Chitedze Prison tender controversy

By Burnett Munthali

The bidding process for the construction of Chitedze Prison has descended into controversy, revealing a troubling blend of political interference and financial mismanagement.

Initially, a Chinese contractor submitted a bid of K56 billion for the project. However, after being informed by insiders that he was likely to win the tender, the contractor revised his bid to K67 billion. This adjustment, which included an additional K11 billion, was due to a significant calculation error.

The Public Procurement and Disposal of Assets Authority (PPDA) took issue with this revision, deeming the bid non-compliant. Consequently, the contract was awarded to the second-highest bidder.

In response, the Chinese contractor, with backing from officials affiliated with the ruling Malawi Congress Party (MCP), is now pushing for the cancellation of the bids. They have leveled numerous allegations against their competitor, further complicating the situation.
