on the state of Malawi’s roads are pending. Chipungu, moved from Defence, has not been heard of in terms of land reforms.

Outlook

President Mutharika had previously warned his team that there is “no time to feast,” declaring war on lazy and corrupt ministers.

With this mixed report card, it remains to be seen if the underperformers will be given time to improve or if the axe will fall in the next reshuffle.

For now, Malawians are watching, and the verdict is clear: loyalty alone will not fix the economy.

Phiri accuses Chithyola of presiding over ‘massive plunder’ in explosive SONA showdown

LILONGWE-(MaraviPost)-A heated exchange erupted in Parliament during debate on the State of the Nation Address (SONA) as Minister of Local Government and Rural Development Ben Malunga Phiri launched a blistering attack on Leader of Opposition Simplex Chithyola Banda, accusing him of presiding over “a lot of plunder” during his tenure as Minister of Finance.

Phiri, speaking amid rising tension in the House, alleged that Chithyola Banda oversaw financial mismanagement that contributed to economic challenges currently facing the country.

He questioned the moral authority of the opposition leader to criticise the present administration, arguing that accountability must begin with those who previously held key financial portfolios.

The remarks sparked murmurs and sharp reactions from opposition benches, with members rising to defend their leader.

The confrontation added dramatic intensity to the SONA debate, which has already been marked by partisan exchanges over the state of the economy, public debt, and service delivery.

Chithyola Banda, however, has consistently maintained that the opposition’s role is to provide checks and balances, insisting that government must take full responsibility for current economic hardships.

The clash underscores deep political divisions in the House as lawmakers continue scrutinising the President’s address and the broader direction of the country.

Ben Phiri hails fellowship selection as great honour

BLANTYRE-(MaraviPost-Former Minister of Local Government and Rural Development, Ben Phiri, has described his selection as one of the inaugural African Senior Fellows in Global Health Communication Leadership as a great honour.

In an interview with Maravi Post,Phiri said the fellowship provides an opportunity to advance innovative health communication strategies across Africa, with projects targeting critical issues such as climate change and its impact on HIV, tuberculosis, and non-communicable diseases.

He joins other distinguished fellows, including Yewande Alimi of the Africa Centres for Disease Control and Prevention and Dr. Jepchirchir Kiplagat of Moi University in Kenya.

The programme is hosted by the University of Southern California’s (USC) Annenberg Center on Communication Leadership and Policy, in collaboration with the Institute on Inequalities in Global Health and the Keck School of Medicine.

In a joint statement, USC collaborators Jonathan Cohen, Adam Powell, and Jung-hwa ‘Judy’ Kang said the initiative is designed to ‘build bridges between health policy and the people most affected by it.’

Opposition parties tear apart Chithyola’s fiscal plan: Not convinced with empty measures to fix ailing economy

LILONGWE-(MaraviPost)-Malawi’s economic recovery is still a significant challenge, according to the United Democratic Front (UDF), acknowledging the nation’s deep suffering.

UDF Spokesperson Ismail Mkumba made the remarks in the August House in response to the Finance Minister Simplex Chithyola’s budget statement.

Mkumba reported that UDF has identified significant problems with the 2025-2026 fiscal year budget’s emphasis on ‘Consolidating Gains, Strengthening Resilience, and Inclusivity for Accelerated Social Economic Transformation’ with apprehension.

He said the party is not convinced that the economic transformation characterized by a 3.2% growth rate will be achievable.

Mkumba added that the estimated inflation rate of 24% from the current 32.3% is rather unrealistic given the current high food inflation rate and an uncontrollable pricing regime which has held hard working Malawians at ransom.

The legislator stated that they have taken note that the National Budget makes recurring incorrect assumptions about economic growth rates year after year, which has also been acknowledged by the Minister in his Budget Statement.

“We are not convinced that the economic transformation characterized by a 3.2% growth rate will be attainable due to foreign exchange imbalances, unrealistic borrowing, and overreliance on foreign aid, among others,” said Mkumba.

He expressed concern about the prolonged imbalance of foreign exchange reserves as a result of the limited capacity to export high-value goods and services.

Mkumba therefore lauded the latest measures taken by the Minister of Trade and Industry, Vitumbiko Mumbo, through the Prohibition Order of 2025 to reduce imports of products that can be produced locally.

The UDF feels that local producers have neither been equipped nor encouraged to meet the growing local demand for foreign goods and services, thereby endangering the very local consumers and industries that the government is trying to protect.

He therefore said overreliance on foreign sources to finance our development expenditure puts our budget in jeopardy questioning independent attained in 1964 as we continue to rely on donors instead of developing mechanisms to finance the development of this sovereign estate through a surplus budget.

In his remarks, Democratic Progressive Party, (DPP) Finance Spokesperson,Ben Phiri said 2025- 2026 budget is a pack of lies and is a heap of senseless fiscal promises that will again not be delivered.

Phiri said MCP wishes to continue with its fiscal deceit and budget hypocrisy.

He adds that 20025-2026 Budget has an economic context of MCP’s broken promises and lies as Malawians were told by MCP that the economy would improve within 2 years.

“since June 2020, DPP has been providing constructive advice on how to manage the economy, but sadly the MCP chose not to listen, it opted to run the economy in their own MCP way, they deployed the new economic theory called SOSISA which was and I believe shall remain the most meaningless theory,”said Phiri.

He therefore the national budgets are also failing because MCP is making people borrow money from commercial banks at high interest rates with Reseve Bank policy rate of 26%.

Richard Chimwendo Banda threatens to deal with members of the opposition.

LILONGWE Maravipost: The Leader of the house, Richard Chimwendo Banda, has threatened to deal with Opposition members if they continue to cross the line.

Chimwendo made the remarks soon after Sammer Suleiman, a lawmaker from Blantyre City South East, dared the president to resign for lying to Malawians.

Suileman proposed that the president should be impeached for violating the oath of office, which is contrary to the country’s constitution.

“The president is being sworn in, and he pledges to uphold the constitution and lead Malawians in faithful and just manner,” said Suileman.

On behalf of the opposition side Thyolo Central, Ben Phiri said that Christopher Manja,lawmaker for Salima South, refusal to leave the house after the speaker placed a 105 order was uncalled for.

Phiri said it is a gross indiscipline that needs the business committee to look into it. Failure to adhere to the rule is a gross indiscipline, and no opposition member will ever use the same standing order.

Several members stood up in protest of the leader’s provocation, but Manja removed his jacket during the chaos, which caused the 2nd Deputy speaker to use the standing order.

Meanwhile Parliament has been suspended for 30 minutes for the members to calm down after the chaos and both sides are doing some caucus.

Thyolo Parliamentarians call for Pacific Limited’s borehole rehabilitation support

BLANTYRE-(MaraviPost)-The Parliamentarians for Thyolo Central, Ben Phiri and his counterpart Mavuto Sandram Scott of Thyolo South constituency have appealed for support from Pacific Limited to help in repairing broken boreholes in their respective areas.

The lawmakers told The Maravi Post in separate interviews that the majority of boreholes in their areas broke down some time back a development that has been forcing people in their areas to walk long distances to fetch water.

“You know we are required to use only about ten percent of our Constituency Development Fund (CDF ) to carry out some borehole repairers in our areas. This is quite a smaller location as we are also required to construct some new boreholes with the same amount”, said Scott.

Echoed the same, Phiri said the situation has forced the majority of people in his area to draw water from unprotected sources thereby exposing themselves to various waterborne diseases.

Their remarks come against the background of continued efforts by the Pacific group of companies to rehabilitate broken boreholes across the country for free as part of its corporate social responsibility.

Meanwhile, Managing Director for Pacific Limited Faisal Aboo has vowed to look into the lawn makers’ concerns as it fulfills its commitment across Malawi.

Currently Pacific Limited is maintaining broken boreholes in Nsanje Lalanje and Zomba Likangala constituencies after spending the entire part of 2013 2023 in the central region doing the same.

The Pacific Limited borehole rehabilitation project was launched in 2015 and so far it has rehabilitated over 7000 boreholes for free as part of its corporate social responsibility.

Cyclone Freddy’s response: Chibuku Products aids cement towards Thyolo Central survivors’ house construction

BLANTYRE-(MaraviPost)-In its response to Cyclone Freddy’s impact, Chibuku Products Limited on Wednesday, November 1, 2023, donated 200 bags of cement towards the construction of ten houses for Thyolo Central Constituency’s survivors houses.

The donation comes after the constituency’s legislator Ben Phiri initiated a resources mobilization campaign towards the project.

Speaking at its Blantyre offices, Chibuku Products Limited’s Brand Manager a Mr. Chimtengo after the donation, commended Thyolo parliamentarian Phiri for coming up with the initiative to build houses for those affected by Cyclone Freedy hence the need for support.

“Chibuku product is a friend to the people of Thyolo and the nation at large. We believe in social responsibility and giving back to our customers. When we heard that Thyolo Central was having a self-initiative led by its lawmaker to rebuild what was lost.

“We came in and helped with 200 bags of cement to construct houses for victims of the disaster which left many people homeless. We came in just as we did during the pick of the cyclone by donating food items to the victims of Thyolo Central”, said Chimtengo.

On his part, Phiri who is also an opposition Democratic Progressive Party (DPP) senior member lauded Chibuku products for timely support.

“Chibuku Products has come at the right time to the rescue of Thyolo district hospital by refurbishing ambulances that were grounded for the district hospital when he approached them for assistance together with K Motors

He therefore assured the company that the donated cement would be used for its intended purpose.

Cyclone Freddy response: Thyolo Central lawmaker Ben Phiri constructing houses for survivors

BLANTYRE-(MaraviPost)-Member of Parliament (MP) for Thyolo Central constituency Dr. Ben Malunga Phiri is constructing ten houses for cyclone freddy survivors, we have established.

On Friday, April 21, 2023 Phiri went on the ground to inspect the progress of the project which is taking shape and hopes will help to solve the problem of accomodation, which freedy victims are facing .

In an interview with our reporter during the inspection tour.

Phiri said he is happy that the project is progressing on well and will help over ten families for a start.

“I want to thank family and friends for making this possible, on my own i could have not managed to raise funds to construct these houses, this has been possible because of my family and friends. I want to extend my gratitude, to them. They have saved hundreds in time of need and their help is timely” Said Phiri.

Phiri hopes that many people and friends will come in and pump in more resources to construct more houses to reach the hundreds that are now in camps.

Thyolo central is one of the areas that was badly affected by Cyclone Freddy which has seen thousands misplaced and hundred losing lives.

Cyclone Freddy response: Former Malawi leader Joyce Banda donates to Thyolo Centre survivors

BLANTYRE-(MaraviPost)-Malawi’ Former State President Dr.Joyce Banda and Right Hon.Richard Banda SC Retired are today cheering cyclone freddy victims in Thyolo Central Constituency.

The Banda’s were welcome by incumbent parliamentarian for opposition Democratic Progressive Party (DPP) and former Minister Ben Phiri fondly knows as Field Marshal

Among other things, Dr.Joyce Banda popularly known as JB donated Blankets , bags of maize , bales of sugar, soya pieces, vitameal packets and gave words of encouragement to the victims of fredy.

As that is not enough, the former president shocked the fredy victims when she went ahead to personally gave out MK1,000 to the 500 families to be used for milling the donated maize.

On behalf of the survivors, lawmakers Ben Phiri thanked the former President for remembering the people of Thyolo central in her diary.

“I want to thank you Madame President for visiting my constituency to cheers the people i was called to serve, as you can see, these people are in dire need of basics and words of comfort. Your coming means alot to them and i want to extend my thanks giving on their behalf,” said Phiri.

Thyolo central is one of the worst hit areas by Cyclone Freddy and there is an appeal for well wishers to continue coming in with different relief items to serve the victims who are suffering .

LILONGWE-(MaraviPost)-Former Cabinet Minister and Democratic Progressive Party Field Marshall who is also a member for Thyolo Central Constituency, Dr. Ben Malunga Phiri has hit at President Lazarus Chakwera’s Tonse Alliance government describing it as corrupt, careless and incompetent in managing government money which belongs to poor Malawians.

Phiri was speaking in the National Assembly on Thursday, November 24, 2022 following a leaked document which is circulating showing that Tonse government carelessly gave a guarantee of US$170 million (about K180 billion) for fertilizer to a UK based company which is bogus.

According to information that this publication has obtained, Phiri queried the seriousness of Chakwera’s Tonse government to give a guarantee of huge sums of money in billions to a nonoperational company with less than one year of being registered in United Kingdom, a clear sign that the government is careless and insensitive in managing public funds.

“The way this whole thing was done, there is no two ways about it that there is someone behind it and I can say without fear of anything that there is someone behind it. If we are going to dig down we will find that there is something that is wrong”, said Phiri.

He added, “We have established that Auzano as a guaranteed financier would borrow the US$170 million on behalf of Malawi government and if the company would disappear,

“It is Malawians that would have a burden to pay for this huge for the sins committed by few corrupt individuals in Malawi Congress Party (MCP)-Tonse Alliance government”.

Finance Minister Sosten Gwengwe admitted that government gave a US$170 million sovereign guarantee to UK-based Auzano Capital Management to extend a facility to Smallholder Farmers Fertilizer Revolving Fund of Malawi (SFFRFM) for financing procurement and transportation of 350 metric tons of fertilizer for the 2022/23 farming season and that the cabinet which comprise President Chakwera approved.

Chakwera’s Tonse government is in total shame following numerous scandals just two years in power.
