Malawi School of Government faces allegations of sabotaging DPP agenda amid staffing concerns

LILONGWE-(MaraviPost)-An anonymous lecturer at the Malawi School of Government (MSG) has raised serious concerns over the current management and operations of the institution.

The lecturer, who has served at MSG for over eight years, spoke on condition of anonymity due to the sensitive nature of the claims.

According to the source, the current MSG management was appointed by the previous MCP administration and appears to be undermining government programs, including initiatives under President Arthur Peter Mutharika’s agenda.

The lecturer alleged that the Director General (DG) was appointed without following a competitive recruitment process, in contravention of the MSG Act.

It is believed that the DG’s appointment was influenced by her husband, a pastor with strong ties to the former “pastor president,” raising concerns about her impartiality.

The seven directors currently serving at MSG were reportedly chosen based on connections to the DG, the former SPC Zamba, and MCP leadership, rather than merit.

For instance, one Head of Department, an Assemblies of God pastor with an agricultural background, was appointed to lead the Business and Management Department despite lacking relevant qualifications.

The lecturer claims this director has a history of dishonesty and misleadingly represents himself as a “PhD Fellow,” although he has not completed such studies.

When MCP assumed power, several experienced and competent MSG staff members were removed, according to the source.

This was allegedly done through a controversial “Placement Exercise,” which the lecturer says was designed to eliminate individuals perceived as DPP sympathizers.

Positions were reportedly given to candidates aligned with the DG and MCP, even if they failed interviews or lacked qualifications, while qualified staff were ignored.

Among those displaced were the former Acting Executive Director, Mr. Sikelo, and his capable team, who had previously run the institution efficiently without government subvention.

Currently, MSG receives government funding but is described as “top-heavy,” with eight directors earning substantial salaries and benefits despite limited output.

Meanwhile, junior staff reportedly continue to face significant challenges, including low pay and minimal support.

The anonymous lecturer also noted that most of the government subvention is spent on vehicles, travel allowances, and other perks for the DG and directors.

While the DG claims credit for clearing pension arrears, the lecturer argues that these achievements were the work of previous management.

The source called for a comprehensive review of all MSG recruitments since the restructuring, including the Placement Exercise.

Financial and staffing audits, similar to those conducted at NEEF, were recommended to restore accountability.

The lecturer expressed concern that capable professionals were displaced for political reasons, while individuals brought in by the MCP administration continue to benefit.

The situation at MSG highlights the urgent need for corrective action to ensure that government training institutions serve national interests rather than partisan agendas.

Chakwera stirs warning to lazy, disgruntled civil servants

LILONGWE-(MaraviPost)-President Lazarus Chakwera on Wednesday, April 18, 2024 stirred warning to lazy and disgruntled civil servants arguing that they are frustrating his government agenda.

He therefore warned that his government will not tolerate these tendencies.

Chakwera made the warning when he launched the Malawi School of Government (MSG), which his administration has championed to eliminate the chaos in government ministries, departments and agencies.

He said at the time he was assuming the presidency in June 2020, he found that chaos was the order of the day in many government offices.

“I found the chaos in four groups. The first group is the chaos of not knowing the job, because I found that even though there are many civil servants in the government whose work is completed because they were trained well and because their expertise is compatible with the offices they were given.

“There are others who are not able to work because they were not trained well and were given conflicting jobs. So we saw that since the problem is so big, we should set up this school, a school to teach how to work in the government,” said Chakwera.

The President said the major objective of the school will be to build and enhance professionalism and skills among civil servants and to address reasons that make public servants to work with reluctance and disgruntlement.

Chakwera added that his government is establishing an Individual Performance Management System, in collaboration with the Chandler Institute of Governance, with the aim that all government workers should show each other how they are serving Malawians.

He therefore lauded representatives of the Chandler Institute of Governance for participating in the launch of MSG.

Chakwera also expressed his gratitude to the Cambridge University Governance Labs, led by Professor John Barker, for helping Malawi develop the course work for Ethical Decision Making, the Governments of Kenya and Singapore, and Tony Blair Institute who are helping in teaching civil servants computer lessons.

He directed the Secretary to the President and Cabinet (SPC) to work with all Principal Secretaries (PSs), parastatal leaders, District Commissioners (DCs), and the Department of Human Resource and Development (DHRD) to identify public servants who should attend certain courses at the school.

“When we talk of Public Sector Reform, the first thing to reform are the public servants themselves, and that work must be done here at the Malawi School of Government. I don’t want someone to bring chaos in my government, so bring all the crooked people here and they will be straightened out,” said Chakwera.

MSG formally, Malawi Institute of Management (MIM) has two campuses including Kanengo (Lilongwe) Mpemba (Blantyre) under Director General as overall in-charge.

MSG, GCU for effective contracts management training manual

LILONGWE-(MaraviPost)-Malawi School of Government (MSG) and Government Contracts Unit (GCU) are reviewing the Contract Management Training Guide (CMTG) with an expectation of improving contract implementation which bidders get from the government.

Principal Secretary for the Department of Procurement and Supply Services in the Office of President and Cabinet (OPC) Jean Munyenyembe observes that poor contracts management has cost government heavily in awarding unwarranted money to bidders.

Munyenyembe adds that the government is losing taxpayers money due to poor contracts management hence the need for an effective training manual.

She was speaking on Wednesday, October 25, 2023, when opening the validation workshop of the revised contract management training guide at the MSG Kanengo campus in the capital Lilongwe.

MSG developed the manual for training managers in both private and government agencies.

“More than 60 percent of the national budget is spent through the procurement of goods and services, we reviewed CMTG as an instrument to enhance the core competencies of MDA staff for effective management of contracts.

“Huge some of money are lost during contract implementation through poor products that do not meet minimum specifications, and unsolicited claims, variations, and payment arrears. The beneficiaries of such claims are left free because there is no law that ties a strong responsibility to such acts,” says Munyenyembe.

She adds, “The government’s route towards capacity enhancement of the senior staff in contract management is just one aspect of good financial governance. What is more required is for all of us, as Malawians, to embrace our ethics and professionalism in the management of public contracts. It is all our duty to ensure that our staff must not only know contract management processes but must also apply this knowledge.

“It is also our duty to ensure that all the financial and technical resources that are being channeled towards supporting the implementation and management of public contracts are managed transparently and with the highest levels of professionalism and integrity”.

MSG’s Acting Director of Academic Affairs Lameck Malekano Chimphero expects a quality and effective training manual at the end of the validation workshop.

Chimphero says the workshop wants to consolidate inputs from learners on how best to improve the training guide.

“The validation workshop will generate valuable and useful input from our delegates to improve the training manual which is meant to address skills gaps of employees in public service. As you are all aware, there have been incidences of contract mismanagement in the procurement of goods, services, and works in the Malawi Public Service.

“We have been receiving support from GIZ since 2019 through the Public Finance and Economic Strengthening Programme (PFEM) for the development of the first training manual, which was officially launched in March 2022.,” he said.

With financial and technical support from GIZ, the workshop has attracted participants 25 delegates from various organizations and institutions in Malawi.

SPC Zamba for competent Principal Secretaries’ quality public service delivery

LILONGWE-(MaraviPost)-Secretary to the President and Cabinet (SPC) Colleen Zamba expects public services delivery from Principal Secretaries (PSs) in various government ministries following two days of leadership training, which opened at Malawi School of Government (MSG) Kanengo campus in the capital Lilongwe on Tuesday, July 11, 2023.

The training aims at equipping PSs with leadership skills, including public funds and civil servants management.

The Leadership Development Programme is being coordinated by the Department of Public Sector Reforms Management, the Department of Human Resource Management and Development (DHRMD), and Malawi School of Government with financial assistance from the UNDP Malawi.

According to the SPC, the training is crucial since a competent Principal Secretary translates to a strong and efficient Government System.

“You are assets and the Nerve Centre of the Public Service who influence what should be done as a country hence it is important that you are competent leaders,” said Zamba.

The SPC has since challenged the principal secretaries to take a leading role in embracing visionary leadership skills for the attainment of key national aspirations.

“Competent officers with reliable skills and knowledge are critical for a strong government system,” added Zamba.

MSG Council chairperson Professor Lewis Dzimbiri observes that the training is timely towards Malawi’s 2063 agenda.

UNDP Deputy Resident Representative, Challa Getachew, commended the Government of Malawi for coming up with such capacity development programs saying UNDP will continue rendering support whenever necessary.

Among others, the capacity development programme covers modules on duties and responsibilities of Principal Secretaries, Core Competencies of Principal Secretaries, Strategic Management: Strategic Planning, Change Management; National Development Planning (MW2063); Professional Ethics Conduct and Integrity in the Malawi Public Service, Malawi Public Finance Management; Administrative Law in Malawi and Stress Management and Emotional Intelligence.

Prof Lewis Dzimbiri under fire for flouting procedures in hiring Asiyati Chiweza as MSG Director General

LILONGWE-(MaraviPost)-Professor Lewis Dzimbiri is under fire for flouting recruitment procedure in hiring opposition Democratic Progressive Party (DPP) cadre Professor Asiyati Chiweza as Director General for the newly established Malawi School of Government (MSG) formally Malawi Institute of Management (MIM).

According to the Memo, The Maravi Post in possession, Chiweza is on secondment at MSG as Director General.

Dzimbiri is the board chairperson for MSG.

MSG now has two campus including Kanengo and Blantyre (Mpemba School of Management).

This publication understand that Secretary to the President and Cabinet (SPC) Colleen Zamba expressed dissatisfied with Dzimbiri’s action by passing her office in Chiweza appointment.

Sources at Office of President and Cabinet (OPC) told The Maravi Post that Dzimbiri appointed Asiyati without consulting SPC the position which was supposed to be advertised in the local press for individuals to apply.

“The MGS Director General is the overall position which one cant just be picked on silver platter without any recruitment procedures. This is what Dzimbiri has done. This position is supposed to be advertised for interested individuals to apply.

“This is clear insult to all Malawians who fought so hard to propel Tonse Alliance to power, government continues to knowingly and embarrassingly look up to the same DPP cadets to head strategic Institutions that otherwise would have heralded change in policy in line with the much touted Tonse Alliance agenda,” worried a source at OPC

He added, “The appointment of one CHIWEZA a well-known DPP operative as acting Director General of Malawi School of Government until interviews for the position are done is the latest in line of such goofs and one which demeans all those technocrats who genuinely share the MCP led Tonse Alliance philosophy.

“Chiweza’s appointed in itself is so dubious and corrupt which has been influenced by fellow cadets in government bypassing all laid down procedures. Clearly DPP is running the show here through what they have always boasted as they being a system. This myopic approach by Tonse Government is a recipe for disaster and will surely bring it down”.

Dzimbiri was not available for comment on matter on several attempts through his mobile number.

The MGS board chair Dzimbiri failed to contain allowance scandal at Kanengo campus is believed to be a beneficiary of the fraud at the institution.

Malawians told to embrace newly introduced MSG’ cyber security course

LILONGWE-(MaraviPost)-Malawians have been dared to embrace newly introduced cyber security and networking degree program course to meet the responsibilities and challenges demanded in the sector.

This follows after Malawi School of Government (MSG), stormed the two major cities of Blantyre and Lilongwe on selling degree program course for the past weeks.

The school formerly Malawi Institute of Management (MIM) has partnered with UK’s University of Central Lancashire on this course.

MSG Kanengo campus Acting Executive Director Dr. Jessie Kabwila disclosed that the new programme is open to both those with computer background and those without computer background.

Kabwila said that the programme is expected to assist learners in assessing the security risks inherent in computer networks and the technologies that can be employed to counter such risks.

Interested learners on cyber course

She reminded the public that in the country, it is only their institution that offers this Cyber Security and Networking degree.

She however, urged Malawians to take advantage of this opportunity and advance their career in cyber security.

The course will enable learners to be equipped with the knowledge, technical and interpersonal skills necessary for taking part in the design, implementation, management and security of modern computer systems.

Among the computer programmes offered by the institution include NCC Education Level 4 Diploma in Computing, NCC Education Level 5 Diploma in Computing, NCC Education Level 5 Diploma in Computing with Cyber security, BSc (Hons) Business Computing and Information Systems and BSc (Hons) Cyber Security and Networking.

Malawi School of Government dates Blantyre on cyber security degree program

BLANTYRE-(MaraviPost)-Barely a week after Malawi School of Government (MSG), formerly Malawi Institute of Management (MIM) partnered with UK’s University of Central Lancashire on cyber security and networking degree program, the institution has gone flat-out selling the course to the public.

MSG Kanengo campus Acting Executive Director Dr. Jessie Kabwila and entire backroom staff were in Blantyre on Tuesday, January 24, 2023 for the awareness campaign.

During the opening day, Kabwila disclosed that the new programme is open to both those with computer background and those without computer background.

She added that the programme is expected to assist learners in assessing the security risks inherent in computer networks and the technologies that can be employed to counter such risks.

“In Malawi, MSG is the only institution in Malawi offering this Cyber Security and Networking degree and the programme is one way to secure Malawi 2063. We urge all people from all backgrounds to take advantage of this opportunity and advance their career in cyber security.

“Learners will be equipped with the knowledge, technical and interpersonal skills necessary for taking part in the design, implementation, management and security of modern computer systems,” said Kabwila.

In his remarks, the MSG Kanengo campus head of external programmes Alex Chanza said the computer programmes offered by the institution will be delivered through the NCC education’s Virtual Learning environment and learners will be taught by NCC’s contracted staff, validated and awarded by the UK’s University of Central Lancashire.

The institution disclosed that the application window for the programme will close on January 27, 2023 and tuition Fees for the programme is K450,000 per semester.

Learners will also be expected to pay £2100 registration and examination fees and this could be paid in two installments.

Among the computer programmes offered by the institution include NCC Education Level 4 Diploma in Computing, NCC Education Level 5 Diploma in Computing, NCC Education Level 5 Diploma in Computing with Cyber security, BSc (Hons) Business Computing and Information Systems and BSc (Hons) Cyber Security and Networking.

Malawi School of Government-Kanengo campus introduces Cyber Security course

LILONGWE-(MaraviPost)-The newly rebranded Malawi School of Government (MSG), formerly Malawi Institute of Management (MIM)-Kanengo campus has introduced a degree in cyber security and networking.

The course is to capacitate government departments, security organs and the private sector against cyber attacks.

MSG has partnered the United Kingdom-based National Computer Centre (NCC) Education and the University of Central Lancashire to run the programme.

Addressing the press on Friday, January 20, 2023, MSG Kanengo campus, Acting Executive Director Dr. Jessie Kabwila said Malawi, like most African countries, is vulnerable to cyber attacks due to lack of personnel with qualifications in cyber security.

“Cyber security can be described as the collective methods, technologies, and processes to help protect computer systems, networks, data or information against cyber attacks or unauthorised access.

“By introducing this degree, we want to scale up government, security organs and private sector capacity to deal with cyber security,” excited Kabwila.

Kabwila said with this new programme, graduates will be able to help their organisations to reduce the risk of data breaches, malware infections and help secure data.

“This is the most sought-after computing qualification in the world. Learners will be equipped with the knowledge, technical and interpersonal skills necessary for taking part in the design, implementation, management and security of modern computers systems,” she said.

Echoing on the same, MSG Kanengo campus Head of External programmes Alex Chanza said the cyber security training will be delivered online through NCC education’s virtual learning environment by NCC contracted staff, and that it is validated and awarded by the University of Central Lancashire.

“Other related programmes in cyber security on offer are NCC Level 4 and Level 5 diplomas in computing. Level 5 Diploma is the qualification entry for one seeking to pursue bachelors of science in cyber security and networking.

“We also offer a BSc in Business Computing and information system also validated and awarded by the University of Central Lancashire,” he said.

Chanza said the application window for the course will close on January 27, 2023.

MIM, Mpemba rebranded to Malawi School of Government

LILONGWE-(MaraviPost)-Malawi Institute of Management (MIM) and Mpemba School of Management have now rebranded to newly introduced Malawi School of Government (MSG) with the same operations of training leaders in various management programs.

This means MIM will be MSG Kanengo campus while Mpemba is MSG Blantyre campus.

The rebranding of the two institutions follows the passing of bill in Parliament for the establishment of one mother body.

MSG Kanengo-MIM Acting Executive Director, Jessie Kabwila told the news conference on Thursday, January 19, 2023 that all preparatory work toward rebranding are at advance stage.

Kabwila disclosed that the board is working towards the mother body’s new symbols, artwork for the rolling out to serve Malawians better in leadership management.

“There will be open days for public awareness of the establishment of MSG in both Lilongwe and Blantyre then other parts of the country.

“MSG Kanengo campus will continue to provide quality management course for better Malawi managers in all programs,” assures Kabwila.
