Malawi Law Society chides President Mutharika for kicking Chilima out of cabinet; says its illegal

BLANTYRE-(MaraviPost)-The Malawi Law Society (MLS) on Thursday accused President Peter Mutharika for kicking out his deputy Sauolos Chilima of the cabinet arguing that the decision is illegal.

The society President Alfred Majamanda bashed President Mutharika for violating Section 92 (1) of the constitution.

Majamanda observed that according to the supreme law of the land, the vice president must be in the cabinet either he/she is good terms with the President or not.

Chilima has been sacked out of the cabinet when he is in Dubai.

President Mutharika on Wednesday evening kicked his deputy Chilima out of the cabinet in the latest reshuffle.

President Mutharika also removed Ana Kachikho, former Lands Minster replaced her with Jean Kalirani who was Gender Minister.

Another casualty is Mukumbwa as new comers include Welani Chilenga who is now the deputy Natural Resources Minister while Charles Mchacha is the deputy minister of newly name Homeland Security (formerly Home Affairs and Internal Security).

Kalekeni Kaphale is back into the cabinet as Attorney General (AG) replacing Charles Mhanga who according to Chief Secretary to The Government Lloyd Muhara, the latter resigned.

Mhango resignation comes a day after the former AG failed to block the United Transformation Movement (UTM) from being registered at the High Court.

Nicholas Dausi has been shifted from minister of information and communication technology to minister of Homeland security (ministry renamed and Dodma to be transferred to this ministry).

Henry Mussa is now minister of information and communications technology, Jean Kalilani has been appointed minister of Lands, Housing, and Urban development.

Francis Kasaila is now minister of industry, trade and tourism, Grace Obama Chiumia has been appointed as minister of Labour, Youths, Sports and public works, Cecilia Chazama to minister of Gender, Children, disability and social welfare.

Atupele Muluzi, Jappie Mhanga, Bright Msaka, Samuel Tembenu, Emmanuel Fabiano, Joseph Mwanamveka, Goodall Gondwe, Kondwani Nankhumwa and Aggrey Massi have retained their ministerial posts including health, Transport, Education, Constitutional Affairs, Foreign Affairs, Agriculture, Finance, Local Government and Natural Resources respectively.

Malawi Govt withdraws VP Chilima’s security details

LILONGWE-(MaraviPost)-The Malawi government has withdrawn the Vice President Saulos Chilima’s security detail with immediate effect starting, July 25, 2018.
The decision comes immediately after Chilima announced that he had resigned from the ruling Democratic Progressive Party and launched a new party to stifle a challenge from his boss, President Peter Mutharika
A letter signed by Chief Secretary to the government Lloyd Muhara, addressed to all Principal Secretaries, and Heads of Departments, government said it will only accord privileges to the Vice President when he is performing government functions.
“In compliance with the legal requirement, I wish to remind all the addressees that the Right Honorable Vice President should only be accorded such privileges and benefits as prescribed by law whenever government is performing government business,” reads the letter in part without specifically mentioning the privileges that have been stripped off.
The  vice president’s spokesperson Pilirani Phiri confirmed the development on late hours of  Wednesday.
“It’s true that today we were informed that the Vice President will not be accorded some of privileges his office is entitled to including his security,” said Phiri.
The decision is not surprising to many because government has in the last few months been at daggers drawn with Chilima over a leadership wrangle in the ruling party.
Two weeks ago, the President dropped Chilima as a minister in charge of disaster preparedness and moved the portfolio to OPC.
Chilima has also been boycotting all government functions.
Last Saturday Chilima launched the United Transformation Movement in Lilongwe where he warned that he would arrest anyone reported to have become rich corruptly.
This coming Sunday, Chilima is set to launch the movement at Njamba Park in Blantyre.

Chief Secretary to govt, President Mutharika fights over IG of Police appointment

President Peter Mutharika and the Chief Secretary to the Government have contradicted each other on the appointment of acting Inspector General Rodney Jose.

In a statement signed by Mutharika’s Press Secretary Mgeme Kalilani, State House said Jose’s appointment was necessitated by Kachama going out on a 90-day annual leave.

The statement said Kachama’s annual leave which began on April 1st will take him to the date of his retirement on 30th June, 2018.

“What His Excellency the President Prof. Arthur Peter Mutharika has done therefore, is simply to appoint the Deputy Inspector General of Police; Mr. Rodney Jose as Acting Inspector General of Police to fill the gap created by the aforementioned administrative arrangement.

“The decision to appoint an Acting Inspector General of Police is meant to avoid a leadership vacuum in the Police service while Dr. Kachama is on leave pending retirement,” said Kalilani in the statement.

But in a letter to Kachama dated February 28, Chief Secretary to Government Lloyd Muhara said Kachama has 36 leave days which he needs to exhaust before retiring.

The 36 days of leave would not take Kachama to 30th June – the date of his retirement – hence the appointment of Jose seems to have been fast-tracked.

Muhara in the letter advised Kachama to proceed on leave during which he will also wait for retirement, essentially sacking him.

Mutharika launches Malawi development blueprint, says MGDS III ‘a manifesto of the nation’

President Prof Arthur Peter Mutharika on Tuesday launched the Malawi Growth Development Strategy (MGDS) III, a national development blueprint which he has described it as a manifesto of the nation, saying it represents the collective hopes and dreams of the people, the convictions and aspirations of the country.

Mutharika made the remarks at Kamuzu Palace in Lilongwe when he launched the the strategy which focuses on spurring growth and removing barriers to development in agriculture, water development and climate change management; education and skills development; energy, industry and tourism development; transport and information and communications technology (ICT) infrastructure as well as health and population.

He said the strategy is the country’s homegrown policy for developing the country and as such its implementation should be a collective responsibility of all stakeholders involved.

The MGDS 111 is the medium term strategy designed to contribute to Malawi’s long term aspirations. The strategy covers a period of five years from 2017 to 2022 and is a successor to the MGDS 11 which was implemented between 2011 and 2016.

Mutharika said it is important to make Malawi a producing and exporting nation in order to make this manifesto a reality.

“We want to become a productive nation by increasing agricultural production and sustainability with better water management and irrigation. We are moving beyond rain-fed subsistence farming to make commercial agriculture the catalyst for industrialization,” he said.

In order to make Malawi a competitive nation, president Mutharika emphasized on the need to increase energy generation as well as improve transport and ICT infrastructure.

Not only did Mutharika say the strategy is an instrument for implementing the country’s national goals in the medium term but also an instrument for implementing specific Sustainable Development Goals.

“This is a homegrown development strategy that drives our national agenda in harmony with the international community,” he said.

Minister of Finance, Economic Planning and Development, Goodall Gondwe said the strategy is important in the development agenda process and as such all stakeholders should be involved in order to make it a success.

“MGDS III is built around a theme that aims to improve productivity, turn the country into a competitive nation and develop resilience to shocks and hazards,’ said Gondwe.
The strategy has been prepared at a time Malawi has been experiencing multiple shocks including floods, drought and financial crises. It is for this reason that the theme of the MGDS III is ‘Building a Productive, Competitive and resilient Nation.’

Chief Secretary to the Government, Lloyd Muhara said the strategy has potential to reduce poverty and create wealth through improving the economy, production and productivity.

National Planning Commission Chairperson, Prof Richard Mkandawire said since the strategy has the potential to link national agenda with the international community, there is need to link Africa’s success stories with that of Malawi.

“The strategy provides a roadmap development agenda and as such Malawi has the potential to join success stories with those of the international community,” said Mkandawire.

The MGDS III which has been formulated following the expiry of MGDS II in June, 2016 will be implemented from 2017 – 2022. It draws from previous development strategies namely Vision 2020, Malawi Poverty Reduction Strategy and MGDS II.

It is also a collective product of the private sector, civil society organizations, faith based groups, the national assembly, political parties and the academia.

The strategy identifies five key priorities on which a productive, competitive and resilient nation is built.

The priority areas are: Agriculture, Water development & Climate Change; Education & Skills Development; Energy, Industry & Tourism Development; Transport & ICT Infrastructure and Health & Population.
