LILONGWE-(MaraviPost)-Very insensitive! Malawi President Lazarus Chakwera’s most trusted son-in-law who is also executive assistant, Sean Kampondeni, has endorsed Minister Richard Chimwendo Banda’s calls for community members to torture suspects of rape and defilement before handing them over to Police.

Kampondeni, State House Director of Communications responded in solidarity post on social media backing what Minister of Homeland Security Richard Chimwendo Banda said at a political campaign rally in Mangochi on November 29, 2020.

In a leak social media video, Chimwendo who is also leader of government business in Parliament is heard urging people that they should be beating suspects of rape and defilement before handing them to law enforcers as he believes this would deter would be offenders.

And in his Facebook post on Wednesday night, December 2, 2020 Kampondeni commended the remarks made by the Minister responsible for the ministry which protects the lives of the Malawians.

He argued that Chmwendo showed that he is angry over the rise in cases of rape and child sexual abuse in the country.

“In the debate about the propriety of Hon. Chimwendo Richard Banda’s remarks about what communities should do to rapists, it is worth commending the Minister for the propriety of the rage with which he made those remarks.

“There are too many men not angry enough about rape to lose their decorum, and that’s also a problem. As King David said, we must love righteousness so much as to become undignified in its defense,” reads the post.

Since the Minister made the remarks, there have been overwhelming reactions with some human rights organisations and individuals asking him to retract his comments and resign from the cabinet which he has refused.

But Youth and Society (YAS) and Centre for Human Rights Rehabilitation (CHRR) on Tuesday asked the Homeland Security Minister to step down for his remarks which the two bodies say are encouraging mob justice in the country.

President Chakwera who also Malawi Congress Party (MCP) leader is yet to comment on the matter.

Chakwera has been struggling to make decisive decision towards his aids’ misconduct that others have said he is loosing grip of power slowly.

Malawi civil rights groups demand Homeland Security Minister Chimwendo Banda’s resignation over mob justice remarks

MZUZU-(MaraviPost)-The Centre for Human Rights and Rehabilitation (CHRR) and the Youth and Society (YAS) are demanding resignation of Minister of Homeland Security Richard Chimwendo Banda for instigating mob justice against alleged perpetrators of defilement.

In press statement made available to The Maravi Post on Tuesday, December 1, 2020 signed by CHRR Executive Director and YAS Executive Director, Michael Kaiyatsa and Charles Kajoloweka respectively, the two groupings understand Banda’s frustration over increased cases of defilement in the country and the urgent need to deal with the problem, but encouraging mob justice is not and cannot be part of the solution.

The two organizations have therefore asked President Lazarus Chakwera to take appropriate action and ensure that the Ministry of Homeland Security is led by someone who respects the rule of law.

They noted that mob justice has claimed the lives of so many innocent lives in this country with over 86 people being killed through mob justice over the last year and the country continues to lose so many lives to acts of mob justice, which is unacceptable.

“As someone who heads a law-enforcement agency, the honourable minister should be helping to put an end to mob justice, and not encouraging it. CHRR and YAS, therefore, call for the minister to resign over the remarks. By encouraging lawlessness, his place in cabinet has become untenable.  We would like to take this opportunity to inform every Malawian that mob justice is unacceptable in our democratic dispensation,” reads part of the statement

The organisations also noted that under the Republican Constitution of Malawi, different offices are established to deal with crime or alleged criminality.

These offices include the Malawi Police Service, the Directorate of the Public Prosecutions, the Judiciary and the Malawi Prison Service hence when a person feels that a crime has been committed they are expected to report the matter to the Police who have a duty to investigate the matter and Judiciary has the duty to hear and determine the matter in a fair and impartial manner.

YAS and CHRR expressed concern that people taking part in mob justice play the role of accuser, prosecutor and the judge which they said is unacceptable considering that victims of mob justice never have a chance to defend themselves to explain their side of the story before they are punished.

The organizations, however, emphasized that they are not encouraging rape and defilement of women and girls but rule of law must be respected.

On Monday, Chimwendo faced backlash from Malawians on social media.

KARONGA-(MaraviPost)-In a bid to deal with its political alliance partner, United Transformation Movement (UTM) and retain its seat in Karonga central constituency, the Malawi Congress Party (MCP) officials on Sunday dished out millions of Kwachas and party materials to over 1000 supporters in the area.

The party officials headed by minister of homeland security Richard Chimwendo Banda, Minister of lands Kezzie Msukwa and the party’s north vice president, Harry Mkandawire stormed Karonga central constituency.

The main aim of their presence was to unveil two of their aspirants in the party’s organized primary elections that will be held on 29 August, this year.

Some of the supporters who attended the meeting told this publication that the officials were giving MK2,000, a T-shirt and a cap to each person as a token for their support.

“Each person has received MK2,000, T-shirt and a cap as his or her token for the support,” they said.

They further disclosed that the officials promised dish more cash in the next meeting which will be organized by ministers.

The party officials vowed to use any means in order to defeat Frank Tumpale Mwenifumbo of UTM who is their main threat.

The two MCP aspirants are Elliam Simwaka and a nephew to the late Dr. Cornelius Mwalwanda, Leonard Mwalwanda.

Mwenifumbo will face Florence Nthakomwa in UTM primary elections.

The by-election comes after the death of Dr. Cornelius Mwalwanda of MCP.
