Lilongwe, 22 March, 2016:Lilongwe Magistrate Court on Monday sentenced Phulamazira Kang’ombe to 16 years in jail for cutting a man’s private parts in November 2014 in Lilongwe.

Speaking in an interview, Lilongwe Police Spokesperson Inspector Kingsley Dandaula identified the victim as Chimwemwe Madeya 25, from Mkwaila village in the area of Traditional Authority (TA) Njewa in Lilongwe.

“The victim was coming from a drinking joint when he was attacked by the convict. He was seriously assaulted and got unconscious in the attack and when he woke up he found that his private parts were missing.

“He however managed to get to his house where he started crying in pain. When his sister heard the cry, she approached him and found out that he had no private parts and was taken to the Kamuzu Central Hospital for treatment,” said Dandaula.

The Police spokesperson said later in the day some people met the convict and got suspicious of the bad smell the convict was giving out. Upon searching him; they found him with male private parts and was taken to Police where he was charged with grievous harm contrary to section 238 of the penal code.

At the beginning of the case Kang’ombe pleaded not guilty but after the state paraded four witnesses he was found guilty.

In his mitigation Kang’ombe said he was of unsound mind and was sickly and asked the court to be lenient with him when passing sentence, but the State Prosecutor Assistant Superintendent Gomezyani Mchawi asked the court to give him a stiffer sentence since the offence is serious and it is by the grace of God that the victim is alive.

“The victim is young and will no longer enjoy his conjugal rights furthermore he will not be able to give birth,” said the state prosecutor.

In his ruling Principal Resident Magistrate Patrick Chirwa concurred with the State and sentenced Kang’ombe to 16 years in jail with hard labour.

Kang’ombe, 33, hails from Ching’anga village, TA Njewa in Lilongwe.
