Has MK6.2bn Covid-19 funds scam gone to death bed, Mr President Chakwera?

Covid-19 funds abusers

A few months ago, almost every other Malawian was fired up and willing to do everything in their power to ensure that they know the truth about the MK6.2 billion Covid-19 response fund scam.

It was at the height of the pandemic in the country. I guess then, we all felt the need to know how many meant for fighting the pandemic is being used.

Then came a time when the number of Covid-19 cases went down and with that, it seems we all suddenly lost our voice and let it slide or perhaps we thought government and the leaders therein will be bold enough to come out in the open and explain what happened and what further steps they have taken to ensure every coin in the K6.2 billion is accounted for.

We saw what I would call a smokescreen, where a minister was fired and a few people arrested. Then, what followed was a deafening silence from government and all of citizens. It is as if we had accepted our fate.

I will be quite honest that all of us Malawians, we have let ourselves down. I have in mind, the civil society which has gone quiet and when they do speak, they are simply reactionary and not proactive. I also have in mind the fourth arm of government, the media. I am part of the problem too. I feel we have failed to make use of the Access to Information Act to pin down government to give out information on matters such and the MK6.2 billion Covid fund. We all have done a great disservice to mother Malawi and should bury our heads in shame.

We are a country obsessed with trivia. We are obsessed with the President’s six pack and we discuss that for days on end. As if that is not enough trivia, we come up with defeatist phrases such as pa ground sipalibwino. Now, don’t get me wrong. I am all for lighter moments.

We all need some time to unwind but that should not make us lose sight of serious national issues such as holding our leaders accountable. Pa ground sipalibwino, partly because we have let our leaders literary get away with murder. Some lighter moments are simply meant to distract the citizenry from questioning leaders for all the wrong decisions they make.

It is also quite discouraging that the few people that stand up and fight, are scorned and frowned upon and are rarely supported in their cause. Politicians and government officials often use this loophole and feed us trivia just to take our minds away from the real issues. Take for instance, the arrests that followed the revelation of the mismanagement of the MK6.2 billion Covid fund. What has become of them?

There are so many other issues that we can think of that our leaders have just swept under the carpet because as citizens, we have also decided to remain quiet and not pile pressure on government to come out and explain.

If as citizens we were able to hold our leaders to account, by now we would have had a new cabinet, this is something the president, without being forced, promised to give us. Now there is no more talk about cabinet assessment.

The status quo will remain the same if we as citizens, civil society and media continue to watch from the sidelines. I want to believe that all is not lost. We can each play our part to ensure that leaders do not sleep on the job. Let them know that they a great Malawians an explanation for whatever decision they make.

Mr President Lazarus Chakwera, tell the nation exactly what your Tonse government is doing on the abused funds cases.

The MK6.2 billion is just one of the many critical issues that we need answers to. We cannot continue letting leaders get away with mediocrity.

Malawi President Chakwera must source money for MK17bn Covid-19 funds audit

LILONGWE-(MaraviPost)-Shockingly, President Lazarus Chakwera’s Tonse government says has are no funds for more audits.

This means Malawians will be kept in the dark over how MK17.5 billion of Covid-19 were used suspected wasted within four months after its dismemberment.

The decision not to release the funds come eleven days after the leak of the audit report of the first MK6.2 billion Covid-19 funds revealed how senior government officials including Chakwera’s close allies were implicated in the free-for-all loot.

The MK17.5 billion was released by Treasury in January this year after the MK6.2 billion had already been misused.

Chakwera last week promised that his government will audit all Covid-19 funds released since the start of the pandemic.

However, on Monday, Acting Auditor General Thomas Makiwa said the National Audit Office (NAO) does not have money to carry out more audits.

He was speaking when he appeared before the Public Accounts Committee (PAC) of Parliament.

Makiwa, however, added that the NAO is committed to carrying out the audits on the MK17.5 billion and on MK5.1 billion Covid-19.

PAC told Makiwa that the committee could push for the funds during the next budget sitting.

Chakwera must find money for the MK17.5 billion Covid-19 funds audit.

Malawi President Chakwera fires Labour Minister Ken Kandodo over Covid-19 funds abuses

LILONGWE-(MaraviPost)-Malawi President Lazarus Chakwera on Sunday, evening, April 19, 2021 fired Labour Minister Ken Kandodo for MK1.4 million’s Covid-19 funds abuses following audit report.

Kandodo has become the first cabinet minister in Chakwera’s Tonse administration sacked over public theft in 10 months in power.

Chakwera told the nation address that despite Kandodo returned the money he set a bad precedent in his adminstration of theft hence being dropped from the cabinet.

“I assure you that there is no place on earth where these criminals [implicated in the report] will hide. I promise that this audit is only the beginning. There will be audits on other funds spent on Covid-19 since the pandemic began.”Over a dozen individuals have been arrested over Covidgate. This includes an arrest at the Office of the President and Cabinet. There are no sacred cows and I warn all thieves in the civil service that you will go to prison and you will be forced to give back the money you stole.

” I have therefore dropped labour minister in my cabinet for using Covid-19 funds for inappropriate purpose than that was designed,” fumed Chakwera.

After the MK6.2 billion Covid-19 funds abuse report which Kandodo was named, the minister defended the decision of borrowing the funds for a trip he accompanied President Chakwera to South Africa in November 2020.

“Where is MK6.2bn Covid-19 abused funds report, Mr President Chakwera?-CDEDI Queries

Namiwa wants Chakwera to come up with Covid-19 funds abuses

LILONGWE-(MaraviPost)-The country’s social right body Centre for Democracy and Economic Development Initiatives (CDEDI) has expressed disappointment with President Dr. Lazarus Chakwera’s failure last evening to produce a comprehensive report on the K6.2 billion Covid-19 funds suspected to have been looted in the government.

In one of his national addresses, Chakwera assured Malawians that he would be ready with a comprehensive report on the squandered resources within 30 days.

But two months down the line, the President – who has become best known to deliver earth-moving public speeches – has not produced the report, much to the vexation of inquisitive citizens.

This has prompted CDEDI executive director Sylvester Namiwa to issue a statement, expressing his disappointment with the way Chakwera is handling the issue.

Namiwa says what is more surprising is that President Chakwera is acting as if nothing happened.

“This clearly shows that Dr. Chakwera is a very dishonest leader, and we cannot rule out his involvement in the misappropriation of the funds. How about the expenditure report on the MK17.5 Billion Covid- funds? Is the President going to say anything on this?” he asks.

Namiwa has also condemned the politically-sponsored violence that ensued in Karonga where the supporters of the major Tonse Alliance partners, the UTM party and the Malawi Congress Party (MCP), hacked each other in the run up to the by-elections on Tuesday, 30th March 2021.

He says CDEDI and all the peace-loving Malawians expected Chakwera to seize the opportunity in his address to the nation on Sunday night to condemn in the strongest terms these barbaric acts.

“On the contrary, the President has up to now remained mum on the matter, giving signals that he must have either given his blessings on these barbaric acts, or he is no longer in control, thereby leaving the country on auto-pilot. If it is the latter, then Malawians should fasten their sit-belts in preparation for a disastrous crush landing ahead,” he says.

Namiwa has further criticized President Chakwera for his continuous use the H-5 as well as the Tonse Alliance manifestos interchangeably, a development, he says, is not only confusing, but very crooked.

“This dishonesty being displayed by the President on the implementation of the campaign manifesto has already planted some seeds of mistrust in a lot of Malawians, who have now become very frustrated because what they were sold prior to the June 23, 2020 Fresh Presidential Elections (FPE) by the Tonse Alliance partners, is definitely not what is being currently delivered. Dishonesty leads to mistrust, and this will consequently lead to very serious repercussions on Dr. Chakwera’s administration, in not so a distant future,” states Namiwa.

Chakwera is yet to come clear on Covid-19 funds abuses the report.

Malawi Police Intelligence head Dokani Ngwira sent home over Covid-19 funds abuses: General Nundwe off hook

LILONGWE-(MaraviPost)-Having reported few weeks ago that Malawi Head of Intelligence, Dokani Ngwira used part of Covid 19 funds to purchase a furniture for his home in Area 44, outside his entitlement, Maravi Post can confirm that Ngwira has been sent home by the appointing authority pending investigations outcome on Covid-19 fund abuse at his office.

National Intelligence Services is among the many agencies which got a huge chunk of covid 19 funds from the abused MK6.2 billion Covid-19 money but failed to account for it.

However, we can confirm that NIS Head abused his office by among other things, finding himself a mini palace in Area 44 and furnishing it with state of the art furniture from AAM Furnitures in Lilongwe.

As that is not enough, NIS lied that it would send it’s officers on covid 19 boarder patrols and in the fields in the middle of Covid-19 case escalations.

This publication can confirm that no officer or agent from NIS was sent in the fields, raising suspicious on how over MK300 million NIS got varnished without anything tangible done towards Covid-19 fight .

As for Army Commander Vincent Nundwe is off the hook despite opposition Democratic Progressive Party (DPP) cadets within Malawi Defence Force (MDF) to tarnish his image by involving him in the abuse of funds.

Our sources within MDF told this publication that General Nundwe is not part of the army officers who abused Covid-19 funds as by then he was outside the army.

“It’s not true that General Nundwe has abused the MK120 million which he was instructing the accounts officers at Kamuzu Barracks to transfer to brigades that in the process some which had his errand boys who were cashing the funds and a big lot of it ended back in the hands of Nundwe.

“Nundwe got advanced loan when he was deputy army general to finish his lodge which is located on the new road that branches off before parachute battalion. These are fake reports from DPP cadets within the MDF against Nundwe. He is a man of integrity,” explained MDF senior officer who did not wanted to be named.

Malawians are waiting anxiously as who really misused MK6.2 billion Covid-19 funds.

Malawian students in China accuse embassy officials for squandering Covid-19 funds

Malawian student in China

BEIJING-(MaraviPost)-Malawian students stranded in China due to effects of the Covid 19 lock-down have cried foul after the Malawian Embassy couldn’t clarify how they are disbursing the relief funds to the concerned students.

It has been a month now since since Capital Hill released money to bail out the stranded students from the doldrums of acute financial need due to skyrocketing costs of living due to the pandemic in China.

After Capital Hill transferred the funds to Beijing for the Embassy to distribute to the students, the Embassy has taken a whooping three weeks just to serve less than 30 students only, leaving out more than 150 others without the help.

Mac Matsiriza, a Malawian officer in charge of this process in Beijing informed the students through their leadership that out of the 209, he was also going to exclude everyone from Wuhan, dropping the figure further from the number Government is known to have approved.

The students are asking as to where will the money for those from Wuhan go, yet other students are also left out.

One affected student lamented: “We are in a situation very difficult to explain. The Embassy seems to be playing a dirty game on us. Government said they sent money for 292 students, but the Embassy here says they got the money for only 209 students.

Among the purported 209, only 27 students have received the money. When we ask the Embassy why the delay to give the rest of the students, the Ambassador said ‘ana inu ndinu ovuta kwambiri’ and he only laughed, a clear and unfortunate message that he doesn’t feel nor appreciate what we are passing through”.

Another second year Masters student sounded sobbing: “There is a lot of lack of transparency and accountability as far as this money is concerned. The Government touted to have helped 292 students while the Embassy claims that the government sent funds only for 209 students. It is hard to know who is lying. But the Government is aware of all these contradictory messages and doesn’t want to clarify anything.

“We are tempted to think this is another syndicate. Our names are being removed from the list of beneficiaries without telling us clearly what criteria they are using to identify who should benefit and who should not”.

He wondered, “Why should the whole Government entertain such a shame? The nation is watching and all the students are alert. Tomorrow will be our payback time.”

Malawian student in China

Meanwhile, the students have been pressurizing their Association leadership to access the entire list of the names which the Embassy claims to have sent to the banks.

“We strongly believe that the Ambassador is hiding the list of names because they know that this list may not reflect as many students as the 209. We are afraid they want to use our names to abuse the money. This is public money for Malawians. We are the Malawians and we want to know who has benefited from the public funds.

‘We’re agents of transparency and accountability. We hope the Minister of Foreign affairs will instruct the Embassy to release the list to us or to the general public. This is public information demanded after the Information Bill is in effect. The Government must walk their talk.”

Currently, all students under scholarship have not yet received any stipend due to some logistics with their respective granters. What is more worrisome to the students is that all banks will not be working will be next week in China as the whole country will be on a recess for their national public holiday.

Efforts to talk to the Malawian Ambassador in Beijing, Namondwe proved futile as his mobile phone went unanswered.

When our reporter contacted the Secretary General for the Association of Malawians in China, Livingstone Lazarus Banda referred the matter to the Embassy as he was busy attending a class.

Malawi Government, through the Minister of Foreign Affairs, Honorable Mkaka informed the nation that they had helped 292 students in China after CDEDI had penned Government to move in to assist the students promptly.

By PATRICK BANDE PHD

Let me register my disappointment with Malawi government and the Joke that is the Malawi embassy in China.

As by January 2020 there were around 250 registered Malawian students studying in China. I must say that this figure might be lower than the actual number because there are many Malawians who have gone to study in China on their own sponsorship and never registered with the union at the time.

When the Corona virus first broke out it was coincidentally during the school winter break that is the end of first semester vacation. Some Malawian students returned home during this time and many more followed after China began imposing lockdown. Many like myself chose to remain mainly because it was such a critical time as we were preparing for thesis defense and subsequently graduation. But others ramained because they obviously couldn’t afford air tickets to return. A return ticket to Malawi in normal times would cost a round 800 thousand kwacha. Many average Malawians on Chinese government scholarships wouldn’t afford to buy their own tickets for vacations at home.

Now as the Virus continued to spread the whole of China went under strict lockdown. All students who remained on campuses (majority of which were Africans from poor countries) were locked down in their hostels not allowed to move out. That included Malawians. Life became tough as you would imagine. Supplies were to be bought online and most of the basic needs went up. in short life became expensive. By March when the virus was at its worst in Wuhan those Malawians students whose families could afford to evacuate them left the country. In total only around 120 registered students remained.

Life was tough for everyone and while some African countries chartered planes to bring home their students Malawi didn’t. We understand our poverty and we didn’t expect to be evacuated. By May we were shocked by the announcement by the DPP government finance minister that some money had been paid to students in China as relief. Families started asking after seeing the media reports and no one seemed to know of any beneficiary. It was later discovered that through the Malawi embassy a total of 50 names had received cash as relief from the Malawi government. It was a shock to us, nobody knew any name or anyone who benefited, Apparently the beneficiaries had agreed to remain silent and not to share information with fellow Malawians. To make things worse some of the suspected beneficiaries are the ones who left China and returned to Malawi. These are people who were comfortably at home and some even working and getting their full salaries at their respective work places. This was a betrayal to say the least.

We ganged up mobilized and formed a group of all students still in China that didn’t get any money. We wrote the ministry of finance and the ministry of foreign affairs and they both ignored us. Our embassy denied having any Knowledge about people being paid yet they are the ones who facilitated the payments. The ambassador refused to comment or answer any questions. Speculations started to spread that it was only DPP sympathisers who got payments. Our attempts to get any attention from the government never paid off.

Meanwhile we were still under lockdowns and suffering. China did not open schools for the new semester. Learning was conducted online but for those students still on campuses it meant learning from your rooms still. With the elections looming in Malawi it was almost impossible for anyone to give us any attention, but we did not give up the fight. We continued to demand answers. Some media houses published our ordeal. Even though the DPP government promised to help later on, nothing ever came up.

Fast foward to Tonse government , we were all excited that finally a listening government is here and maybe we could be remembered. Letters were sent once again the same ministries and the same text book tricks by officials were on full display. They feigned ignorance about our situation. However the new Ministers promised to make sure that everything is corrected. A recent announcement by government that money has been set aside to help the stranded students brought us a sigh of relief.

Little did we know that our nighmare was just beginning a second chapter. Firstly, instead of focusing on the 120+ students who are still in China, someone somewhere argued that every student should be on this list even those that have been in Malawi at home since January. Those of us who questioned this were looked at as being selfish. But why pay people who are at home a relief for going through a lockdown in China that they never experienced. What was the money for?

Last friday 11th September the embassy announced that the money and the list had been deposited to the banks and everyone on the list would get money in their accounts. We waited with excitement that finally our sweat had paid off. We thanked our leaders for their efforts and for never giving up. We endured 8 months of waiting. Yet by the end of business only 6 people announced that they had indeed received payment. While a 100+ people didnt receive we were still hopeful. Then Saturday came and went, Sunday went as well. We kept saying maybe it was due to weekend despite knowing pretty well that Chinese banks open every single day.

Today Friday we are still waiting and no more people have received money since then. When the embassy was pressed they disclosed that they have a different list that came from Malawi which is different from the one we have. Apparently their list has people who are in Malawi again. They claim that those people are eligible to receive money because they left China after experiencing the lockdown. (Okay, but why are we still not getting the money that our government has already approved and released to us)?

Whats the rationale for leaving out Malawians who are Currently in China and struggling to get by and paying those in Malawi first? Where is the list and why are you hiding it from us so that we should know if we are getting any help or not? For one full week we have been checking our accounts. Editing our details thinking that maybe our format was wrong, but does it even make sense for us to edit on our list when you have a seperate list from Malawi? we are doing it because of desperation.

I may not be the best person to cry about this money. I work for myself and i have never even once benefited from Government handout from Malawi. I might be lucky, but i know of my brothers and sisters here who do not have the same luck as me. This relief money even though not much can offer a life line.

I have narrated this with a heavy heart. Its been a week since the first group of people reported to have received money. And the majority are still waiting until today. There is nothing wrong with their details as on the list we provided. What we dont know is if our names are on the list that the embassy claims to have been given from Malawi.

There are many questions that need answers. Did the money go to a certain group because of politics? nepotism or just corruption. Why pay people who are already home first, when its so easy to priortize those still stuck? Are some people more Malawian than others? isnt this tax payers money which all of us and our families contribute to?
