LILONGWE-(MaraviPost)-A group of concerned immigrants from Rwanda residing at Dzaleka refugees camp in Dowa has accused Paul Kagame regime for continually using genocide tramp card to suppress hutus in exile.
According the the signed letter by grouping representative Odette Narukundo addressing to Malawi authorities say Kigali leadership is peddling lies against its citizens living in Malawi.
Reads the statement made available to The Maravi Post:
Following the current situation regarding the government decision to return all refugees living and working
in various towns to go back to Dzaleka Camp; it is being revealed that this whole act is the plan of the
Rwandan government through and/or by Malawian authorities.
We denounce the allegations made by Rwandan authorities by continually using genocide tramp card to suppress hutus in exile.
We, the group of concerned refugees, have listened to the speech by the Minister of Homeland security and we are, with deep concern, denouncing what the Rwandan government is feeding Malawian authorities in order to destabilize Rwandan refugees in Malawi and around the world.
We, therefore, would like to inform the government of Malawi and Malawian citizens to be aware of a few things about
how the current regime in Kigali works.
As you generally know, ever since 1994, the Rwandan Patriotic Front (RPF) Inkotanyi (group of disgruntled Tutsi rebels) took power in Rwanda after killing the then President Habyarimana Juvenal by shooting down his presidential plane.
After years of investigations and revelations of those in inner circle of President Kagame, the rebels of RPF Inkotanyi planned ahead to cause havoc and civil war in the country in order for them attain the power without sharing it as it was agreed in Arusha accords in 1993.
The killings they caused and perpetrated came to be called “Genocide against Tutsi” even though hutus were
the ones died in big numbers.
Ever since they took power, most hutus fled the country because of continuation of killings despite having the power, they kill everyday that a hutu person does not have any right in that country. They have established a military wing called DMI ( Department of Military Intelligence) of which is composed by trained assassins and are sent in all countries where hutus and tutsis dissidents found refuge. They kill and kidnap whoever they want and make it look like armed robberies.
Malawi hosts refugees from more than five nationalities. Has it occurred to think of why only Rwandan refugees are the only one sought after all these years by the country they fled? It is in that plan of destabilizing Rwandan refugees all over because of who they are. We regret to be the first to let you know a few things you should know about how this sacred terrorism from Kigali works. They use genocide as a tramp card to decimate their opponents.
We would also want to inform Malawi and Malawians to be careful when dealing with Kigali regime. This is a group of terrorists legitimized by a government they hijacked. They do not care nor fear anyone. They are the ones who planned and executed genocide in 1994 on order to decrease a number of majority hutus. They use tactics of lies, infiltration and causing havoc in public to get to what they want.
This is evidenced by the current issues of the Democratic Republic of Congo (DRC), the failed coup attempt in
Burundi in 2015, terrorism in Mozambique, the kidnap of Hotel Rwanda hero Paul Rusesabagina in Qatar
and so on; these are the people behind all that.
To understand them well, we recommend you to read a book of Michela Wrong “Do not disturb: A story of a political murder and an African regime gone bad” or “In praise of blood: The crimes of the Rwandan Patriotic Front (RPF)” By Judi Rever.
You could also refer to the 2010 UN mapping report: “The report of the mapping exercise documenting the most serious violations of human rights and international humanitarian law in the Democratic Republic of the Congo between 1993-2003” and it is available online for free.
The minister mentioned 55 individuals sought by Rwandan government. Over 30 yrs, there was Arusha
courts that dealt with crimes committed in Rwanda, it is unclear how they came to know these individuals
had been hiding in Malawi.
This is what they do, they (DMI) infiltrated Malawi either as refugees or as
business investors and blend in a society, spy and come to who they want depending on the financial
ability in a society. They have fear that the more Rwandan refugees become financially independent, they
would topple them from power.
In regards of firearms, we want to inform the Malawi government to be aware that ever since this country
started hosting refugees, there has never been any case of refugees involved in armed robberies or any
other acts of violence involving firearms; until recently when Kigali regime got angered by the fact that the
hutus in exiles around the world are free to have access to almost everything especially education. It was
decided that they have to make sure they ( refugees) do not have peace starting those in SADC region.
Now they are using that infliction of lies in Malawi against refugees. We surely believe that these guns
mentioned belong to them. We have had cases of which refugees are assassinated in what seemed as
robberies but we know their tactics and how they kill. You might remember a Rwandan national who was
brutally murdered in front of his wife and kids at his residence in Blantyre, then later his father in law was
found dead with his arms firmly tied behind (They call this as “Akandoyi”) at his home in Dzaleka camp.
That is one example of their masterly deeds. Make no mistakes, these assassins have no problem to use
any means if necessary as long as they tarnish refugees’ image to have access to whoever seems to be a
problem to their regime.
We also want to wish well the minister of homeland security who is discharging his duties as it is mandated.
At the same time, he has to use a higher degree of wisdom while dealing with Rwandan government. We
have information of their existence around the country and in the camp as well. We fear they may do an
unpleasant act in realization of failure in what they expected, just to keep it in course. They use terror to
get to what they want by either playing victims or proof claimants.
Meanwhile, we have come to understand that the government is doing what it has to do to uphold the
rule of law, nevertheless, it is very disturbing how a government (Rwanda) which its citizens have been
running away from all these years, yet they keep following them abroad, being involved and/ or take
advantage of the situation to make demands. They have been using genocide tramp card because the
term itself is terrorizing.
Therefore, we once again denounce in strongest terms possible all demands made by Rwandan authorities
to Malawi government because they are baseless. It is a plot to eliminate those among refugees who they
see as potential enemy simply because they do not share terrorism ideology. To also cause fear in the rest
as a message that they have no where to hide. More importantly to continually cause havoc in order for
the host nation take away their privileges. We have been living in Malawi peacefully with our Malawians
friends until the dawn of RPF Inkotanyi in SADC region.
Recommendations:
We recommend that the Malawi government should use extra caution dealing with these terrorists in the name of a legitimate government in Kigali.
We did not flee our country, we fled RPF Inkotanyi because until today, they act as if they are still rebels and are still in forest.
Seeking second opinions about demands made by Rwandan authorities from other side or better yet, somewhere else. Rwandan refugees around the world have come together and formed a political framework of communication, support, protect refugees and oppose to the lies from Kigali.
We recommend the government of Malawi to work with refugees by giving an audience to our Government of Rwandans in Exile (GREX) which has continually supported and spoken for Rwandan refugees across the globe and speaking up for those in captivity life in Rwanda.
Refugees’ rights are human rights as well. If not, the nation might find herself being an assistant to the
human right violator of the century.
Counter intelligence in what we mentioned in this communique in order to find solution to the problem by working hand in hand with concerned part representatives from our Government of Rwandans in Exile which is based in France.
