On 26th November, 2015, the Anti-Corruption Bureau received a complaint alleging corrupt practices during procurement of materials for the construction of a teacher’s house at Kalira 1 Primary School in Ntchisi.
The Anti- Corruption Bureau instituted investigations and established that the Director of Planning and Development awarded a contract worth K4, 881,490.00 of Local Development Funds without following procedures.
On 20th December, 2016, the Anti-Corruption Bureau arrested Mr. Obed Mwalughali (Director of Planning and Development) and Mr. Isaac Malenga (Proprietor of Kalibu Investiment). They are likely to be charged with misuse of public office, aiding and abetting a public officer to abuse a public office, conspiracy to defraud, forgery and fraud contrary to Sections 25B(1), 35 and 323 of the Corrupt Practices Act and Penal Code respectively.
They were released on bail on the following conditions:
- Report to Ntchisi Police Station once very week on Mondays
- Produced K50,000.00 cash each to the court
- Produced one surety each bonded at K150,000.00 not cash
They appeared in Court on 24th January, 2017, where trial has commenced.
