Malawi Govt faulted for reducing VP Chilima’s benefits

The country’s law experts have faulted government for limiting Vice-President Saulosi Chilima’s benefits to when he is doing government business only.

 

A letter signed by Chief Secretary to Government Lloyd Muhara, addressed to all principal secretaries and heads of department, says the Vice-President will be accorded his benefits “ whenever he is conducting government businesses”.

 

But Michael Goba Chipeta, who is the immediate former secretary of the Malawi Law Society (MLS), said the Presidents Salaries and Benefits Act says vice-presidents are entitled to the benefits by virtue of being vice-presidents and not necessarily when they are doing government businesses.

 

Chipeta has quoted Section 4 (1b) of the Presidents Salaries and Benefits Act.

 

“The Act is very clear. It says the Vice-President shall be entitled to the salary, benefits and facilities prescribed in part 2 of the schedule. So the entitlements are by virtue of being the Vice- President and not only when he is doing government work. The Act doesn’t say that. Whether he is attending a wedding or going to church or anywhere else, he is supposed to have those entitlements,” he said as quoted in the Daily Times .

 

MLS president Alfred Majamanda has concurred with Chipeta saying the Act does not specify the scenarios where the Vic- President is to be accorded his benefits.

 

But government spokesperson Nicholas Dausi has backed the decision saying Chilima will only be using government resources he is entitled to when he is doing government business assigned to him by President Peter Mutharika.

 

“The letter [to the principal secretaries] is self-explanatory. If, for example, the Vice- President is attending a meeting or anything he has been delegated by the President, then that is government business because he is the Vice-President. Vice-presidents act on delegated power from presidents. If he is doing government businesses, then he will be accorded everything he is entitled to because he is the Vice-President of the State,” he said.

 

Government has announced the move barely a week after Chilima lambasted the Democratically Progressive Party-led government accusing it of corruption and described it as rotten to the core last Saturday when he launched his United Transformation Movement at Masintha Ground in Lilongwe.

 

Rooming plot to arrest’ Chilima for threatens to reveal more rot in DPP administration

LILONGWE-(MaraviPost)-The ruling Democratic Progressive Party (DPP) are pushing for the arrest  of their new bitter political competition, Vice-President Saulosi Chilima who has  launched his United Transformation Movement  (UTM)  ahead of next year’s watershed elections, Nyasa Times understands.

Reliable sources privy to the plot say the DPP strategists working with deputy police chief  Duncan Mwapasa, are convinced that the arrest  on trumped up charges would severely weaken Chilima.
Head of Criminal Investigations Department  (CID), Stain Chaima, who is deputy commissioner of police  has prepared a dummy docket  and is consulting with the DPP  strategist on  the matter.
Chaima has been meeting Vilera Liwonde an investigator at Anti Corruption Bureau (ACB) to compare notes on the docket  so that charges can be slapped  on on allegations of corruption.
But the crime buster refused to comment when contacted.
UTM spokesman Chidanti Malunga, MP said they have been tipped of the plot to arrest Chilima on “ trumped up charges” politically motivated.
He said the idea is to get the Vice-President in Police cell and  the regime could then  administer  a poison with intent to inflict grievous bodily harm to Chilima.
Chilima, who has been accusing the DPP–led government of perpetuating corruption and saying his movement is ready to usher in the change Malawi needs, is on record  to have denied t been involved in corruption, but hinted at an attempt to smear his name by his political rivals.
The Vice-President also hit back at critics who have accused him of sitting and watching corruption since 2014.
On the contrary, he said  he took several steps to prevent certain corrupt dealings including discussions with his boss, President Peter Mutharika.
Chilima  has not only been speaking on corruption after launching UTM, he has been openly talking about it even before he resigned from DPP.
While he was still in DPP,  Chilima gave a public lecture to students at Chancellor College’s Department of Philosophy titled ‘Addressing Moral Decadence: Towards an Effective Compliance and Ethic Programme’ in which he said  Malawi will continue to pay huge economic costs of moral decadence unless citizens work together towards transformation.
Chilima observed that moral decay, including corruption, accelerates conflict between ethics and the law in all sectors of the economy.
“Adherence to ethical standards or moral conduct is the norm not the exception. But despite this full realisation, we still find ourselves caught in this trap such that these malpractices take the shape of normalcy and become a way of life.
“Individuals that are appointed to hold senior positions of influence eventually lose control over the organisations they represent because they are obsessed with external attachments.” he said.
Threats of arrest comes at a time when  Chilima has warned that he will soon spill the beans about shady deals the current administration is allegedly involved in, including in the procurement of Escom generators.
He said UTM was formed to clear the mess created by the current administration which continues to plunder public resources when the majority of the citizenry were living in abject poverty

Malawi VP Chilima to grace CICM annual customer experience and service symposium in Blantyre on June 15

BLANTYRE-(MaraviPost)-The country’s Vice President Saulosi Chilima on Friday, June 15 is expected to be the key speaker on this year’s much awaited Chartered Institute of Customer Management (CICM)’s Customer Experience and service Delivery Conference slated for Mount Soche Hotel in Blantyre.

The conference which The Maravi Post is the official online publication partnered to cover aims at bringing together the corporate community and government departments to discuss on the Service Delivery Status of Malawi at a macro level and find out ways on how best to improve the status quo .

In a press statement released and made available to The Maravi post, Tinashe Karimanzira the symposium coordinator to confirmed the availability of VP Chilima.

Chilima is right to leave DPP- Political analyst Thindwa

Chancellor College political analyst Enerst Thindwa has hailed Vice President Saulosi Chilima’s decision not to contest at the upcoming Democratic Progressive Party’s (DPP) convention against the incumbent President Mutharika as a political masterstroke.

In an interview, Thindwa said that Chilima stood no chance against APM as there is lack of democracy in the Democratic Progressive Party following public tirades by some party gurus against the perceived “rebels” advocating for the Chilima’s candidature in the 2019 elections.

“It’s not surprising that Chilima is going to quit DPP and won’t contest at the upcoming convention as there is no democracy in the party even the convention wouldn’t have been free or fair and he would have lost had he contested,” said Thindwa.

He also cautioned Chilima to be patient when making decisions and advised that it would be better for Chilima if he worked with one of the existing major parties other than forming a new one.

Former First lady, Calista Mutharika was the first to publicly come out and endorse Chilima as DPP’s presidential candidate for the 2019 tripartite elections against her brother in-law whom she considers to be aged and since then a movement has emerged which include DPP’s heavyweights Noel Masangwi, Patricia Kaliati, and comedian cum politician Bon Kalindo.

Commenting on the matter, one of the members of the movement Joseph Chidanti Malunga, a legislature for Nsanje West welcomed the gesture by the Vice President not to contest and even quit the party “as extremely motivating for the movement.”

In his remarks, Malunga said the Chilima movement is very much alive and they will still support him as they wait to chat the way forward.

Earlier on Wednesday, Vice President Saulosi Chilima broke his long silence on the matter and revealed he will not contest on any position at the upcoming DPP convention and even hinted on leaving the ruling party anytime soon to continue a long run of Malawi’s presidents and its estranged vice presidents since the dawn of democracy.

VP Chilima Wants BCC Soche Hill Injunction Vacated

Vice President Saulosi Chilima has asked Blantyre City Council (BCC) to vacate an injunction obtained by people who encroached on Soche Hill to reduce occurrence of accidents due to floods.

Chilima said this in Blantyre when he visited flood prone areas in Soche and Ndirande townships following the onset of the rains.

Government, through its relevant institutions such as BCC and Malawi Housing Corporation (MHC), ordered encroachers around Soche Mountain to vacate the place some years back, but the residents defied the orders by obtaining an injunction from the High Court.

However, Chilima wondered why BCC was failing to vacate the injunction for five years when it has a fully-fledged legal team that can do the needful on the matter.

“What I am saying here is that all people who encroached on Soche Mountain should be relocated with immediate effect. But what I hear is that people got injunction against the decision and it is now five years down the line.

“This place is a death trap and people need to be moved out to avoid loss of lives due to floods. When we lose lives due to national calamities no one can go to court to get injunction against the dead,” observed the Vice President.

BCC’s Deputy Director for Town Planning, Matthews Mwadzaangati, said the council was doing all it could to remove the injunction and hoped shortly the matter would be water under the bridge.

“By the time the council made its determination of relocating the encroachers there were only 61 people, but now the figure has swelled since injunction was obtained five years ago.

“What we are fighting now is to remove the injunction,” said Mwadzaangati, adding that people would be relocated to Machinjiri Township when the injunction is vacated,” he said.

“Right now our hands are tied with injunction and we cannot do anything. But trust us sooner or later the injunction will be vacated,” he assured.
