Talking Blues: All the President’s men, Malawi in focus

All the President’s Men is a 1974 non-fiction work authored by journalists Carl Bernstein and Bob Woodward, who investigated the June 1972 break-in at the Democratic Party Headquarters at the Watergate Office Building.

This book captured Hollywood’s imagination, and a biographical political drama-thriller film called All the President’s Men followed, projecting onto the big screen what became known as the Watergate scandal.

The sum and substance of the film is that the two, at that time fresh reporters and rivals working for the Washington Post, research a botched 1972 burglary of the Democratic Party Headquarters at the Watergate apartment complex.

Aided by a mysterious source, they connect the burglars and a White House staffer. Undaunted by threats, they follow the money all the way to the top, and their reporting culminates in the resignation of President Richard Nixon.

From history and the USA, let’s fast-forward and backtrack to Malawi. Drip-dripping, as we speak, is corruption after corruption scandal sharing a common denominator, i.e., the State House.

Let’s start with Tuesday, 3 August 2021. Pastor Martin Thom, President Chakwera’s Advisor, was arrested after smuggling a loan authorization bill into Parliament.

Director of Public Prosecutions Dr. Steve Kayuni is yet to school us why this simple case, with a trail as clear as day, is taking forever as if he too is being denied the consent he denies others.

Anyway, let’s move on.

On Monday, 9 August 2021, Minister of Energy Newton Kambala, President Lazarus Chakwera’s Adviser on Strategy, Mr. Chris Chaima-Banda, and Alliance for Democracy (Aford) president Enoch Chihana were arrested for alleged attempts to offer bribes to the National Oil Company of Malawi (Nocma) officials purportedly to influence the awarding fuel supply contracts.

On Friday, 31 December 2021, after hide-and-seek, the ACB finally arrested Minister of Lands Kezzie Msukwa for his role in a land deal with Zuneth Sattar’s agent.

This week, Malawians woke up to a memo dated 15 February 2022 that appears to have been deliberately leaked. In this memo, Chief of Staff for State Residences, Mr. Prince Kapondamganga, is warning State House Staff after learning that they have been:

peddling influence in public procurement,

extorting money from businesses and parastatals, and

illegally acquiring land and other property

all in the name of President Chakwera.

Without copying the memo to law enforcement agencies for appropriate action, he has merely slapped suspects on the wrists with vague warnings, and in all probability, like the Pastor Martin Thom saga, that will be all.

Hot on the heels of this memo, more unflattering news reports and developments are surfacing.

Beleaguered Abdul Karim Batatawala, embroidered in all sorts of unsavory corruption allegations dating as far back as 2010, is alleging that President Chakwera’s Chief Advisor on Rural Transformation and Development, one Adamson Mkandawire, solicited a K378 million loan from him using Chakwera’s name.

Worse, documents tendered in court show that Mr. Kapondamgaga’s deputy, one Mr. Maxwell Kalamula, and yet another Presidential aide, Mr. Shyley Kondowe, witnessed the transaction.

As per Batatawala, Mkandawire said President Chakwera was very aware of this transaction. Now, with presidential aides as witnesses, why would Mr. Batatawala doubt Mr. Mkandawire?

Mr. Mkandawire is not alone.

In a baptism of fire for the new Minister of Lands and his deputy, Area 49 residents in Lilongwe have protested an alleged illegal acquisition of land owned by the Lilongwe City Council and earmarked for a school project, a police unit, and a health center.

According to the residents, the land was illegally acquired by an official at State House. While the Lands Minster Sam Kawale says the issue has been resolved, the only consequence for the alleged land grabber(s) are:

  • a reprimand and
  • a recommendation that their respective employers (Lilongwe City Council, Office of President and Cabinet (OPC), and State residences) take disciplinary action against them.

The last time I checked, land grabbing was a criminal act. Hence, what ought to have followed were arrests, prosecution, locking them up, and their prison cell keys quickly relayed to me for ditching in the Shire River.

The Shire River will not get prison keys anytime soon, from the look of things.

Lest we forget, the ACB is having a tough time concluding investigations and arrests of Zuneth Sattar’s partners in crime. You will recall that following a three-year-long investigation by Britain’s National Crimes Agency (NCA) into Sattar’s suspected corrupt dealings with Malawi government officials from the former Peter Mutharika and incumbent Chakwera administration, Britain’s anti-corruption authorities arrested Malawian-born businessman Zuneth Sattar in October 2021.

If President Chakwera was half, or even just ten percent serious about “ending corruption” as per the fourth Pillar of his fantasy ‘Chakwera Hi5’, Sattar’s arrest and the subsequent mass arrests would have marked a watershed to crown his legacy.

However, with each passing day, one cannot help but agree with what former President Peter Mutharika and his hangers-on used to allege that President Chakwera’s statements as Leader of Opposition were motivated by envy.

Jealousy that Mutharika had assembled an impressive array of villains with some situated at the State House and others deployed as ministers and heads of parastatal positions to mercilessly milk the thin cow called Malawi and share the spoils with the likes of Sattar.

What else can we conclude? Who sees anything different between Mutharika and Chakwera’s era impunity?

Look here, just like in Mutharika’s time, corruption is everywhere. In government ministries and departments, the Police and the very Office of President and Cabinet (OPC) and the common denominator? State House.

Any difference?

In fact, within the current administration, it is becoming increasingly challenging to distinguish thieves from non-thieves and the corrupt from the non-corrupt when looking at all the president’s men, and if birds of a feather indeed flock together, what should we infer?

Do you know what this reminds me of? First, former President Mutharika’s high tolerance for thieves and what he reaped, and second, President Nixon’s end.

Since the president insists on surrounding himself with characters that, despite their professed Christian and supposed religious backgrounds, have little or no regard for the Eighth Commandment, a day will come when he will envy the not-so-illustrious fates of former President Mutharika and disgraced US President Nixon.

All it will take is someone following the money all the way up the hierarchy of all the president’s men.

That, esteemed Blues’ Orators, will be the day.

NOCMA saga: Malawi’s energy minister Kambala, 2 others out on bail

BLANTYRE-(MaraviPost)—The Lilongwe Magistrate Court has granted bail to Minister of Energy, Newton Kambala, AFORD president Enoch Chihana and presidential aide Chris Chaima Banda.

The bail is bonded at K200 000 each. Other conditions include two traceable sureties, surrender to court all travel documents.

Additionally, upon ACB request, the court has said the accused persons should report to ACB head office every fortnight.

Before granting the bail, the Lilongwe Magistrate Court read out five counts against Kambala, first accused person, Chihana, second accused person and Chaima Banda, third accused person.

The three accused all pleaded not guilty to the five counts.

Kambala faces three counts of conspiracy to influence a public officer to abuse their office; misuse of public office and alternative count of attempting to influence a public officer.

Chihana faces two counts of conspiracy to influence abuse of office and attempting to influence a public officer.

Chaima Banda faces two counts of conspirancy to influence a public officer to abuse office and attempting to influence a public officer.

Actual rule of law: Arrest Mkaka, Chikhosi and President Chakwera on NOCMA fuel supply contracts saga

Those who have been following the National Oil Company of Malawi (NOCMA) fuel supply contract saga and are in the habit of using the essential matter called rain, will attest to the fact that the arrests of Minister of Energy Newton Kambala, Presidential Advisor Chris Chaima Banda and AFORD President Enoch Chihana are just a minute part of the story of high-level corruption that extends all the way to the office of president and cabinet.

It is important to note that the three have been arrested after the Anti-Corruption Bureau’s (ACB) ‘completion’ of investigations into the saga. The investigations were launched after two complaints were lodged with ACB in a long grueling battle between Malawi Energy Regulatory Authority (MERA) and NOCMA on fuel supply contracts that NOCMA awarded to some companies.

The MERA board rejected NOCMA’s application for approval of prices for the suppliers that NOCMA selected citing concerns over overpricing. MERA suggested that NOCMA should select other suppliers (without naming any) or the same but at lower prices as submitted by the majority of the bidders. The reported difference in cost was a whooping 50 million united states dollars! Still,cNOCMA through its Deputy CEO, Hellen Buluma fought vehemently in support of its decision to award fuel supply contracts to its selected companies.

We must take note that yesterday’s arrests are from the complaint that Buluma lodged with ACB at the height of the battle for award of the contracts. Although she might have had legitimate reasons for lodging the complaint, this was a way of making sure that the contracts are given to NOCMA’s selected expensive suppliers.

There’s a reason Buluma fought so hard to keep the selected suppliers. She is an interested party, personally and not as Deputy CEO. As we will see below, it’s a matter of life and death for her because her job is on the line, let alone how fat her pockets will be when the deals are sealed.

Since one of Buluma’s motivations is to keep her job, we must look at the people who have the ultimate power to fire her. Those people are the beneficiaries of her actions that have led to the arrest of Chaima Banda, Chihana and Kambala.

Going back to November 5th,2020, President Lazarus Chakwera, in one of his trademark eloquent speeches, instructed NOCMA’s board to look into the appointment of Helen Buluma, a previously known Democratic Progressive Party (DPP) diehard, as acting CEO of NOCMA under the Tonse government. This was after a public outcry on a known DPP member being appointed leader of a parastatal under an alliance that fought hard against the former ruling party.

Chakwera gave the board two weeks to look into the matter. The board ‘looked into the matter’ and decided to remove Buluma as Acting CEO. She reverted back to her position of Deputy CEO. However, this was just a smokescreen as Buluma is effectively the CEO of NOCMA. Former NOCMA CEO, Gift Dulla was suspended nine months ago. Since then, the position has remained vacant.

The board that made this decision is chaired by the Secretary to the President and Cabinet, Mr Zangazanga Chikhosi. He is the one responsible for keeping Buluma’s job and one of the beneficiaries of her actions. By extension the ultimate beneficiary of her actions is President Chakwera.

The other beneficiary is Malawi Congress Party (MCP) which is the biggest hungry nthata that needs feeding. This is where MCP Secretary General Eisenhower Mkaka comes in. For the purpose of making this point clear, let’s ignore the fact that Mkaka is allegedly romantically involved with Buluma, and it is in his best interest to keep her concubine employed.

As Secretary General, Mkaka needs MCP to have money. Lots of it. That’s the only way he can pursue his goal of breaking the Tonse Alliance agreement and make sure the next presidential candidate is MCP again! What’s the other way to achieve this than to benefit from the reported 50 million dollars that Chakwera and MCP are going to benefit from the fuel supply contracts Buluma has religiously defended?

Of course, Mkaka also doesn’t want any competition for his appetizing seat of Secretary General, so the arrest of the ambitious Chris Chaima Banda, who is eyeing his post, is welcome news.

Let’s leave Chakwera’s Chief of Staff out the equation for now. We simply don’t have enough space to explain his role in the saga. We will pray for more space next time.

Any right-thinking Malawian knows that the arrests are not necessarily Chakwera’s no nonsense application of the rule of law. They are just part of protecting Chakwera’s possible loot. They are also part of the wider political battles in the Tonse Alliance that are getting uglier by each passing day.

However, if in the course of these political battles, laws of this country are broken, I will be looking forward to the day the courts will convict anyone involved. For now, I’m waiting for the arrest of Mkaka, Chikhosi and Chakwera who are the major players in the NOCMA fuel supply saga. That will be the actual rule of law.

Malawi Govt cancels NOCMA’s fuel supply tender

BLANTYRE-(MaraviPost)-The Malawi government through the ministry of energy has cancelled the recent fuel supply contact at National oil company of Malawi ( NOCMA).

Minister of energy Newton Kambala disclosed this during a press briefing on Saturday, November 28, in Blantyre.

Kambala stated that Tonse government has noted public concern on the situation at NOCMA whereby the executive management is not complete due suspension of Chief executive officer Gift Dula and the removal of Helen buluma as acting CEO by the board.

“As such the current round of tendering will be cancelled until credible management has been instituted by the board,” says the Minister.

Kambala further said that government decided to unbundle electricity supply commission of Malawi (ESCOM) inorder to attract private investors in generation.

At the moment seven Independent Power producers (IPPs) have signed power purchase agreement (PPA’s) and are now developing power plants to supply to National grid. According to the Minister.

On the other side Kambala disclosed that Electricity generation company (EGENCO) is developing Mpatamanga hydro power to the tune of US$1 million and will produce 350 mega Watts upon completion.

Further more Wovwe hydro power is expanding it’s capacity with an estimated 4.5 mega Watts.

Malawi’s Natural Resources Minister Tembo for improved alternative source of energy

LILONGWE-(MaraviPost)-The Minister of Forestry and Natural Resources Nancy Tembo has emphasized the need for youths in the country to take part in contributing to the National Development goals through different innovations.

The minister said this when together with the Minister of Energy Newton Kambala and Deputy Minister of Defence Jean Sendeza visited Infinity Energy Solutions in Lilongwe.

She said there is need to find alternatives to charcoal and firewood as over 90-percent of Malawians use biomass energy to meet their energy needs every day.

“Realising that charcoal  and firewood will remain key in livelihoods and energy provision for both urban and rural Malawians, the ministry developed national charcoal strategy in 2017 to address issues regarding sustainable biomass wood production, alternative energy sources as well as enhancing awareness of the sustainable options among others,” she said.

The minister added that all the efforts are aimed at reducing pressure on the dwindling forest resources in order to arrest and reverse the rate of deforestation hence the need to encourage the private sector to help government in making sure that the country’s environment is protected.

“I am very much impressed by Infinity Energy Solutions, it is encouraging to see local enterprises taking part in converting discarded wastes into low cost fuel briquettes. We see that it is possible to run a successful enterprise at the same time protecting the environment,” she added. 

In his remarks, Managing Director for Infinity Energy Solutions Malumbo Kalua said the future is promising though they still have a long way to go in sensitizing people on the need to switch to briquettes since a lot of people are not aware of this new product.

“We are partnering with filling stations and shops around Lilongwe in a move to make sure that a lot of people are aware of this product, we have also opened distribution centres in Mzuzu and Blantyre in addition to online marketing which is very effective for us”, Kalua said.

Infinity Energy Solutions is an alternative energy company which currently produces 5-tonnes of briquettes per day due to market constraints but have capacity to produce 25-tonnes per day. 

The company was established in 2018 to produce substitutes for charcoal on a commercially sustainable basis.
