CDEDI demands Greenbelt Greenhouse Limited’s audit

BLANTYRE-(MaraviPost)-The Centre for Democracy and Economic Development Initiatives (CDEDI) has penned Attorney General requesting for a quick audit of Greenbelt Greenhouse Limited (GGL) which its actions are not only suspicious but also contrary to the public finance management protocols.

In a letter addressed to Attorney General, Thabo Chakaka Nyirenda, CDEDI Executive Director Sylvester Namiwa wants government to make public shareholding information, complete with documentary evidence that GGL a company that was established in 2019, and was partnered by an Israel based entity Innocellia, to manage a vegetable farm in Lumbazi, Dowa district, paid its equity contribution.

The calls by CDEDI are coming after its investigations proved that on two different occasions between 2020 and 2021, a team of auditors from the Auditor General’s office was blocked from accessing the GGL premises.

Namiwa also requests for an explanation to the nation on the process that was followed to identify Innocellia as both a partner and manager.

“And GBA should demonstrate how it has exercised its delegated authority from Malawians and has managed to represent their interests given that the Authority has been prevented from placing an officer at the farm,” he said.

He has also demanded that GBA should explain why the company does not declare dividends, let alone annual financial revenue and reports.

Reading from relevant investment documents, show that in 2018 the Malawi government made available funding through the treasury to the tune of US$5.5 million and allocated 30 hectares of land to establish a modern vegetable farm whereby a greenhouse fitting on a hectare of land was pegged at US$ 100,000.

Namiwa has also disclosed that apart from the initial US$ 5.5 million, the Malawi government pumped in MK2.2 billion and MK2.7 billion respectively.

“As if this is not enough, Malawian taxpayers pay this company every month huge sums of money in what is known as management fees. And if the above is anything to go by, then this entity ought to declare dividends and also make public its annual financial statements,” he suggests.

Namiwa has applauded efforts by government towards the recovery process of public funds that were invested in Salima Sugar Company Limited (SSCL) through the Greenbelt Authority (GBA), a process that started in earnest through the bold decision to make public the contents of the forensic audit that was sanctioned by the Malawi Government on SSCL.

However he lamented that the aforementioned figure was too much for the 16 greenhouses that were erected by an Israeli company Innocellia, which later on became both the manager and partner.

“Just like the case with SSCL, the partner was expected to inject in funds as equity that should have translated into BGA having 49 percent shares, while 51 percent shares were from Innocellia,” he said.

The CDEDI Boss has since said the noble thing to do is to call for a forensic audit just like the case with SSCL, since details have emerged that by now, Malawi should have had two more farms in Mzuzu and Blantyre districts, a thing which is not the case at the moment.

He has hinted on the inexistence of two more projects namely the Irish Potato aimed at saving forex spent on importation of white Irish potato, and the Aquaculture project in Salima aimed at improving the fish supply in the country, attached to the same line of credit, which every Malawian is paying back now.

In the letter, CDEDI has also requested Minister of Finance in copy through the Reserve Bank, to provide a detailed account of the foreign exchange accrued from the vegetable exports for the past 5 years that the company has been in operation.

Office of the Attorney General confirmed receipt of the letter but is yet to comment on its contents.

Mulanje DC Gondwe nods to CDEDI call up on Chambe Plateau’s Akatswiri Mineral extraction

BLANTYRE-(MaraviPost)-Mulanje District Commissioner David Gondwe has accepted Centre for Democracy and Economic Development Initiatives (CDEDI), Friends of Mulanje, Tourism Association of Mount Mulanje (TAMM), Tour Guides and Porters’ Association call up meeting to assess concerns raised on Akatswiri Mineral Resources’ extraction activities at Chambe Plateau in Mulanje Mountain.

DC Gondwe call up meeting comes barely days after CDEDI and others pressed hard on Akatswiri Mineral’ activities without involving communities.

CDEDI and other concerned groups want Akatswiri mining licence be removed for illegal extraction activities at Chambe Plateau.

But in his response letter dated December 20, 2023, DC Gondwe calls for inclusive stakeholders meeting slated for December 28 at his chambers.

“Reference is made to the above captioned subject contained in your letter dated 18 December, 2023 in which you are seeking an emergency all inclusive stakeholders meeting to discuss concerns relating to mineral exploration by Akatswin Mineral Resources at Chambe Plateau in Mulanje Mountain

“I wish to communicate that the request to convene an all-inclusive stakeholder meeting is well noted however take note that the Council is arranging to have this meeting take place on 28 December 2023 at Mulanje District Council Chamber and a formal invitation will be communicated soon, ” reads DC Gondwe’s letter in part.

On Tuesday, CDEDI executive Director Sylvester Namiwa observed that Akaswiri Mining Company’s misconduct is unacceptable in conserving natural resources such as Mulanje Mountain.

“CDEDI is hereby informing the people of Mulanje District, and the nation at large, that we have engaged Mulanje District Commissioner (DC) Mr. David Gondwe and demanded an immediate withdrawal of Akaswiri Mining Company from Mulanje Mountain, and urgently call for all-inclusive stakeholders meeting to discuss matters of mining in this mountain before the situation gets out of hand.

“We have embarked on this course having received information that various stakeholders are seething with rage in total disbelief that Akaswiri Mining Company has descended on the Chambe Plateau and is carrying out mining-related activities without engaging the communities who are key stakeholders to this national, continental and world pride”, says Namiwa.

Ministry of mines is yet to respond on the matter also.

CDEDI demands for review of Sino Hydro staff work permits

LILONGWE-(MaraviPost)-The Centre for Democracy and Economic Development Initiatives (CDEDI) in line with the Access To Information Act (ATI), is
demanding a public vetting and review of all working permits for the Chinese nationals working at Sino Hydro camp site West Bank in Chikwawa district.

In a letter addressed to Immigration Chief and signed by CDEDI Executive Director Sylvester Namiwa, the department has been tasked to review the permits within the next fourteen days.

The calls by CDEDI are coming after a scene in a video clip that can best be described as total chaos due to the language barrier.

In the clip, the Chinese nationals could neither speak English nor Chichewa and similarly, the locals could not speak Chinese language.

The video clip has prompted CDEDI to refer to the Immigration Act Section 4 that specifies
prohibited immigrants and their entry into or presence within Malawi; precisely subsection
1(b) which talks about any person who is unable, by reason of deficient education, to read and write any one of any class of language as may be prescribed by the Minister by regulation to the satisfaction of an immigration officer.

“If the scene in the said clip is anything to go by, then it is clear that corners were cut in the vetting process before the issuance of the temporary employment permits to these Chinese nationals at Sino Hydro and China Power, which are involved in the construction of canals that form part of the Shire Valley Transformation Programme,” he said in a letter addressed to Immigration Chief Charles Kalumo.

Namiwa also noted that apart from the language, information in his possession shows that some of the foreign nationals are working as fuel attendants, welders and general mechanics.

He said such malpractices needs to be checked because such jobs are not only meant for the locals but also gives reasonable grounds to suspect that this is not what they indicated in their applications for their respective permits.

He has therefore asked for an immediate response from the Immigration Chief so that there is sanity in the industry where there must be a realistic yardstick when sourcing expatriates.

Immigration department has confirmed receipt of the letter from CDEDI but has asked for more time to review its contents.

ACB’s Chizuma given 14 days to resign for “favoring” Kapondamgaga

BLANTYRE-(MaraviPost)-Centre for Democracy and Economic Development Initiatives (CDEDI) has given Anti Corruption Bureau (ACB) Director General 14 days to resign immediately for failure to exercise professionalism in the constitutionally established office.

In a letter signed by CDEDI Executive Director Sylvester Namiwa and made available to this publication, says the way ACB has handled the matter involving State House Chief of Staff Prince Kapondamgaga, Malawians do not see the need to report corruption anymore.

Kapondamgaga must be arrested and prosecuted

But defends the move saying Kapondamgaga paid the money back and that is committed to being a state witness in the matter involving Billionaire Zunneth Sattar.

However, Namiwa says Malawians were shocked by the statement from the graft-bursting body since it signified the lowest moment ever as a country in the fight against corruption.

He says the decision by ACB took most people that joined the protests to have Chizuma confirmed on the position of the Director General for the ACB by surprise as they never anticipated that the ACB would go down to such levels with her at the helm of office.

“We at the CDEDI, could not believe that you really sanctioned the aforementioned statement, hence our patience, as we were waiting for your reaction on the matter, since we perceive you as a fierce fighter against corruption, the very vice that has plunged this country and its innocent citizens into biting poverty on one hand, while the perpetrators are living in a wonderland, on the other hand.

“We strongly believed that you were forced to act and hoped that at an opportune time, you would eventually speak out or at least honorably resign for letting down the very same people that fought for you,” reads the letter.

The demands by CDEDI are credited to how ACB has conducted similar cases where the amount of money involved was disclosed but that is not the case in the matter of Kapondamgaga.

For instance, Namiwa has given an example of the arrest of Group Village Head Mwawa for receiving MK54,000 from 26 2022/2023 Affordable Inputs Program (AIP) beneficiaries.

Martha Chizuma lost public trust

As if that is not enough, on March 21, 2023, the ACB also issued a Press Statement informing Malawians that it had managed to secure a conviction of one Magret Mbandambanda, a police officer under the Criminal Investigations Department (CID) for Limbe police station, who was arrested for receiving MK100,000 in order to grant bail to a suspect.

“What is clear in these statements is that the ACB openly declared the amounts of money involved in the two cases, but the same bureau has suddenly become dumb to reveal what else Kapondamgaga has handed over to the ACB, apart from the Mercedes Benz,” he narrates.

Adding that since all the two cases cited above-involved money, CDEDI is failing to understand why the ACB failed to give the other two an option of giving back the money they were suspected to have received, just like the way Kapondamgaga was accorded the opportunity by the very same bureau to give back the car and the other undisclosed stuff.

“One would be forced to think that the two women were treated by the ACB as such because they are not connected to the political elite, and by extension, we can construe that the fight against corruption is merely a fight against the poor since the establishment of the bureau, we have never reached this low!” he said.

CDEDI demands are further necessitated by ACB’s deafening silence on the infamous MK250 Billon East Bridge fertilizer deal.

According to Namiwa, the ACB’s conduct on the matter is not only disturbing but also gives credence to speculations that Chizuma has resigned to fate and that she is just waiting to leave office upon the expiry of her contract in June 2024.

“It is against this background that CDEDI, on behalf of well-meaning Malawians, writes you to immediately resign in order to save your integrity and at the same time save our taxes,” dares CDEDI.

Malawian lady Ida Chiwalo dies in Oman

LILONGWE-(MaraviPost)-A 23-year-old woman from Traditional Authority (T.A) Mponda in Mangochi, Ida Chiwalo has died in Oman where she went four months ago seeking job opportunities.

Chiwalo’s uncle, Alifie Issa says Chiwalo went to South Africa to work where she proceeded to Oman.

Foreign Affairs Ministry has also confirmed the death of Chiwalo but details of death causes remain sketchy.

Meanwhile, Ministry of Labour spokesperson Lilly Kampani told Zodiak Online that this month-end they will start repatriating about 60 women and girls and trapped in Oman.

But Center for Democracy and Economic Initiatives (CDEDI) Executive Director Silvester Namiwa, has faulted the government for being slow in repatriating the victims, saying many lives might be lost in the process.
