Chakwera, MCP dared on national service delivery over politicking, power hungry

LILONGWE-(MaraviPost)-The country’s civil rights groups Forum for National Development (FND) and Centre for Mindset Change (CMC) have challenged President Lazarus Chakwera’s Tonse Alliance government an Malawi Congress Party (MCP) to focus much on national service delivery than politicking at the expense of locals.

The two groupings has observed that Chakwera and MCP are focusing on party’s supremacy attainment against Malawians expectation of good service delivery.

In a press statement issued on Thursday, April 25, 2024 signed by FND and CMC National Coordinator and Executive Director Fryson Chodzi and Phillip Kamangira respectively hinted that Malawians expects 2020 promises achievement.

“As Malawi stands on the threshold of transformative progress, the Forum for National Development (FND), the Centre for Mindset Change (CMC), and our affiliate civil society organizations in Malawi emphasize the pressing need to redirect our efforts towards national service.

“However, the current fixation of the Malawi Congress Party (MCP) on internal politics, particularly preceding its elective conference, poses a grave threat to this collective vision. It is incumbent upon the MCP and the government to heed this urgent call, prioritizing national service above petty politicking, thus fortifying the nation’s journey towards prosperity,” reads the statement in part.

On fiduciary responsibilities and legal imperatives, FND and CMC say, “Embedded within the Malawi Constitution and upheld by various legal mandates lies the solemn duty of elected officials to safeguard the welfare and advancement of the nation. These fiduciary responsibilities transcend partisan agendas, mandating a steadfast commitment to the greater good of Malawi.

“Embracing this duty necessitates unity and a resolute focus on national progress, setting aside internal power struggles for the betterment of all citizens. Thus, economic recovery and attainment of the ECF grant milestones would suffer greatly in the face of the apparent partisan distraction in pursuit of power and supremacy”.

The statement adds, “On harnessing positive gains for national development, in the midst of adversity, Malawi finds itself buoyed by promising economic prospects and burgeoning donor confidence. Yet, to truly capitalize on these favorable conditions, the MCP and the government must redirect their energies towards national service. By harnessing these positive indicators, Malawi can propel itself towards sustainable development, unlocking opportunities for equitable prosperity and social advancement across all sectors of society.

“The recent sentiment by the World Bank about economic rebound should motivate all players to rally behind the President and the Minister of Finance in sustaining the pathways for economic recovery and growth whilst at the same time cushioning poor Malawians from the economic shocks. Increasing the productivity of the private sector, mining, tourism and mega farm agenda are investments in the right direction”.

On the dangers of petty politicking, FND and CMC observes, “Engaging in internal political maneuvering at the detriment of national duty is a severe breach of public confidence and a direct challenge to the hopes and dreams of the Malawian populace. This indulgence not only wastes precious resources but also hampers the progress of socio-economic advancement and breeds discontent among citizens.

“Malawi finds itself at a critical juncture where it cannot afford to be ensnared by the traps of political rivalry. Vital matters such as poverty alleviation, healthcare and education improvements, youth empowerment, and infrastructure expansion demand immediate and undivided attention”.

The statement explains further, on the implications of politicking on national service, “The consequences of prioritizing politicking over national service are dire and far-reaching. Such indulgences sow seeds of division, impede progress, and erode public faith in governance institutions.

“Furthermore, the distraction engendered by internal power struggles detracts from the implementation of vital policies and initiatives aimed at uplifting the lives of Malawians. To allow such distractions to persist is to perilously jeopardize the very foundation of Malawi’s democratic ethos”.

FND and CMC adds, “Exhibit unwavering commitment to national service, embodying selflessness and readiness to sacrifice for the collective welfare. Mobilize the population through focused awareness initiatives, educating citizens on the importance of unity and the dangers of divisive political maneuvers.

“Strengthen the resilience and impartiality of governance institutions, guaranteeing their steadfast dedication to representing the interests of all Malawians. Allocate resources towards programs that empower the youth as catalysts for positive change, fostering within them a deep sense of accountability and investment in the nation’s future”

The statement appeals, “Now, more than ever, the MCP and the government must rise above the quagmire of internal politics, embracing a collective vision of national service and progress.

“By doing so, Malawi can transcend its current challenges, charting a course towards a future defined by prosperity, equity, and unity. Let us seize this pivotal moment to forge a legacy of greatness, ensuring that the aspirations of all Malawians are realized for generations to come”.

The two grouping observations comes amid scarcity of basic needs including sugar, forex while Chakwera and MCP are busy with August conventions for party’s positions

CMC, AHM pen ACB on tollgates fraud probe

LILONGWE-(MaraviPost)-The Centre for Mindset Change (CMC) and Action Hope Malawi (AHM) have written Ant-Corruption Bureau (ACB) to swiftly probe on tollgate fraud to get the bottom of the matter.

The two grouping request comes barely few days after media reports showed that about MK10 million went missing at the two vehicle passing points; Kalinyeke and Chingeni tollgates.

Consequently, six officers were suspended following the fraud reports.

In a letter sent to ACB Director General Martha Chizuma, the Maravi Post has seen, CMC and AHM want the bureau to act swiftly on the matter.

Gross theft at tollgates

“The Centre for Mindset Change (CMC) and Action Hope Malawi (AHM), having been shocked with revelations of Chingeni Tollgate fraudulent scandal, we would like to ask your office to quickly investigate the matter in which it is confirmed that some officials from the Roads Fund Administration (RFA) are involved in a corruption scam amounting to MK10million.

“It is so disheartening to mention that when most Malawians are struggling to sustain their everyday life due to economic hardships, other people can be so heartless in stealing the hard earned taxpayers’ money,” reads part of the letter signed by CMC and AHM executive directors Phillip Kamangirah and Sammy Aaron respectively.

Kamangirah and Aaron add; “We believe that corruption should be treated as murder, we therefore call upon your office to speedily move in bringing these culprits to book.We call upon your office to engage the fiscal police in dealing with this matter. We further request your office to make a statement of your action on the same in the next twenty four (24) hours.

“We believe in your capacity as an institution of justice and that ACB has the heart of the Malawian people. Corruption is evil and such acts are in disparity with the spirit of the Head of State and his administration in the fight against corruption”.

ACB is yet to act on the matter.

Malawi CSOs swiftly call for sitting President’s immunity removal

LILONGWE-(MaraviPost)-The country’s The Centre for Mindset Change (CMC) and Centre for Democracy Watch (CDW) have challenged Malawi Parliament to repeal the law that protects the sitting president from prosecution.

The duo observe that the nation cannot successfully win the battle against corruption unless Section 91 of the Constitution of Malawi is amended to allow for the prosecution of sitting Heads of State in any civil and criminal proceedings.

CMC Executive Director Phillip Kamangirah and CDW National Coordinator, Levi Luwemba told the joint press conference on Thursday, February 24, 2022 in the capital Lilobgwe that section 91is the source of the problems hampering the operations of the Anti-Corruption Bureau (ACB).

Kamangirah and Luwemba observed that due to “too much powers the sitting Head of State has, he can easily overstep his authority to interfere in the operations of the Bureau.”

“The Office of the Anti-Corruption Bureau has been taken and hijacked by politicians who have looted and are continuously looting public resources through animated means of corruption.

“We are bleeding as a people when we see poor infrastructure development and social services due to corruption and yet nobody is able to see that our hearts are heavy with this bleeding. We strongly believe that corruption is the enemy of development and of good governance. It must be got rid of at all cost,” reads the statement in part.

Kamangirah and Luwemba have urged the government and citizens themselves to come together to defend ACB Director General, Martha Chizuma, against the intimidation from corruption suspects.

“Corruption is a cancer that steals from the poor, eats away at governance and moral fiber and destroys trust. It eventually guilt the corrupt and it hardens the innocent who suffer as a result of it.  As a country we have suffered enough and now is time for us to rise and defend our resources from the “Cathedral of Thieves” who have over the years established their agents and perpetrators to suffocate innocent Malawians through corruption.

Kamangirah and Luwemba have also called upon the leadership of the country to make sure that office is protected and ensure that politicians stay away from interfering with the Office of the ACB in any way.

“We call upon Judiciary to execute justice as required; we call upon all Malawians to stand together in the fight against corruption; we are not renting this country. It is for us today and those generations to come. Let us defend our resources from heartless thieves. Let us defend our democracy,” they concluded.

The call comes barely a few days after State House issued statement warning staff members of wrongly using President Chakwera’s name soliciting funds, properties for personal interests.

The move has not gone well with Malawians who are demanding names of those in the wrong using Chakwera’s name.

Chakwera’s Tonse police challenged to release rights activist Sylvester Namiwa, other ten for unacceptable arrest

LILONGWE-(MaraviPost)-The country’s civil rights group Centre for Mindset Change (CMC) has dared Malawi Police to release rights activist Sylvester Namiwa immediately and unconditionally for wrongly arresting him.

The grouping has expressed dismay over President Lazarus Chakwera’s Tonse police for contravening the RIGHT to DEMONSTRATE is not subject to approval by the District Commissioner or any Public Authority.

The law (SECTION 96 of the POLICE ACT) necessitates the demonstrators to only notify the authorities and not seeking permission.

CMC finds such arrests, unacceptable, undemocratic and a demonstration of serious negligence in respect to the values of democratic governance.

“We therefore call upon government and its authority to release Mr. Silvester Namiwa and others immediately,” reads part of CMC statement signed by its Executive Director Philip Kamangirah.

Namiwa who is the Executive Director of Center for Democracy and Economic Development Initiatives (CDEDI),Edwin Mauluka the media manager and ten others including women were on Wednesday, morning, August 11, 2021 arrested at Parliament building during a vigil to force parliament leadership to explain about smuggling of the loan bill.

Namiwa is in robust health and high spirit as he spends a night in police cell awaiting for formal charge in court on Thursday, afternoon August 11, 2021.

Below is CMC full statement made available to The Maravi Post on Thursday, August 12, 2021:

CALL FOR IMMEDIATE AND UNCONDITIONAL RELEASE OF CDEDI LEADERSHIP

Centre for Mindset Change (CMC) is saddened in the manner demonstrated by the Police and the Government of Malawi on the arrest of Mr. Silvester Namiwa who is the Executive Director of CDEDI,
Mr. Edwin Mauluka the media manager and ten others including women.

CMC finds such arrests, unacceptable, undemocratic and a demonstration of serious negligence in respect to the values of democratic governance. We therefore call upon government and its authority to release Mr. Silvester Namiwa and others immediately.

Mr. Silvester Namiwa and others were arrested on Wednesday in Lilongwe at Parliament Building for
leading a demonstration on the notorious Loans Authorization Bill which was ostensibly trafficked to
Parliament by some intricate persons without following the required procedures.

CMC wishes to put it on record that Malawi is a democratic state and therefore leaders and their agencies
should never at any time make an attempt to destroy this democracy that we hardly fought against the
darkest thirty- one rule of the Malawi Congress Party.

We wish to hassle that the RIGHT to DEMONSTRATE is not subject to approval by the District Commissioner or any Public Authority. The law (SECTION 96 of the POLICE ACT) necessitates the demonstrators to only notify the authorities and not seeking permission.

CMC finds the arrests unjustifiable and a proof of hypocrisy, an iota of mediocrity and a momentous
impunity demonstrated by the Tonse Alliance under the Leadership of President Dr. Lazarus Chakwera.
The arrest of Mr. Namiwa and others is a severe undemocratic attack on the civic space which Malawi
has enjoyed over the years.

We therefore wish to remind the Tonse Alliance government that Human Rights are not negotiable. We
call upon the government and its agencies to stop harassing, intimidating, victimizing and oppressing the
people of Malawi for reasons of enjoying their constitutional rights as provided for. Such mannerisms are
tantamount to the death of our hard- earned democracy. Freedoms to assembly, association and
expression are legal and ought to be respected at all level.
