Malawi President Chakwera is shielding corrupt,scandalous ministers, aids

LILONGWE-(MaraviPost)-Malawi President Lazarus Chakwera promised Malawians that he would fire under-performing ministers after giving them a 5-month probation period.

Despite some ministers being shredded in scandals including serious allegations of corruption and tax evasion, crossroad hotel accommodation saga Chakwera has remained silent.

The most corrupt cabinet ministers in Tonse government including Eseinhower Mkaka (Foreign Affairs), Richard Chimwendo Banda (Homeland Security), Newton Kambala (Energy), Rashid Gaffer (Mining) and Lingson Belekanyama (Local government).

Not only that but also Chakwera’s state house boys Prince Kapondamgaga (Crossroads hotel saga), Brian Banda (MACRA-State house presser funder).

Particularly on this list Mkaka and Kambala are much connected to embattled acting National Oil Company of Malawi (NOCMA) Executive Director Hellen Buluma.

Mkaka is said to be in sexual relation with Buluma hence her appointment despite being opposition Democratic Progressive Party (DPP) zealot.

“When Chakwera was told about the act of the two ministers corrupt tendencies; Mkaka and Kambala, the president clearly told Buluma to submit the recording conversation to Anti-Corruption Bureau (ACB) for probing. There are four phone recordings”, says the source.

Belekanyama has also caught in chief installation scandals showing his incompetency for the ministry.

While Gaffer has been cornered in illegal mining licencing that he owns a mining company through his brother.

Minister of Energy Newton Kambala was recently reported to the Anti-Corruption Bureau (ACB) by a parastatal boss who accused the minister of interfering in a fuel supply contract. ACB confirmed that it is investigating the issue.

At the Ministry of Education, there has been an exam leakage affecting over 100,000 students who will be forced to re-sit for the exams next year. But despite calling for removal of management at the Malawi National Examinations Board, Chakwera has shielded his minister Agnes NyaLonje.

The Ministry of Agriculture’s management of the Affordable Inputs has been described as a disaster as it has seen beneficiaries sleeping for several days at selling points yet Chakwera continues to defend the program and his Minister Lobin Lowe.

Chakwera was also recently asked to fire Minister of Homeland Security Richard Chimwendo Banda for encouraging mob justice against suspects but the president has remained silent.

The ministers like Chakwera who has been nicknamed Siku Transport have largely been on the road on unending familiarization tours like their boss who is hardly on one place.

Speaking when the ministers were being sworn-in on July 10, Chakwera promised to restructure the cabinet after a five-month transitional period.

“You each have five months to produce results that will give Malawians confidence that change has come. At the end of that period, you will each give a report to Malawians publicly on your progress in each of the key performance indicators that I will give you,” said Chakwera.

The five-month period has ended this week and Malawians are yet to get reports from the ministers.

State House, however, insisted on Monday this week that the ministers’ performances will be reviewed and the under-performing ones will be fired.

Chakwera is slowly loosing grip of power as observed by civil rights group, Centre for Democracy and Economic Development Initiatives (CDEDI).

LILONGWE-(MaraviPost)-Just five months in Tonse administration, President Lazarus Chakwera has a daunting task to tame corruption tendencies among his cabinet ministers.

Sources within Tonse administration has confided in to The Maravi Post disclosed that there are five corrupt cabinet ministers needed to be tamed as soon as possible.

The most corrupt cabinet ministers in Tonse government including Eseinhower Mkaka (Foreign Affairs), Richard Chimwendo Banda (Homeland Security), Newton Kambala (Energy), Rashid Gaffer (Mining) and Lingson Belekanyama (Local government).

Particularly on this list Mkaka and Kambala are much connected to embattled acting National Oil Company of Malawi (NOCMA) Executive Director Hellen Buluma.

While Kambala has been caught giving Buluma directives to favour some companies in NOCMA’s contract bid.

This prompted Buluma to report to Chakwera for action.

Lobin Lowe, Agriculture Minister is another disappointment in how is handling Affordable Input Program (AIP) as his ability has been exposed.

This has prompted President Chakwera to go for early cabinet reshuffle as is reportedly unhappy with some information he is getting about some ministers misconduct.

Some popular faces will be dropped and new ones appointed in the next cabinet.

Vote of No  Confidence in Chilima as Masangwi, Msowoya, Makondi pull out

This is another crisis. It is VOTE OF NO CONFIDENCE IN CHILIMA as KAMBALA, MSOWOYA, MASANGWI and MAKONDI are pulling out of United Transformation Movement (UTM).

 

Frustrations with Chilima’s failure to provide leadership have boiled to a climax with a weekend away from UTM Convention.

 

Sources close to Chilima have confirmed to The Nation newspaper that Masangwi, Msowoya and Makondi do not see the point of taking up positions in the UTM when the party is not getting anywhere.

 

UTM has no grassroots structures and even its leaders know that they cannot win the election. But Chilima has been mobilising confidence by assuring his followers that he will rig the 2019 election. Rigging is the only thing that Chilima is depending on.

 

Kambala has flatly announced pulling his UTP out of Chilima’s party.

 

There are a number of reasons given why the four heavyweights are dumping the rebellious Vice President and his party. They are voting out with their feet and it is a vote of No Confidence in Soulos Chilima.

 

Reason number one is that Patricia Kaliati has created a huge mess because she is keeping Convention delegates a secret to herself because she wants to use them to grab the runningmate position.

 

This means all other UTM officials including Masangwi, Msowoya, Kambala and Makondi do not have access to the delegates for them to campaign for their positions. Kaliati has created a situation where no other party official except herself can effectively campaign for any position.

 

No-one knows the full list of delegates to the Convention. Not even Soulos Chilima himself knows and yet he is the leader of the party. The only other person keeping the secret is Kambala who is keeping to himself delegates mobilised from UTP membership.

 

To make things worse for Chilima, there is no agreement on who will contest for which position at the Convention. It’s a mess worse than a crisis.

 

But what is even most frustrating is that Chilima is failing to provide competent leadership to clean the mess. Chilima is reported to be completely clueless on how to handle the situation. It is this failure of leadership that is causing UTM heavyweights to vote on Chilima out with their feet.

 

Chilima suffered a blow on Friday afternoon when UTP announced pulling out of UTM. This means Kambala has also withdrawn his delegates who were mobilised from UTP membership.

 

Kambala is also demanding that Chilima should payback over K100 million which Kambala mobilised from construction companies including Terrastone and Cilicon.

 

Sources close to Kambala say Chilima spent half of the Friday evening begging Kambala and UTP to reverse their decision. Chilima has been repeatedly  complaining that “it will be seen as Vote of No Confidence in me if you leave.”

 

But Kambala has assured his UTP followers that he has decided to leave because he feels cheated by Chilima. Chilima promised Kambala to bring his UTP supporters in exchange for a runningmate position.

 

Chilima also promised the same runningmate position to Richard Msowoya and Michael Usi (Manganya). The deal was for Msowoya to bring in MCP MPs and supporters whereas Manganya was to bring in supporters from Wodyazake Alibe Mulandu Party. Analysts say Chilima himself created the mess he is in.

 

As the situation turns to be, it is Kaliati who is controlling the secret delegates and campaigning to be runningmate to Chilima. Chilima stopped assuring the frustrated Kambala that he will have the runningmate position long ago.

 

At the same time, all other UTP members have been assured no positions in the UTM. Kambala is facing pressure from his members to quit UTM.

 

Soulos Chilima is also said to be extremely worried by the non-committal position taken by Noel Masangwi. Masangwi is heading UTM underground operations including Chilima’s Rigging Operation. Both Masangwi and Kambala know too much.
