Two individuals, Jonas Kazembe and Catherine Kamodzi, both 32 years old, have been arrested by the Balaka Police for allegedly committing acts with intent to defraud.
The suspects, who hail from Ntcheu and Phalombe respectively, were apprehended on Saturday, March 8, 2025, at Chauluka Village in Traditional Authority Nsamala, Balaka District.
According to the police report, Kazembe and Kamodzi posed as representatives of the Tithandizane 2032 Program, a claim that has been disputed by the District Commissioner for Balaka.
The duo allegedly mobilized residents, scanning their National Identity Cards using mobile phones, and providing them with K3000.00 in return.
However, when detectives from the Balaka Police arrived at the scene, the suspects failed to produce any documents of registration as an organization.
The police have since seized two cell phones belonging to the suspects.
The arrest of Kazembe and Kamodzi has raised concerns about the prevalence of fraudulent activities in the region.
The police have urged residents to be vigilant and report any suspicious activities to the authorities.
The suspects will appear before court soon to answer charges of Acts With Intent To Defraud.
Inspector Gladson M’bumpha, Public Relations Officer (PRO) for Balaka Police Station, confirmed the arrest and urged anyone with information about the suspects to come forward.
As the investigation continues, residents of Balaka are advised to remain cautious and report any similar incidents to the police.
The authorities have assured that they will take stern action against those found guilty of fraudulent activities.
President Dr. Lazarus McCarthy Chakwera has highlighted his administration’s development projects in Phalombe, citing significant investments in food support, education, healthcare, and economic empowerment.
According to Chakwera, his administration has spent K4.7 billion on food support in Phalombe, benefiting over 11,000 households through the social cash transfer program over the past four years.
Additionally, more than 2,800 people have accessed loans worth over K2 billion through the National Economic Empowerment Fund (NEEF).
Chakwera also emphasized his government’s infrastructure development projects in Phalombe, including the construction of 29 houses for security personnel, four new schools, and the full operationalization of Chilembwe Hospital.

These projects, he noted, demonstrate his administration’s commitment to improving the lives of Phalombe residents.
The President urged the 170,000 registered voters of Phalombe not to be misled by politicians who cannot advance the district’s development.
He emphasized that his administration’s development projects are tangible evidence of its commitment to the district’s growth and prosperity.
Chakwera’s remarks come as the country prepares for September tripartite elections, with Phalombe being a critical district in terms of voter numbers.
The President’s emphasis on development projects in Phalombe is seen as a strategic move to woo voters and demonstrate his administration’s achievements.
BLANTYRE-(MaraviPost)—Malawi Government has secured a loan from Exim Bank of India to finance a project to supply piped water to Migowi which is the new headquarters for Phalombe District.
Minister of Forestry and Natural Resources, Nancy Tembo, said this while responding to a question from Parliamentarian for Phalombe Central, George Million, who requested Government to consider bringing reliable piped water to the area as it is growing faster with a new district hospital under construction.
In response, Tembo said in the meantime the contractor constructing the new Phalombe Hospital has drilled motorised boreholes and water reservoirs to supply water to the hospital once completed.
“Finalizing paperwork with the Indian bank has delayed due to the COVID-19 pandemic which has hit hard the Asian nation,” said Tembo.
The Minister has disclosed that the supply of water to the area is within the 15 priority projects in the budget which are expected to be completed by 2022.
Tembo said works to bring piped water to Migowi will commence once funds for the project are released by the bank and the project is expected to be completed within eighteen months.
Phalombe is one of the strongholds for the former governing Democratic Progressive Party (DPP).
Police in Phalombe have arrested five people in connection with the killing of an Albino boy identified as Joseph kachingwe aged 12.
Police in Phalombe have confirmed of the arrest and identified the suspects as Mary Nankhuku, a mother to the deceased, Humphrey Elia, step-father to the deceased, Beaton Tabwali, uncle to the mother of the victim.
The Police have also arrested Eniphat Chinawa and Patrick Chinawa, all related to the victim.
The body of the deceased who went missing on July 6 2018 was recovered on Tuesday after his step-father confessed to have poisoned the boy for rituals.
According to reports, the step-father of the deceased connived with unknown people who promised to buy bones of the child.

As the bloodsuckers myth continues claiming lives of innocent people and destroying properties of people in Mulanje, Phalombe and Chiradzuru district, the United Nations Department of Safety and Security (UNDSS) has finally come up with its findings, conclusions as well as recommendations on the matter, Maravi Post has established.
The Malawi Human Rights Commission (MHRC), one of the tax-funded human rights organizations in the country, has failed to hold down its temper and took a bite at President Peter Mutharika’s silence on the ongoing bloodsuckers myth.
The bloodsuckers myth has so far claimed six lives, and destroyed properties of millions of Kwachas, and inflicted injuries to many innocent people.
However, since the development started, Mutharika has not voiced out against the barbaric acts, apart from some of his ministers that include Minister of Information Nicholas Dausi, who put the blame on the opposition parties and Civil Society Organizations.
BLANTYRE-(MaraviPost)- The first consignment of Farm Input Subsidy Programme (FISP) coupons for the 2017/2018 agriculture season, arrived in the country through Chileka Airport in Blantyre on Friday
The coupons are expected to be distributed immediately, catering for beneficiaries from eight Southern Region districts including Nsanje, Thyolo, Chiradzulu, Mulanje, Mangochi, Phalombe, Mwanza and Blantyre.
Minister of Agriculture, Irrigation and Water Developmrnt Joseph Mwanamveka, said the last consignment will be dispatched from United Kingdom (UK), where the coupons are printed, possibly by Monday next week. He further said that it should be in malawi be in the next two weeks.
Mwanamveka added that the early arrival of coupons has a lot of benefits, in that the farmers will have enough time to source money for top up and will therefore redeem the inputs without panicking, a development which will lead to early planting.
The minister also touted the 2017/18 FISP, saying that it will be a reformed programme as both the private sector players involved and the farmers will benefit; he said special consideration has been made on farmer seed top up.
He therefore reminded the public that in the 2016/2017 FISP season, the first consignment of coupons arrived on November 27 2016, while the second consignment arrived on December 12, 2016.
“If you go back to the records, you will observe that this is the earliest we have received the first batch of coupons for the past three FISP seasons.
“Just to put this into perspective, in the 2014/2015 FISP season, all coupons arrived in one batch on November 14 2014, and in the 2015/16 FISP season, the first consignment arrived on November 17 2015, while the second one arrived on November 24 2015,” said Mwanamveka.
Government will spend about K36.15 billion in FISP, which is set to benefit 900,000 households.
Since the programme targets needy farmers, Governmenr has fixed coupon values for the maize seed pack at K6,000, while the legume seed pack is at K2,050. On fertiliser, Government is contributing K15,000 per 50 kg bag.
On average, the fertiliser will costs between K18,000 and K21,000 on the market and the farmers are expected to pay the difference.

LILONGWE-(MaraviPost)-The 2016/2017 Farm Inputs Subsidy Program (FISP) is in a mess following unavailability and exorbitant prices of the inputs forcing beneficiaries to sell their coupons, The Maravi Post has learnt.
FISP: a big flop thhis 2015/16 growing season
The development comes amid promising rains pouring across the nation with expectation that good harvest is guaranteed in this growing season.
With the current situation it is unlikely that the country will have enough yields as most farmers rely on organic fertilizers for their crops to do well in gardens.
It has been established that fertilizers are unavailable in most selected selling deports that only Farmers World and Agra shops are serving farmers.
For instance, a visit to some Farmers World Shops in the capital Lilongwe reveled that NPK fertilizer is not available as early as this month, the right time farmers wanted the input.
Not only that, the inputs are also supplied late to selling points which has resulted in most farmers missing the dateline of applying fertilizer to crops in good time.
Farmers Union of Malawi (FUM) FISP Monitoring Study conducted between December 13, 2016 and January 5, 2017 testifies how worse this year’s the program has gone into doldrums.
The report has revealed that the supply of fertilizers to markets has been difficult as most suppliers are stocking less quantity than the demand.
The study also disclosed that there is an organized syndicate between vendors and markets clerks by exchanging coupons with money coupled with night sales in districts including Mzimba (Bwengu), Phalombe, Blantyre (Zalewa), Ntchisi, Salima (Nkhomedza), Nkhata Bay, Balaka (Phalula) and Dedza (Mayani).
FUM report added that out of the 29 companies that signed sales agreements with government in 15 districts and 30 Extension Planning Area (EPAs) that only 13 markets opened markets representing 45 percent.
“In Nsanje district where Admarc is the sole supplier of fertilizer, there has never (been) NPK stocks up to January 5, 2017 and that consignment for companies to supply the input is stuck in Beira. Farmers are travelling long distances in search of the commodities and that most depots in January 2017 have stock outs, meaning that farmers are trekking to main trading centres and mostly to Bomas to by fertilizers,” reads the FUM report in part.
“Some farmers in Mbalachanda were buying fertilizer from Zambia at MK15,000 per 50 kg with reports in Salima and Ntchisi districts the inputs sold at underweight mostly weighing 45kgs”, reads FUM report.
The development has not gone well with lawmakers including Felix Jumbe for Salima Central who is also a farmers saying the situation will likely to affect yields.
Jumbe said that the nation will miss out the opportunity of embracing good rains pouring across the country.
Concurring with the lawmaker, Civil Society Agriculture Network (CISANET)’s National Director Tamani Nkhono Mvula expressed disappointment over the conduct of private firms involved in the exercise.
However, Deputy FISP Coordinator Osbourne Tsoka in the Ministry of Agriculture has acknowledged the challenges the program is facing this year assuring the nation that his office was working tirelessly to address the mess.
This year’s FISP is 60% being run by private sector with government pumping MK35 billion targeting 900,000 beneficiaries.
