Following the Declaration of State of Disaster in areas affected by floods by His Excellency the President Prof. Arthur Peter Mutharika, the Government of the Republic of Malawi has activated the cluster system as provided under the Disaster Preparedness and Relief Act of 1991 which created a legal and institutional framework for Disaster Risk management.
The coordination and management of the disaster response to the floods will be done by through the following clusters: –
Agriculture and Food Security;
Health and Nutrition
Water and Sanitation
Transport, Logistics and Communication;
Emergency shelter and Camp management
Coordination, Communication and Assessment;
Early Recovery and Protection, and Education
Members of the clusters comprise relevant Government Ministries and departments, UN Agencies, cooperating partners and Non-Governmental Organizations. The clusters will be responsible for identification of needs within the cluster and ensuring that the needs are addressed.
Government has also established Emergency Operations Centres in Blantyre, Lilongwe and Mzuzu to serve as nerve centres to respond to disasters in the respective regions.
The Department of Disaster Management Affairs has established a hotline for the general public to report on disasters that have occurred in their areas, free of charge, to facilitate quick response. The number of the hotline is 115 and can be accessed from any local network.
The Department will be responsible for the coordination of contributions and distribution of relief and other items to people in the affected areas. Donations should be channeled through the following address: –
